Version 11-30-2016-1 FAR Part 11—Describing Agency Needs
STATEMENT OF WORK (SERVICES)
(SOW)
GENERAL INFORMATION
Title of Project:
Annual Service and Maintenance Agreement for Agilent 400 MHz MR-400 NMR system
Statement of Need and Purpose:
National Center for Advancing Translational Sciences (NCATS) Analytical Chemistry Core (ACC) requires an annual service and maintenance contract for an Agilent nuclear magnetic resonance (NMR) spectroscopy instrument, Agilent 400 MHz MR-400 used by NCATS chemists. This annual service contract is necessary to protect the Agilent 400 MHz magnets, consoles, and associated components in the event of malfunction or to provide preventative maintenance, which will allow the NMR instrument to return to a working condition meeting factory specifications. The work must be performed by an Agilent field service engineer as they have the requisite training to ensure Agilent’s proprietary software and hardware functions properly. Agilent will perform the necessary service requests at no additional cost beyond the cost of the annual service contract. Furthermore, the field service engineer will provide documentation outlining the performance attributes of the NMR instrument and associated components being serviced.
Project: TR000037; Start Date: 2011
Background Information and Objective:
NMR spectroscopy is arguably the most powerful analytical tool a chemist has at their disposal for the identification and confirmation of organic molecules. Medicinal chemists at DPI use the NMR instruments daily to collect compound data, as well as conduct more advanced NMR experiments overnight. Constant access to fully functioning NMR instruments is imperative to maintain productivity in the successful pursuit of the DPI mission. As such, routine maintenance is of highest priority to ensure the NMR instruments operate properly. Furthermore, periodic upgrades and component replacement are required to prolong the instrument lifetime.
To help maintain and ensure the functionality of the Agilent 400 MHz MR-400 NMR instrument, we have a need for an Agilent CrossLab Silver Maintenance Agreement from Agilent Technologies, Inc. This agreement will include annual preventative maintenance of the the Agilent 400 MHz MR-400 NMR magnets, consoles, and associated components to ensure proper system operability and longevity. In the event of a malfunction, these highly sophisticated and expensive instruments, as well as the associated components will require expert service.
Therefore, it is of the utmost importance that Agilent 400 MHz MR-400 NMR (SN: MY13100302) instrument and all associated components are protected by an Agilent CrossLab Silver Maintenance Agreement. Without such an agreement in place, repair costs are extremely high and instrument downtime is much longer causing a significant decrease in scientific productivity.
Period of Performance:
Base agreement of twelve (12) months starting at award of contract, and one year long option period.
