ATTACHMENT Q1 - EHBs DME Labor Categories
Provide resources with demonstrable knowledge of, and preferably experience with, the support of information technology (IT) initiatives in healthcare and federal grants arena. The following labor categories are required to successfully perform the work anticipated under the EHBs Development, Modernization and Enhancement (DME) - Indefinite Delivery Indefinite Quantity (IDIQ) RFQ.
Several of the labor categories will be considered as required Key Personnel under the IDIQ.
Many of the lead and specialist positions are designated for persons with “hands-on” experience. The offeror may propose additional labor categories in their response as needed to achieve the work and support the tools/technologies described in the IDIQ Statement of Work (SOW) and its attachments.

1. IDIQ Program Manager (Key Personnel) The Program Manager manages a large, complex set of IT initiatives. Project complexity may be caused by extensive scope, interdisciplinary involvement, short time-frames, large project teams, a challenging client environment, cutting-edge technology environment, high-availability and system performance requirements, multi-geographic team distribution, or all of the above.
The Program Manager drives successful project completion by coaching, consulting, managing and resolving issues, allocating resources, and maintaining team productivity and morale in high-pressure situations. Leads and mentors other team leads and project managers. Initiates, supports and participates in negotiations with prospective customer. Plans, directs and coordinates systems analysis and programming activities. The Program Manager provides guidance in strategic systems planning to project teams. The Program Manager is responsible for preparing incoming management for transition from implementation to business operating stage.

2. Technical Project Manager (Key Personnel) Responsible for ensuring the project team completes the project; oversees and manages the other

Project Management Office (PMO) members; provides the overall management of the project direction as related to functionality, schedule and budget; insures adherence to project management and software development life cycle and best practices; manages the team’s performance on project tasks; provides overall project and budget planning, monitoring and control; provides periodic status reports for Senior Leadership; coordinates project issues and dependencies; reviews and approves architecture and product direction; secures acceptance and approval of deliverables from the project sponsor; responsible for status reporting, risk management, and escalation of issues that cannot be resolved by the project team; liaises with all current and future stakeholders; develops staffing plans; manages recruitments and roll offs.

3. Cloud Developer/Engineer (Key Personnel) Responsible for designing, developing, and deploying cloud-based solutions for a large enterprise system. Provides the support for deploying and debugging cloud stacks and ensuring the security of the cloud infrastructure. Creates prototypes, interacts with staff to elicit and define business requirements, integrates systems, and implements packages & web apps/APIs and participates in a multidisciplinary team environment. Maintains one of the specific systems source code and associated sub-products. Develops and maintains data processing applications which meet user and business needs in cloud platform. Codes, tests, and implements computer programs in developmental and maintenance modes. Implements automated unit and regression tests to bring agility. Identifies, analyzes, and resolves cloud infrastructure and code vulnerabilities and application deployment issues.

4. Cloud Architect (Key Personnel) Responsible for developing cloud strategy and managing cloud migration/adaption process.
Regularly evaluates cloud applications, infrastructure, services and software to improve and optimize cloud based solutions. Develops network topology, application security groups, and implements highly secured application segmentation to comply with cyber security standards.
Establishes best practices to migrate large, enterprise level applications to cloud (IaaS, PaaS and SaaS). Develops cost optimization techniques to reduce overall cloud infrastructure and services cost. Develops Enterprise level cloud architecture to deploy container based systems in a multi-vendor environment. Conducts Decision Analysis and Resolution (DAR) and develops Proof of Concept (POC) using various cloud platforms and services. Designs and engineers automated deployment, monitoring and maintenance functions. Implements virtualization technologies to achieve the efficiencies and reduce the data and application foot print. Must have sound knowledge of TCP/IP, IP addresses, HTTP/HTTPS, TLS, Cloud traffic manager, Cloud Load Balancer, Storage ,NSG, ASG , VNET and Sub-net and DNS.

5. Cloud Data Architect (Key Personnel) Responsible for architecting, designing and implementing end to end solutions in a cloud platform. Design and implement distributed analytic platform and large cloud data warehouse to support the data/search driven analytics and visualization platform. Develop DAR and POC for migrating traditional relational database systems to Platform as Service (PaaS) model. Architect data at rest and in motion using SSL encryption and other encryption methods to protect sensitive information. Design and Implement real time data streaming solutions for reporting and dashboards. Conduct period analysis to fine tune backend jobs, procedures, functions and

ETL/ELT processes and migrate them to cloud data platform. Analyze and provide recommendations to choose the right cloud data platform service level for an Enterprise System.
Work closely with cloud architects and optimize the data environment to reduce the operating costs in cloud. Must have sound knowledge of TCP/IP, IP addresses, HTTP/HTTPS, TLS, Cloud traffic manager, Cloud Load Balancer, Storage ,NSG, ASG , VNET and Sub-net and DNS.

6. Technical Architect (Key Personnel) Provides hands-on day-to-day coaching and support for senior team personnel in all phases of DME projects including technical aspects such as systems architecture, reuse, development processes, technical direction, mentoring of the technical team; provides technical leadership and mentoring on projects from beginning to end, with emphasis not only on excellent initial design and/or package experience, but also on creative problem resolution in a multi-disciplinary environment; recognizes where he/she needs to provide very specific leadership skills to the team(s) that are in need; understands the risks, issues, and the potential areas of concern with the project on an ongoing basis; acts independently as a technical advisor on the most specialized phases of system design, implementation, analysis and programming; leads and participates in major system studies and implementations.
7. Business Architect (Key Personnel) Provides a structured business architecture approach and methodology for capturing the key business requirements at Enterprise level. Implement the process and procedures to maintain the requirement traceability at any given point in time. Conduct analysis to determine best path for solving business problems/opportunities that may include process improvements, system enhancements, improved user training, and/or software procurement. Strong experience in conducting interviews with customers to identify the business gaps and develop business process re-engineering practices. Reviews, analyzes, and evaluates ideas, projects and opportunities to develop new system modules or provide recommendations to enhance the existing modules or business models to achieve operational efficiency. Develop tactical and strategic business needs/goals that provide traceability through the organization and are mapped to metrics that provide on-going governance. Document primary business functions and distinguish between customer-facing, system to system integration, data related and impact of business management functions with the implementation. Define data shared across the enterprise and the relationships between those data at system and organization level along with the business governess policy to access the data. Develop the relationships among business roles, capabilities and business units, the decomposition of those business units into subunits, and the internal or external management of those units.
8. Technical Lead ( Key Personal ) Provides a strong focus on a technology area or discipline, especially where deep technical knowledge is required. The role requires direct and leveraged expertise in a specific technology or set of technologies such as .Net, .Net product suites, micro services, cloud adoption, etc., that a team would use to implement a technology solution. Acts as a key driver of design decisions around a product suite, based upon knowledge of the products capabilities and drawbacks.
Design and implement automated unit and regression test suites at an Enterprise level. Serves as team expert for the development of the technology solutions, and serves as the point of contact between vendors and the technical team members for resolving challenges and technical
Page | 4 of 12 problems. Directs team of developers in converting the business requirements into a technical product/solution. Requires strong communication and interpersonal skills. Demonstrated skills in using coding standards and being an active participant in regular code reviews. Demonstrated experience with evaluating code quality using tools such as SonarQube to perform automatic code reviews to detect bugs and security vulnerabilities and resolve them in a timely manner.

9. Systems Architecture Lead (Key Personnel) Responsible for overall system architecture and solution; ensures overall system solution quality, including working with the testing lead to verify test plans, use cases, and successful execution of testing processes; provides a consistent solution vision to the development team, operations and maintenance team, and stakeholder groups; works with individual track-leads to ensure iteration designs meet requirements and use cases, including approval of solution proposals at the beginning of each iteration; provides technical support and mentorship to the entire technical team; work with requirements lead to manage iteration scope; maintains solution architecture artifacts; organizes and manages weekly technical team meetings.

10. Subject Matter Expert (Key Personnel) Provide technical knowledge and analysis of highly specialized applications and operational environment, high-level functional systems analysis, design, integration, documentation and implementation advice on moderately complex problems that require an appropriate level of knowledge of the subject matter for effective implementation. Apply principles, methods and knowledge of the functional area of capability to specific task order requirements, advanced mathematical principles and methods to exceptionally difficult and narrowly defined technical problems in engineering and other scientific applications to arrive at automated solutions. Assist other senior consultants with analysis and evaluation and with the preparation of recommendations for system improvements, optimization, development, and/or maintenance efforts in the following specialties: information systems architecture, networking;
telecommunications, automation; communications protocols, risk management/electronic analysis, software; lifecycle management, software development methodologies, and modeling and simulation. Commensurate experience in IT and in new and related older technology that directly relates to the required area of expertise.

11. Security Lead (Key Personnel) Responsible for maintaining & enhancing information security management program(s) to ensure integrity, confidentiality, and availability of information. Adhere to security best practices and comply with government standards. Analyze mission requirements and make recommendations. Assess information security risk and facilitating remediation of identified vulnerabilities for IT security and risk across the enterprise. Generate security reports related to incidents, vulnerabilities, and configurations. Serve as subject matter expert/lead for all IT security related tasks. Collaborate with technology architecture teams by performing security analysis of proposed architectures, risk assessment, providing timely feedback, and comply with security requirements. Provide guidance and best practice recommendations for IT security policies, procedures, and standards that meet regulatory requirements. Maintain knowledge of security regulations, best practices, countermeasures, compliance standards, and current threats.

12. Database Architect (Key Personnel) Defines file organization, indexing methods, and security procedures for Enterprise applications.
Designs database architecture and build out the physical environments to support all application development efforts. Participates in and/or lead production troubleshooting, testing, optimization, performance tuning, and process automation efforts. Experienced in SQL tuning and query optimization tools such as SQL Trace, DBMS_PROFILER. Experienced with data replication and data migrations tools and techniques. Experienced in building custom stored procedures and triggers to automatically populate different tables. Demonstrated experience in working with application developers in troubleshooting code and tracing the code to find out the issues. Experience with large databases with high transaction volume. Working knowledge of software version control concepts and change management processes. Working knowledge of data modeling concepts. Working knowledge of automated job scheduling. Understanding of authentication and authorization security concepts. Understanding of all phases of the SDLC.
Demonstrated expertise in change management and version control practices.
13. Test Automation Lead ( Key Personal ) Responsible for designing and building automation scripts to fit all phases of software testing.
Directs automated test development tasks using industry standard tools such as Selenium WebDriver, and Kinesis. Designs, builds and supports an automated test framework for web applications, reporting and dishoarding, integration of data generation tools such as Redgate with test framework for UAT and training. Reviews and debugs automated functional and integration tests. Decomposes business requirements into Use Cases and Acceptance Criteria for testing.
Integrates automation tests into SDLC/DevSecOps pipeline to achieve the efficiency.
Demonstrates skill in using coding standards and is an active participant in code reviews.
Analyzes, designs, and maintains automated scripts and manual regression test plans for a variety of interfaces including data and APIs. Develops/Enhances automation frameworks consisting of functional libraries while adhering to coding standards. Schedules and conducts testing, submits testing errors and issues to development for correction, tests corrected code and tracks defects.
Documents test progress and results. Prepares reports and presents results as needed. Assists in planning, scheduling and implementing automation projects. Monitors automation projects and ensures that projects are completed on schedule and within budget.

14. Sr. Performance Test Engineer (Key Personnel) Conducts system performance testing to ensure system reliability, capacity and scalability.
Works with testing team to develop performance test plans and use cases. Analyzes test results and coordinate with development teams to perform bug fixes. Generates test summary reports for management review. Analyzes root cause of performance issues and provide corrective actions. Conducts job trainings and provide assistance to junior test engineers as needed.
Suggests new tools and techniques to improve testing efficiency. Assists in project planning, scheduling, budgeting and tracking activities. Provides support in project design, development and deployment activities. Develops automated test scenarios and environments for performance testing. Reviews and recommends improvements to existing test procedures.

15. Quality Assurance Leads (Key Personnel) Develops and implements quality control processes to ensure compliance with QA standards, Page | 6 of 12 guidelines, and procedures to support quality initiatives for a larger Enterprise system. Develops and defines major and minor characteristics of quality including quality metrics, scoring parameters, and determines requisite quality control resources. Establishes and maintains a process for evaluating hardware, software, associated documentation, and assists in the evaluation. Conducts and/or participates in formal and informal reviews at pre-determined points throughout the development life cycle. Determines the resources required for quality control.

16. Test Engineer Responsible for creating and communicating an automated test plan, providing high-level training for test engineers and software engineers on how to implement the automated testing plan, creating test cases and test scripts based on the requirements traceability matrix and requirements use cases, implementing test cases, logging bugs through tracking tools, creating test reports for the development team and for the project management organization, prioritizing bugs, and verifying fixes as they are released. Lead change control board meetings with customers to prioritize and address them on time. Design and develop test automation frame work at Enterprise level and collaborate in multi-vendor environment to gather feedback to improve the solution.

17. Program Manager Responsible for providing leadership, coordination, and logistical support to product and program domains or subject matter areas. Provides technical, managerial, and administrative direction for problem definition, analysis, requirements development and implementation for complex to extremely complex systems in the subject matter area. Applies principles, methods, and domain knowledge of specific functional areas of expertise to specific requirements.
Provides advice on esoteric problems which require extensive knowledge of the subject matter.
Makes recommendations and advises on organization-wide systems improvements, optimization or maintenance efforts. Sets the agenda for meeting events, leads discussions, and drives the community towards consensus. Monitors progress in the special interest groups (SIGs) within program areas. Coordinates activities and communications with other program areas.

18. Implementation/Deployment Manager Responsible for identifying and overseeing IT installation, training, and support at client sites.
Responsible for relationship with internal stakeholders; provides the requirements lead with all scope items identified from the stakeholder groups; responsible for and maintains all artifacts needed to communicate and demonstrate to the stakeholder groups, such as presentations and marketing materials; responsible for operations and maintenance planning; relays high-priority operations and maintenance issues to the requirements team.
Level of Experience: >=5 years
19. Contract Manager Manages the preparation of contracts, management plans, and various customer reports.
Develops and presents materials to program and executive management and provides direction to other administrative personnel. Coordinates schedules to facilitate the completion of Call Order and change proposals, contract deliverables, Call Order reviews, briefings, and presentations. Performs analysis, development, and review of program administrative operating plans and procedures. Coordinates schedules to facilitate completion of proposals, contract
Page | 7 of 12 deliverables, Call Order review, briefings/presentations, and Integrated Baseline Review (IBR) preparation. Respond promptly to technical statement and service level agreement (SLA) review requests from business development/licensing, partnership sales, and legal counsels.
20. Communications Manager Oversees the structure and ensures progression of working groups and teams by maintaining focus and avoiding unnecessary digression. Leads and works closely with the groups to enhance team building, communication, interpersonal relations, meetings, and decision making. Provides support for task teams involved in quality and process improvement projects. Responsible for supporting the establishment and maintenance of communications, collaborations, and relationships between the various HRSA health informatics projects and programs. Requires past experience in collaboration between technical projects and programs.

21. Business Process Reengineering (BPR) Specialist Applies process improvement and re-engineering methodologies and principles to conduct process modernization projects. Responsible for effective transitioning of existing project teams and the facilitation of project teams to accomplish the project activities and objectives. Provides group facilitation, interviewing, training, and provides additional forms of knowledge transfer.
Key coordinator between multiple project teams to ensure enterprise-wide integration of re-engineering efforts.
22. 24. Sr. Software Engineer/Development Lead

Oversee a team of software developers and testers to achieve the delivery of project commitments. Works with technical team leads, architects, product managers, and other teams to take ideas through all phases of the projects. Creates schedules and work plans. Participates in long-range planning and development of operational goals and engineering specifications.
Develops functional processes and operational policies within the area managed. Responsible for implementing operational and strategic policies and directives. Shares information with related groups/projects. Provides innovative solutions to complex problems, and communicates progress toward project/program goals. Work with the operations to identify, define, measure, analyze, implement and control Applied Technology projects. Perform high level technical analysis activities, such as requirements gathering and gap analysis of user requirements.
Develop metrics to help operations track and value improvement projects. Responsible for technical deliverables during the entire lifecycle of technology projects. Break/fix support and maintenance on site and /or remotely.
25. Requirements Lead Responsible for stakeholder interviews and documentation supporting the business requirements gathering process, including helping to define interview protocols, strawman requirements sets, updated requirement sets, and iteration plans; participates in interviews and SIGs, maintains all documentation around requirements, works with the development and testing teams to define and refine iteration scope and requirements, and works with technical writers to ensure that use cases are maintained and up to date. Responsible for and maintains the Requirements Traceability Matrix (RTM); collects, categorizes, and organizes all potential requirements, including requirement source (customer input, stakeholder group requirement, enhancement during usability testing, internal, etc.); responsible for and maintains all use cases.
26. Scrum Master Responsibilities for leading the scrum team in using Agile methodology and scrum practices.
Help the product owner and development team to prioritize and execute the sprint. Lead the scrum and development teams for various technical and crosscutting teams. Remove impediments and coach the scrum team on removing impediments. Help the scrum and development teams to identify and fill in blanks in the Agile framework. Resolve conflicts and issues that occur. Help the scrum team achieve higher levels of scrum maturity. Support the product owner and provide education where needed.

27. Business Analyst /Product Owner Develops and maintain detailed user, business, program, and performance requirements for the development of software applications. Performs through intensive interactions, meetings, workgroups, workshops, etc. to analyze business and user processes, key stakeholder procedures, and community practices. Prepare Epics, user stories and establish the requirement traceability for each releases. Work with development team to review the sprint changes, conduct the system /enhancement changes to the customers and stakeholders. Conduct backlog grooming and work with business architect and requirement lead to define the business solution to address the business gaps. Sound knowledge of Agile scrum methodologies and business process re-engineering techniques are required.

28. Maintains software currency, debugs and configures related software products. Provides operating systems planning and evaluation for performance analysis, capacity planning, and hardware upgrades. Interfaces with other groups to resolve user problems, setting standards, and improving overall efficiency of the operating system. Designs, codes, tests, and implements tools for operations automation. Develops and maintains data processing applications which meet user and business needs. Codes, tests, and implements computer programs in developmental and maintenance modes.

29. Database Administrator-Senior Implements, supports and manages the databases for all the systems managed at OIT. Designs and configures relational database objects and is responsible for the data integrity and availability. Ensures database security, including backups and recovery. Plans and budgets staff and data base resources. Database administrator must be proficient in one or more of the leading database management systems, such as, Microsoft SQL Server and Oracle. Participate in and/or lead production troubleshooting, testing, optimization, performance tuning, and process automation efforts. 31. Facilitator Assists with meetings or workshops, working with participants to achieve overall objectives and to address drivers, or independently run smaller meetings, workshops, or breakout sessions.

Directs and conducts research necessary to develop and revise comprehensive materials for use in preparation for and during meetings and workshops. Coordinates staff. Demonstrates excellent interpersonal written and oral communication skills, including those required for executive-level meetings. Maintain currency in the area of expertise and expected to function as an expert in facilitation.
32. Training Lead Conducts the research necessary to develop and revise training courses. Prepares appropriate training catalogs, both written and online. Develops all instructor materials (e.g., course outline, background material, and training aids). Develops all student materials (e.g., course manuals, workbooks, handouts, completion certificates, and course critique forms). Trains personnel by conducting formal classroom and online courses, workshops, seminars, and/or computer based/computer-aided training.
33. User Interface Developer Responsible for design of product usability and implementation of user interface components including systems management, policy management, and client controls. Leads design efforts across multiple engineering teams to maintain a consistent, professional look and feel of all user interfaces, components, styles and terminology. Interacts with all project leads and customer support functions to synchronize the product development with emerging requirements.
34. Technical Writer Assists in collecting and organizing information required for preparation of user manuals, training materials, installation guides, proposals, and reports. 35. Business Intelligence Specialist – Tableau Admin/SME Supports data analytics strategies across the agency. Develops and provides new business intelligence solutions (e.g., Tableau). Provides quality assurance of reports generated for distribution. Provides strategic and technical solutions recommendations to support business intelligence, and translate requirements into technical solutions. Architects advanced integrated solutions to improve business performance and serve as a technical team leader of various projects, who can lead teams to implement high quality solutions. Experience with a major Business Intelligence tool is a must.
36. Release Engineer Provides support for all DME release management lifecycle related tasks such as planning, coordination and delivering software solutions from integration through build, test, release and deployment. Collaboratively manages scope, cost, and schedule on multiple software development and process improvement projects concurrently to deliver project milestones and value. Measures project performance using appropriate systems, tools and techniques. Creates

Develops and maintains consistent release management policies and processes and provides governance to ensure compliance. Configuration Management Analyst Perform configuration management and release engineering support to ensure new software product operating parameters are documented, comply with standard hardware configurations, and are logistically sustainable. Regulates the change process so that only approved and validated changes are incorporated into product documents and related software. Designs, develops, automates, and maintains productivity tools using programming, database or scripting languages to improve software modeling and development. Designs and implements build procedures that are used to support software product development and use. Develops software configuration standards and policies for program-wide use. Trains software developers in the use of configuration management tools and the implementation of software quality standards.
Maintains the Software Configuration Management System including collection or distribution of code documentation, problem report and change request processing, software build documents, and delivery of software products to operational environments. 39. Service Integration Lead Provides leadership, guidance, instruction, and direction to other members of the development team. Project-based contributions which may include building automation, enhancing plugins, and product-based testing/QA with integrations. Troubleshoots complex implementations of solutions and work with teams in the areas of support, professional services, and customers to provide satisfactory resolution.
