About this file
This Invitation to Bid (ITB) document is issued by the Town of Greenwich, Connecticut for Boiler Water Treatment Service (Solicitation No. 7942). The Town seeks qualified contractors to provide monthly water treatment services, chemicals, reagents, and equipment maintenance across six municipal facilities: Town Hall, Police Headquarters, Senior Center, Old Greenwich Civic Center, Western Greenwich Civic Center, and Central Fire Station. Services encompass closed-loop re-circulating systems, cooling towers, steam boilers, and boiler condensate control with specialized chemical programs for each system type. Sealed bids must be submitted by 11:00 AM on March 3, 2026, to the Town of Greenwich Purchasing Department. Pre-bid site visits may be scheduled by contacting Luigi Romano at 203-622-7743, and inquiries should be directed to Daniel Centofanti at 203-622-7882 or Daniel.Centofanti@greenwichct.gov. The initial contract term runs from June 1, 2026, through May 31, 2027, with four optional one-year renewal periods available by mutual consent.
Bidders must provide complete fixed monthly service costs for each location inclusive of all labor, equipment, chemicals, delivery, and travel, along with hourly labor rates for additional projects and material markup percentages. Contractor requirements include employment of a full-time official with a chemical or engineering degree, field service technicians with at least three years of water treatment experience and a Commercial Pesticide Applicators Supervisory license for code 7I, sample service reports, and a list of proposed products. Insurance requirements include General Liability coverage of $2,000,000 aggregate/$1,000,000 per occurrence, Comprehensive Automobile Liability of $1,000,000, Excess Liability of $5,000,000, and Professional Liability of $1,000,000. Payment terms are net 30 days after receipt of invoice and acceptance of services. The Town is exempt from Federal and State taxes, and no taxes should be included in bid prices. The solicitation is open to all vendors with no set-aside designations, and the estimated total contract value is not specified, though individual projects are capped at $35,000. The Town reserves the right to increase or decrease quantities by up to 10% and to add or delete service locations as needed. Physical bid submission is required; electronic submissions are not currently accepted.
