About this file

This is Amendment 00004 to a National Institutes of Health (NIH) solicitation (RFP No. 75N98026R00114) issued by the Division of Simplified Acquisition Policy & Services, OALM. The amendment provides the Government's response to RFI-2 (Request for Information #2) and does not extend the solicitation deadline. The period of performance runs from August 21, 2026 to February 20, 2032. The amendment documents clarifications regarding Variable Frequency Drive (VFD) maintenance requirements through a question-and-answer format addressing 16 specific inquiries from prospective contractors.

The Government's responses establish that the scope of annual VFD preventive maintenance shall follow manufacturer's recommendations, codes, and standards. Key clarifications include: consumables (cooling fans, filters, batteries, capacitors, keypads) are to be included in the annual preventive maintenance price; the contractor must request shutdowns for any maintenance introducing risk, with all VFDs available for shutdown during planned outages typically occurring off-hours; the VFDs have no existing maintenance history available; and acceptance criteria follow manufacturer's recommendations. For failed VFD replacement scenarios where the Government authorizes replacement, the contractor is responsible for programming, parameter restoration, commissioning, functional testing, and integration with existing controls. The Government will make final decisions on repair versus replacement based on contractor recommendations. Contractor acknowledgment of this amendment must be received prior to the solicitation deadline through completion of specified form items or separate written communication referencing the solicitation and amendment numbers.

02/20/2032

RFP No. 75N98026R00114 RFI No.2

RFI # RFI Subject Reference Information Requested NIH Response 8 VFD Please clarify the required scope of annual VFD preventive maintenance. Does the Government expect PM to include:

Visual inspection Cleaning of enclosure Fan inspection Fan replacement Capacitor testing Thermal scan Torque verification Input/output voltage testing Current balance Harmonic review Event log review Parameter backup Firmware verification Operational testing Alarm history review Or is PM limited to manufacturer-recommended inspections?

The scope of the annual VFD preventative maintenance shall follow manufacturer's recommendations, codes and standards.

9 VFD Will the Government permit energized testing during PM?

If so:

Will arc flash studies be provided?

Will PPE requirements be provided?

Will shutdowns be coordinated by NIH?

Shutdown Requirements Many VFD maintenance activities require de-energization.

Please clarify:

Which VFDs may be shut down during PM?

Which systems require after-hours outages?

Are shutdown windows included in the base contract?

The contractor shall request a shutdown for any preventative maintenance that will introduce risk to the equipment or staff. Shutdowns will be coordinated and scheduled per NIH Utility Shutdown policy and procedure. All VFD's in this contract can be shut down during a planned outage. Due to the space served by this equipment these shutdowns will typically be performed off-hours (normal working hours).

Date of Submission:

Company Name: Various

10 VFD The SOW references predictive maintenance (PdM).

Please clarify whether PdM includes:

Infrared thermography Ultrasonic inspection Capacitor ESR testing Motor current signature analysis Bearing analysis Power quality analysis Or only recommendations resulting from visual inspection.

The scope of the annual VFD preventative maintenance shall follow manufacturer's recommendations, codes and standards.

11 VFD Please identify whether proprietary manufacturer software is required to perform inspections and diagnostics.

If so:

Which software?

Will licenses be Government-furnished?

Or shall the Contractor provide all software?

The scope of the annual VFD preventative maintenance shall follow manufacturer's recommendations, codes and standards.

12 VFD Please clarify whether replacement consumables are included within the annual PM price.

Examples include:

Cooling fans Filters Batteries Capacitors Keypads Or will these items be repaired under individual Task Orders?

Consumables are to be included in the annual PM price.

13 VFD Will existing VFD maintenance histories be made available to the successful contractor?

Historical maintenance data is necessary to establish predictive maintenance baselines.

The VFD's in this contract have not been in a PM program and therfore no history can be provided.

14 VFD Please identify the acceptance criteria for annual VFD inspections.

Examples:

Manufacturer tolerances

NFPA 99

ASSE

NIH Facilities Standards ORF requirements.

The scope of the VFD inspection acceptance criteria shall follow manufacturer's recommendations, codes and standards.

15 VFD The SOW discusses replacement of failed VFDs.

Please clarify:

Who determines repair versus replacement?

Is an engineering evaluation required?

Is a life-cycle cost analysis expected?

The NIH will consider the contractor's recommendation on the replacement of failed VFD's. The government will make a decision on replacement or repair.

16 VFD If a VFD is replaced under a Task Order:

Please clarify whether the contractor is responsible for:

Programming Parameter restoration Commissioning Functional testing Integration with existing controls

If the government decided to replace a VFD after contractor recommendation, the contractor is responsible for programming, parameter restoration, commissioning, functional testing and integration with existing controls.
