About this file

This is an addendum issued by the State of Michigan Department of Technology, Management & Budget, State Facilities Administration, Design and Construction Division for the Corner Store project located at 3111 W St. Joseph Street in Cheboygan, Michigan. The addendum, issued July 25, 2024, addresses revisions to contract documents and answers to bidder questions prior to the bid opening scheduled for July 31, 2024 at 2 PM local time. Key revisions include replacing "construction privacy fence" with "orange construction fence" in the project manual sections, deleting a submittal requirement for an excavation system installation and vibration monitoring plan from the base bid pay items, revising the general notes drawings to specify temporary orange construction fencing instead of six-foot temporary fencing, and deleting the detail drawing for temporary/portable chain link fence panels. The addendum clarifies that the property will be vacant prior to onsite activities and confirms that temporary orange construction fence is acceptable without privacy fabric requirements.

The addendum provides critical clarifications regarding material assumptions and personnel requirements for bidders. For bidding purposes, floor tiles and mastic identified during the pre-bid meeting are presumed to contain asbestos-containing materials (ACM), with the contractor responsible for verification at project start. The addendum confirms that drain field, septic tank, piping networks, and tree root balls shall be managed and disposed of as non-hazardous petroleum-contaminated waste due to the property's former use as a fueling station. Additionally, all project personnel, including laborers, must maintain HAZWOPER 40-hour certification with current 8-hour refresher training. Site restoration shall be completed with topsoil and seeding rather than temporary aggregate cover, and licensed electricians must perform all electrical connections from the water well to the adjacent property power panel.

CLARIFICATIONS

1. For bidding purposes, are bidders to assume the property will be vacant no later than the start date noted on the Notice to Proceed?

a. Yes, the property will be vacant prior to onsite activities.

2. How are bidders supposed to provide a bid to furnish an ACM survey? The cost for an ACM survey depends on the actual quantity of suspect materials samples and tested. Likewise, how are bidders supposed to provide a bid to furnish ACM abatement without knowing the quantity of

ACM that requires abatement?

a. For bidding purposes, floor tiles and mastic identified and viewed during the pre-bid meeting are presumed ACM. Contractor to verify ACM at the start of work.

Corner Store

Addendum #2

July 25, 2024

3. For this relatively small scope of work, is temporary orange safety fence acceptable rather than chain-link fence? Is privacy fabric required?

a. Temporary orange construction fence is acceptable for this work. Privacy fabric is not required.

4. Is a licensed electrician required to perform the electrical connection from the water well to the adjacent property power panel?

a. Yes, a licensed electrician must perform the electrical connections as specified in the

Contract Documents.

5. For bidding purposes, because the property was formerly used as a fueling station and because the onsite water well was impacted with petroleum products and water discharged to the septic system, do bidders assume the drain field, septic tank and conduit piping network will be managed as non-hazardous petroleum contaminated waste?

a. Yes, the drain field, septic tank, piping network, and other related components shall be properly managed and disposed of as non-hazardous petroleum contaminated waste.

6. How shall the root balls of the trees be managed? I.E. as non-hazardous petroleum impacted waste or "clean" vegetation debris?

a. Root balls shall be managed and properly disposed of as petroleum-impacted waste.

7. During the pre-bid meeting it was mentioned that future remediation work is planned for the site property. If this is true, then why not use a temporary surface cover such as aggregate that could be stripped off and reused as general fill material?

a. Per the project manual, site restoration shall be bid as topsoil and seeding.

8. Do all personnel including laborers need to have the HAZWOPER 40 certification?

a. Due to petroleum impacted soil and per Section 01010 / Part 1: General / 1.04

Contractor Personnel Requirements, all personnel shall have HAZWOPER 40-hour training and an up-to-date 8-hour refresher.

Acknowledgement of this Addendum shall be made in the space provided on the modified “Bid Summary” form. The changes and information in this Addendum shall become part of the Contract Documents.
