About this file

This is a Solicitation/Contract/Order for Commercial Items (Standard Form 1449) issued by the National Hansen's Disease Program (NHDP), part of HRSA, for laundry services.

The solicitation seeks non-personal laundry services for a five-year period from April 26, 2026, through April 25, 2031. The requirement is classified as a commercial item acquisition under NAICS Code 812332 (Industrial Launderers) with a $47.5 million small business size standard and PSC Code S209 (Housekeeping—Laundry/Dry-cleaning). This is a full and open competition solicitation with a firm-fixed-price award type. Quotes are due by April 8, 2026, at 12:00 PM Eastern Time, with questions due by April 1, 2026, at 12:00 PM Eastern Time. The Government anticipates one award, though it reserves the right to make no award or multiple awards. Evaluation will follow a Lowest Price Technically Acceptable (LPTA) methodology, with award to the responsible offeror whose offer meets or exceeds acceptability standards for non-cost factors at the lowest price.

Offerors must submit three separate volumes: Technical Quote (not exceeding 25 pages), Past Performance, and Business Quote. The technical quote must address technical approach, key personnel qualifications (including documentation from a certified physician confirming freedom from communicable disease and ability to lift/push minimum 20 pounds), training requirements (OSHA, CDC, infection control, hazardous waste management), organizational experience in healthcare laundry services, and identification of bio-based cleaning products meeting USDA Bio-Preferred minimum content levels. Past performance references must demonstrate relevant experience within the past three years; federal contractors should provide CPARS ratings, while others may submit references using the Past Performance Questionnaire. The business quote must include labor categories, hours, unit pricing, discounts, and a completed SF 1449. Delivery is FOB Destination to Baton Rouge, Louisiana. The solicitation incorporates standard FAR clauses for commercial items, including provisions on small business subcontracting plans, service contract labor standards, equal opportunity, and various compliance and integrity requirements. Jason Bonilla (Contract Specialist, JBonilla@hrsa.gov, 301-945-4166) and Imelda Rocha (Contracting Officer, IRocha@hrsa.gov, 301-443-2927) are the primary Government contacts.
