About this file
This is a comprehensive Question and Answer (Q&A) document addressing 150 questions from prospective offerors regarding a datacenter relocation and decommissioning project. The Government seeks to relocate IT infrastructure from an Alternate Processing Facility (APF) in Ashburn, Virginia to NIH Building 33 in Bethesda, Maryland, and complete physical decommissioning of the APF. The procurement is a firm fixed-price purchase order for commercial services under RFO Part 12, NAICS code 541513 (Computer Facilities Management Services), with a small business size standard of $37,000,000. This is a total small business set-aside, anticipated to be awarded in FY26, with work to be completed within 10 consecutive business days following a 30-day advance notice.
Key scope elements include: removal and staging of approximately 42 decommissioned racks for Government pickup; relocation of two equipment racks containing approximately 135 TB of data-loaded storage arrays, HP servers, and ESXi hardware to Building 33 (valued at $3,116,400); disassembly and palletization of two SpectraLogic TFinity tape libraries at Ashburn and Fishers Lane; removal of 60 damaged raised-floor panels with contractor field-verification and matching of existing Tate ConCore CCN1250DD tiles; removal of electrical distribution equipment (8 RPP units) with licensed electrician requirement and Government-submitted Method of Procedure; removal of approximately 30-40 meters of fiber to PPOP and 16-20 meters to SPOP; wall patching and painting limited to damaged areas with field color matching; and HEPA/static-safe cleaning above and below raised floor with visual inspection. The contractor must provide transportation insurance coverage of $3,116,400 or greater, include Certificate of Insurance, and comply with Digital Realty site requirements. Work hours are restricted to 9 AM–5 PM weekdays, with all equipment de-energized prior to contractor start. Government personnel retain responsibility for shutdown/startup, all cabling and power reconnection, and post-move functional testing. Access at all three sites requires minimum 2 business days advance notice, Government-provided escorts, state-issued identification, and background checks per NIH visitor requirements. The solicitation provides limited on-site assistance, including a restricted pre-award walkthrough at Ashburn limited to two representatives per offeror, no pre-quote walkthrough at destination sites, and Government determination of final pricing structure with no mandatory CLIN format required.
