A. Award will be made to the Offeror whose quotation results in the best value to the Government IAW the procedures specified in the RFQ and on the basis of the lowest priced quotation meeting the acceptability standards for non-price factors. An order may be awarded to the Offeror who is deemed responsible IAW R-FAR 9.1, as supplemented, whose quotation conforms to the RFQ’s requirements (to include all stated terms, conditions, representations, certifications, and all other information required by the RFQ instructions) and is judged, based on the evaluation factors, to represent the technically acceptable quotation with the lowest complete and reasonable price.
B. First, the Government will rank the quotations from lowest price to highest price based on the Offeror’s calculated Initial Total Evaluated Price (I-TEP). The I-TEP will be calculated as described in Factor 2 – Price.
Next, the Government will evaluate Factor 1 of their quotation. If the quotation is not acceptable, the Offeror is ineligible for award and the Government will start the evaluation of the next lowest Offeror. Quotation evaluations will continue until a minimum of two quotations have been deemed technically acceptable, or all quotations have been evaluated, whichever comes first. Of the two lowest priced Offerors who have been determined to be technically acceptable, award will be made to the Offeror having the lowest total evaluated price, following an analysis of their TEP to verify reasonableness and completeness. Offerors are reminded that the Government will only evaluate one quotation from each Offeror.
The Government intends to make award based on the initial quotation submissions without conducting interchanges. Therefore, each offer should contain the Offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to hold interchanges if, during the evaluation, it is determined to be in the best interest of the Government.
Interchanges are fluid interaction(s) between the Contracting Officer (CO) and the Offerors that may address any aspect of the quotation and may or may not be documented in real time.
However, the Government reserves the right to conduct interchanges using Interchange Notices (IN). Offeror responses to INs will be considered in making the order selection decision.
Interchanges may be conducted with one, some or all Offerors as the Government is not required to conduct interchanges with any or all Offerors responding to this RFQ.
4. Evaluation Factors
A. Responses to this RFQ will be evaluated against the following factors:
Factor 1: Technical Factor 2: Price
FACTOR 1: Technical
A. Provide a staffing approach identifying number and use of personnel, as well as labor category descriptions that show proposed personnel have the certifications (certified as a 618th AOC Flight Management Specialist in accordance with AFMAN 11-255 series), training, knowledge, and experience to perform under this requirement in accordance with the PWS.
Limited to no more than 5 pages.
B. The Government will evaluate the Technical Quotation on an Acceptable /Unacceptable basis, assigning a rating of Acceptable or Unacceptable, as defined below.
FACTOR 2: Price
A. Price quotations should support the proposed technical factor and will be evaluated for (1) Total Evaluated Price (TEP), (2) completeness, (3) reasonableness and (4) unbalanced pricing.
Offerors whose price is determined to be incomplete or unreasonable will not be considered for award.
B. The TEP will be calculated as the sum of the Offeror’s proposed prices for the Period of Performance: 1 Jun 26 through 31 Mar 31 and the optional six-month Extension of Services (EOS), 1 Apr 31 – 30 Sep 31. Evaluation of options, optional CLINs, and the EOS shall not obligate the Government to exercise such option or optional CLINs.
C. The six-month extension of services is IAW R-FAR 52.217-8, "Option to Extend Services" and will only be utilized if necessary. The six-month extension of services is not to be considered part of any option period and will be a separate option exercised if it is utilized.
Offerors will be required to submit pricing for the six-month EOS. The six-month EOS will be calculated using the monthly cost of option period five multiplied by six.
D. Completeness. The quotation will be reviewed to determine the extent to which all the price elements have been addressed. The Offeror’s proposed price and other information will be evaluated to ensure continuity and traceability of prices to the technical volume and between the initial quotation and any revisions thereto. The review will determine the adequacy of the Offeror’s quotation in addressing and fulfilling the RFQ requirements.
E. Reasonableness. For a price to be reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. The Government will determine prices fair and reasonable using one or more of the price analysis techniques at R-FAR 15.404-1(b).
TABLE A – Technical Ratings
Rating Description
Acceptable Quotation meets the requirements of the RFQ.
Unacceptable Quotation does not meet the requirements of the RFQ.
F. Unbalanced pricing. Offerors are cautioned against submitting an offer that contains unbalanced pricing. Unbalanced pricing may increase performance risk and could result in payment of unreasonably high prices. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one (1) or more contract line items is significantly over or understated. The Government shall analyze offers to determine whether they are unbalanced with respect to separately priced line items or sub-line items. An offer that is determined to be unbalanced may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.
5. Offeror Responsibility
Although past performance may not be used as an evaluation factor, the projects submitted by the Offeror to meet the Technical Volume and information obtained from other sources available to the Government such as the Offeror Performance Assessment Reporting System (CPARS) will be used as part of the responsibility determination made IAW R-FAR 9.103. The Government reserves the right to obtain information relative to present and past performance on its own.
5. Ombudsman
In accordance with DAFFARS 5352.201-9101, Ombudsman (Jul 2023), an Ombudsman has been appointed to hear and facilitate the resolution of concerns from Offerors, potential Offerors, and others for this acquisition. If resolution cannot be made by the CO, concerned parties may contact the following agency:
