Title: Baxter/Hill-Rom Helux Pro Surgical Light System

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued.

(ii) The solicitation number is 75N98027Q00038 /PCA-NIA-11810. This solicitation is issued as a competitive combined synopsis/solicitation for commercial products or commercial services.

The Government intends to award a contract or purchase order resulting from this solicitation using full and open competition.

This acquisition is conducted under the authority of FAR 12.603, Streamlined Solicitation for Commercial Products or Commercial Services, and is not expected to exceed the simplified acquisition threshold.

The National Institutes of Health (NIH), Office of the Director, Office of Acquisitions, seeks to award a firm fixed-price award to the responsible offeror whose proposal represents the best value to the Government.

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular March 2026.

(iv) The associated NAICS code is 334516, and the small business size standard is “Other Than Small Business”

• This requirement is NOT set aside for Small Business

(v) Description of Requirement:

GENERAL REQUIREMENTS:

The National Institute on Aging (NIA), Intramural Research Program (IRP), operates the Clinical Research Unit (CRU) located at the MedStar Harbor Hospital campus in Baltimore, Maryland.

The CRU serves as the primary dedicated clinical facility supporting human longitudinal and translational aging research protocols, including the Baltimore Longitudinal Study of Aging (BLSA), the Genetic and Epigenetic Signatures of Translational Aging Laboratory Testing (GESTALT) study, and specialized clinical trials investigating age-related functional decline and metabolic disorders.

A cornerstone of these intramural clinical protocols involves invasive outpatient biopsy procedures—specifically percutaneous skeletal muscle biopsies, subcutaneous adipose tissue biopsies, and dermal skin punch biopsies. These procedures provide vital biospecimens for cellular, molecular, and physiological characterization of human aging.

The existing ceiling-mounted surgical lighting system currently deployed in the CRU procedure suite has reached the end of its useful service life (End-of-Life / EOL). The legacy unit is experiencing persistent operational failures. Critical replacement parts are no longer manufactured or supported by the original equipment manufacturer (OEM), rendering the existing unit non-serviceable. Because medical-grade illumination is a non-negotiable safety and operational prerequisite for procedural asepsis, precise anatomical depth perception, tissue differentiation, and hemostasis, the current state presents an unacceptable clinical risk and threatens immediate disruption to approved NIA protocol timelines.

PURCHASE DESCRIPTION

1. Statement of Need and Purpose:

The purpose of this acquisition is to procure, deliver, de-install obsolete hardware, and fully install a equivalent modern replacement, medical-grade surgical lighting—the Baxter/Hill-Rom Helux Pro Surgical Light for the NIA CRU procedure suite. This system will restore full operational readiness, ensure strict adherence to clinical safety and regulatory standards, and enhance procedural documentation capabilities. The NIA CRU requires replacement of the failing surgical lighting fixture to maintain continuity of clinical operations. Medical procedure guidelines, clinical biosafety mandates, and Institutional Review Board (IRB) approved protocol safety guidelines dictate that invasive biopsy procedures cannot be conducted without adequate, shadow-free, high-intensity surgical illumination.

Specific operational needs include: Critical clinical continuity: Biopsy procedures cannot be performed without a reliable surgical light. Any suspension of these procedures immediately halts specimen collection across multi-year intramural protocols, delaying translational research milestones and participant visits. Procedural precision & patient safety: Core biopsies require fine-field visualization to accurately isolate muscle fascia, avoid vascular structures and peripheral nerve branches, ensure adequate local anesthetic infiltration, and achieve rapid hemostasis.

High-Definition imaging and procedure archiving: A high-definition (4K) integrated optical system is necessary to record and display procedures in real time for clinical oversight, quality control, standardization across study coordinators and proceduralists, and educational review.

Manufacturer serviceability and long-term reliability: The CRU requires an active-production system backed by multi-year OEM warranty coverage and comprehensive service agreements (Protection+) to eliminate unexpected equipment downtime.
