About this file

This is a Request for Bid (RFB) solicitation document issued by the Town of Greenwich, Connecticut for boiler water treatment services. The Town seeks to establish a service contract with one or more qualified contractors to provide monthly water treatment services, chemicals, reagents, and equipment maintenance across six municipal facilities: Town Hall, Police Headquarters, Senior Center, Old Greenwich Civic Center, Western Greenwich Civic Center, and Central Fire Station. Services encompass closed-loop re-circulating systems, cooling towers, steam boilers, and boiler condensate control with specialized chemical programs for each system type. Sealed bids are due by 11:00 AM on March 3, 2026, submitted to the Town of Greenwich Purchasing Department. Pre-bid site visits may be scheduled by contacting Mr. Luigi Romano at 203-622-7743. The initial contract term runs from June 1, 2026, through May 31, 2027, with four optional one-year renewal periods available by mutual consent.

Bidders must submit complete fixed monthly service costs for each location inclusive of all labor, equipment, chemicals, delivery, and travel, along with hourly labor rates for additional projects and applicable material markup percentages. Payment terms are net 30 days after receipt of invoice and acceptance of services, with no taxes included as the Town is tax-exempt. The Town is not currently accepting electronic bids and requires sealed bid submission per RFB document instructions. Contractor minimum requirements include employment of a full-time official with a chemical or engineering degree, field service technicians with at least three years of water treatment experience and a Commercial Pesticide Applicators Supervisory license (code 7I), sample service reports, and a list of proposed products. Required insurance includes General Liability ($2,000,000 aggregate/$1,000,000 per occurrence), Comprehensive Automobile Liability ($1,000,000), Excess Liability ($5,000,000), Workers' Compensation as required by Connecticut statute, and Professional Liability ($1,000,000). The Town reserves the right to increase or decrease quantities by up to 10%, add or delete service locations, and cap individual projects at $35,000. The solicitation is open to all vendors with no identified set-aside designations. No estimated total contract value is specified in the solicitation materials.
