About this file

This is a technical specification document for dry media exchange services issued by the North Texas Municipal Water District (NTMWD) under solicitation 25-196-B for activated carbon and exchange services. The specification outlines requirements for a supplier to provide exchange services for activated carbon media and permanganate-impregnated polishing media at odor control systems located across fifteen separate facilities. NTMWD operates thirty-one media odor control systems with an estimated annual volume of approximately 3,000 cubic feet of media requiring exchange. The supplier must perform exchanges within thirty calendar days of NTMWD's request and coordinate scheduling with district personnel for site access. Exchange services include retrieval of replacement media and screens, transportation to sites, removal and disposal of spent materials, and installation of new media and screens following manufacturer recommendations.

The specification requires suppliers to have a minimum of five years of satisfactory exchange service experience in the United States and to lease or own appropriate vactor truck or trailer equipment for material removal. Media will be retrieved from designated NTMWD facilities and packaged in waterproof sealed containers on pallets not exceeding 1,000 pounds. The supplier is responsible for all labor, transportation, disposal permits, regulatory compliance including OSHA requirements, and must determine proper disposal classification for spent media. Liquidated damages of $500 per day per location apply for delays beyond the required thirty-day response timeframe. The contract includes provisions allowing NTMWD to add, delete, or change exchange locations at any time, and the supplier must complete work on each odor control system fully before beginning work on different systems.

This amount was calculated based on labor and material costs expended by NTMWD in monitoring and responding to an odor complaint. The OWNER will be the sole judge as to whether the EXCHANGE has been timely completed.
