About this file

This document provides guidance for Schedule 56 of the General Services Administration's Multiple Award Schedule solicitation, which covers roofing materials, products, and services. Offerors may submit products only or a combination of products and services. A broad offering is requested to provide total roofing solutions, including materials, installation, maintenance, inspection, training, and emergency services. Commonly included items are roof coverings, coatings, membranes, shingles, insulation, and application materials. Services such as performance monitoring, debris removal, and equipment rental must be purchased with products. Roofing requirements vary by customer needs and sustainable options such as green roofs and solar panels are encouraged. Current Schedule 56 contractors do not need to respond to this refreshed solicitation, which remains open with no closing date for offers.

SCHEDULE 56

ADDITIONAL GUIDANCE

FOR

SIN 563 4, ROOFING MATERIALS, PRODUCTS AND SERVICES

1) Offerors may submit either a) products only under this SIN or they may submit b) a combination of both products and services under this SIN.

NOTE: Offerors who propose "stand-alone" services which do not include a product offering, will have their offers rejected.

2) Offerors should provide a full and broad offering of products and services that are offered commercially to represent a total solution for the SIN. Teaming arrangements with other schedule vendors are permissible in order to provide a total solution for Government requirements.

3) Typically vendors with contracts under this SIN have products and services required for repairing and/or replacing an existing roof. There are many types of roofs available – from traditional asphalt and shingles to solar and vegetative solutions. The selection includes, but is not limited to Energy Star roofing membranes, cool roofs, solar reflective roof coatings and vegetative (green) roofs, and photovoltaic roofs. The SIN also includes the installation and site preparation to provide a total solution for customers’ requirements.

A sampling of commonly used roofing products includes, but is not limited to:

· Roof coverings, including tarps suitable for support of emergency and disaster recovery efforts

· Coatings

· Single or multi-ply membranes

· Retro-roof systems

· Hot or cold laid roofing felts

· Shingles (excluding wood shingles)

· Asphalts

· Tar

· Insulation

· Associated application materials

A sampling of commonly used services (which must be purchased in conjunction with product offerings) includes, but is not limited to:

· Performance warranty/monitoring

· Roof maintenance

· Roof inspection

· Installation and site preparation

· Design assistance for roof information management systems

· Training and consultation

· Asbestos core testing

· Moisture analysis

· Wind uplift testing

· Infrared scanning

· Emergency services

· Routine services

4) Roofing requirements can vary considerably based upon customers’ specific needs. The possibilities are endless; however, offerors are encouraged to include as complete an offering of roofing products/services as possible to enable Federal customers to make a best value determination and obtain a total solution for their requirements.

Other suggested commonly provided services to include in the total solution offering are, but are not limited to:

· Removal and proper disposal of debris

· Removal and disposal of asbestos

· Asbestos Survey

· Lead Survey

· Rental of necessary equipment As with all GSA Schedules and SINs, Architectural-Engineering Services (A&E) under the Brooks Architect-Engineers Act, as stated in Federal Acquisition Regulation (FAR), Part 36, are EXCLUDED.

5) A Federal ordering activity may choose to establish Blanket Purchase Agreements (BPAs) under any MAS contract to fill repetitive needs for supplies and services. Schedule BPAs may be established with one or more Schedule contractors. BPAs allow the ordering activity to leverage its agency requirements to obtain better pricing and can streamline the ordering process.
