About this file
This document is an Amendment (Amendment 001) to a Structured Cabling Solicitation (75N99026R00002) for the National Institute of Environmental Health Sciences (NIEHS) at the Research Triangle Park, NC. The solicitation is an 8(a) competition for a Blanket Purchase Agreement (BPA) with a 5-year period of performance from 02/01/2026 to 01/31/2031 and a $2 million ceiling. Key technical requirements include re-installing digital antenna system cabling, running a CAT6A cable to a mechanical room, mounting government-provided wireless access points and cameras, and using specific Post Glover raceway components.
The amendment addresses multiple contractor questions, providing clarifications on technical specifications, performance expectations, and project logistics. Notable details include a 14-day performance period, permission to work after hours with noise-restricted times between 5 pm and 7 am, a site visit scheduled for December 15th, and labor rates that will be adjusted based on Department of Labor prevailing wage determinations. Historically, the agency has issued approximately 5 IT task orders per year. The previous contract was held by J2 Associates (contract number 75N99019D00029), and the government retains discretion on the number of BPA awards.

Structured Cabling Solicitation - Amendment 001
The following constitutes amendment 001 to Solicitation 75N99026R00002 for Structured Cabling services at the NIEHS Research Triangle Park, NC.
See Offeror’s questions and government responses below.
1. The SOW for Task Order C106467 states "Re-install the Government provided digital antennae system cabling."
a. Can the Government confirm if the contractor is expected to reuse existing cabling removed during demolition, or if "Government provided" implies the Government will hand us new spools of cable? If we are reusing cable, what is the protocol if the existing cable is damaged during removal?
i. The contractor is expected to reuse the existing digital antennae cabling that was previously removed. The structured cabling contractor shall test the cables prior to installation to confirm functionality. If the test determines the cables are not suitable for reuse, a modification will be issued for the cable replacement.
2. If the contractor is required to supply any ancillary materials (connectors, jumpers) for the Digital Antenna System, please provide the specific cable type and connector type required to connect to the "Government provided Digital Antenna devices."
i. The cables consist of the following information taken from the cable insulation:
ii. LMR®-400-LLPL TYPE CMP(FT6)C(UL) – US FILE E170516-7

3. The SOW requires the digital antenna cabling to be installed "exposed in the corridor at the ceiling." Although stated as "exposed", will this be installed above the drop ceiling?
i. The cable will need to transition from above the suspended ceiling in corridor F062 where the cable is currently disconnected to below the new drywall ceiling in F078 where the cable will be exposed.
4. Does the Government require a specific surface-mount raceway for this exposed run, or is J-hook suspension acceptable if neat and bundled?
i. Plastic C clamp suspension is acceptable.
5. The solicitation does not list a specific date for a site visit. Given the complexity of "re-installing" existing systems and identifying specific routing in Corridor F062, will a site visit be offered prior to the proposal due date of December 22?
i. Yes, a site visit is scheduled for December 15th at 10 am. Ensure all visitors send their name, company name, and email to the contracting officer & the Contracting Officer Representative by COB Dec 11, 2025 to ensure they will be on the approved list for entry on the campus. Email: Andrew.gathogo@nih.gov and ragland@mail.nih.gov
ii. Also, be sure to bring REAL ID compliant identification.
6. The solicitation anticipates a 5-year ordering period for the BPA. Regarding the Division 3 Price Proposal, are the labor rates submitted for the Project Manager, Technical Foreman, and Installer required to be fixed for the entire 5-year duration? Or will the Government allow for annual economic price adjustments (EPA) or rate escalation based on Department of Labor Wage Determination updates?
i. Labor rates would not be fixed for the entire 5-yr but rather would be adjusted based on DOL prevailing Labor Wage Determination
(DBA).
7. Can the Government provide an estimated annual volume of work or a total aggregate ceiling value for this BPA? Understanding the potential volume will assist in providing the most competitive pricing structure.
i. The BPA will have a ceiling of $2m, but that in itself should not be construed as expected work volume.

8. The SOW states, "Replace the 1 ft blank raceway cover with a 1 ft aluminum raceway cover with a rectangular cutout for a data jack from Post Glover." Post Glover is historically a manufacturer of heavy industrial power resistors and grounding equipment, not standard telecom raceway. If this is a specialized lab bench raceway system, standard faceplates won't fit. Can the Government confirm if 'Post Glover' is the specific manufacturer of the existing laboratory raceway/bench system? If so, does the Government have a specific part number for this cover, as this may be a custom or long-lead item not available through standard distribution?"
i. Post Glover is the specified manufacturer of the raceway PG Life Link Lab Link 255 Series Double Channel Raceway. The 1 ft aluminum raceway cover is compatible with the 155 Series Single Channel Raceway.
9. "NAE" typically stands for Network Automation Engine (Johnson Controls).
Mechanical rooms are often on different floors or far from the data closet (F003).
The SOW doesn't say how to get there. Regarding the blue CAT6A run to the Ground Floor Mechanical Room (NAE-101-F05): Does an existing conduit pathway or floor sleeve exist between the F-Module renovation area and the Ground Floor Mechanical Room? If core drilling or new conduit installation is required to traverse floors, is this considered in scope?
i. A conduit pathway does exist between the F-Module renovation area and the ground floor mechanical room, however, the pathway would need to be extended from the Ground Floor Mechanical Room to the Ground Floor Mechanical Control Room where the NAE is located. The conduit would need to be at least 1 inch in diameter. New conduit and associated drilling is considered in scope.
10. For the NAE connection, does the cable terminate into a standard patch panel, or does it require termination directly inside a Building Management System (BMS) control panel? If inside a panel, will the BMS contractor be present to provide access?"
i. One end of the cable will terminate into a lighting control panel and the other end will terminate into the Network Automation Engine.
Facilities control technicians will be available for the connection.

11. Do the Government-provided Digital Antenna devices require an external power source (110V), or are they passive/PoE devices? If they require 110V power, is a receptacle currently available at the installation location in Corridor F078?
i. The Government-provided Digital Antenna devices do not require and external power source.
12. Is the contractor responsible for physically mounting the Government-provided WAPs/Cameras to the wall/ceiling, or only for running and testing the cable to the location?
i. Physically mounting the Government Provided WAPs shall be a part of this task order.
13. Given the 14-day performance period, will the contractor be permitted to work after-hours or on weekends to accelerate the schedule? If the area is an active research laboratory, are there specific 'quiet hours' that would restrict drilling or noisy demolition work?
i. The contractor is permitted to work after-hours or on weekends to accelerate the schedule. Work that requires excessive noise shall be performed between 5 pm and 7 am.
14. The Statement of Work (SOW) specifies a performance period of 14 calendar days following the Notice to Proceed (NTP). Given that specialized materials (such as the specified Post Glover raceway covers) may have lead times exceeding two weeks, and considering the time required for security processing, would the Government consider extending the period of performance?
i. Please the response to question #8 for Post Glover raceway. The period of performance is not currently projected to be extended.
15. Alternatively, will the Government agree to issue the NTP only after all long-lead materials are verified as on-hand and all personnel badging is complete?
i. No, the NTP will follow an award. Materials may be ordered in the time period between the award and NTP.
Solicitation 75N99026R00002 – Amend 001 Page 5 of 6
16. The SOW requires submission of OSHA certifications with badge requests. What is the current estimated turnaround time for obtaining NIEHS contractor badges?
i. The badging process can be completed in 21 calendar days.
17. The SOW states that "ALL material shall be on the job site or stored locally", To meet the compressed 14-day schedule, will the Government provide a secure, lockable staging area within Building 101 for the storage of materials, ladders, and technician tools for the duration of the project? Or is the contractor required to demobilize all tools and materials from the site at the end of each shift?
i. Cabling may per stored in interstitial spaces in Bldg 101 F Module with coordination from the COR. These spaces are available to other contractors, building facilities and maintenance staff, security, and Health and Safety personnel only.
18. Regarding the corridor work for the Digital Antenna System: What is the approximate ceiling height in Corridor F062 and F078? Are there any restrictions on the use of scissor lifts or single-man lifts within these corridors during normal business hours if height requires?
i. Ceiling height is approximately 9ft in the laboratory. The mechanical room ceiling is approximately 20 ft.
19. Based on the fact that this is an 8a competition, can the government please confirm that the statement “The offeror must submit information that provides proof of experience for a single effort or combined efforts (e.g. task order, purchase order, contract, etc.) performed as a prime contractor clearly demonstrating experience performing Structured Cabling Installation and Repairs…” allows the prime contractor for this response to utilize a subcontractor’s past performance to satisfy this requirement?
i. No, the government will only consider Prime Contractor past performance not the subcontractor’s past performance
20. Will there be a single awardee or multiple awardees for this BPA?
i. The government has discretion to determine the number of awards made from this solicitation and contractor responses maybe a factor.
21. Could you please confirm that the period of performance for this BPA is from
02/01/2026 to 01/31/2031?
Solicitation 75N99026R00002 – Amend 001 Page 6 of 6
i. Yes
22. Are there any incumbents for this solicitation? If so, could you kindly provide their names and contract numbers?
i. There is no active contract for this requirement. Previously there was an IDIQ contract awarded to J2 Associates, contract number 75N99019D00029
23. Historically, what is the average number of task orders released per year?
i. On average over the last 8 years 5 IT task orders have been issued per year. This number varies and is subject to change from year to year.
24. Is there a protocol for submitting questions regarding the solicitation?
Specifically, we would like more details on the anticipated level of effort such as horizontal cable drops per month, OSP work, or average Riser installations per year.
i. See previous answer for average number of task orders.
