About this file
This is a Notice of Intent to award a firm-fixed-price purchase order for maintenance and service support of a Seahorse XF Pro Cell Analyzer. The National Institutes of Health (NIH), specifically the Division of Program Coordination, Planning, and Strategic Initiatives (ASD), intends to award the contract to Agilent Technologies Inc. under FAR Part 6.302-1 (sole source justification).
Agilent will provide comprehensive service and maintenance support for the Seahorse XF Pro Cell Analyzer, an advanced microplate instrument used to measure live-cell metabolism and bioenergetics. Services include hardware and software support, parts, training, technical support, and on-site service procedures. The justification for sole-source award is based on Agilent's status as the equipment manufacturer and ISO 9001-certified source for factory-authorized service, with only Agilent service representatives certified through factory training to perform service on Agilent equipment. The notice states that services from non-authorized providers could invalidate warranties, cause irreparable damage, or create safety hazards. Although this is not a competitive procurement, small businesses (8(a), service-disabled veteran-owned, HUBZone, small disadvantaged, veteran-owned, and women-owned) may submit written capability statements demonstrating their ability to perform the requirement by 6:00 p.m. EDT on July 22, 2026, sent to david.shen@nih.gov. Award is anticipated approximately ten days after the notice date unless the Government determines another vendor can meet the requirement.

(75N98026Q00818)
In accordance with FAR Part 6.302-1, the National Institutes of Health intends to award a Firm- Fixed-Price Purchase Order to Agilent Technologies Inc.
Agilent will provide service and maintenance support for ASD’s shared Seahorse XF Pro Cell Analyzer. The Seahorse is an advanced microplate instrument designed to measure live-cell metabolism and bioenergetics. The Seahorse is essential to ensure continued reliable operation, minimize instrument downtime, and maintain performance standards. Agilent Technologies, Inc.
is the sole equipment manufacturer and ISO 9001-certified source for factory-authorized service for Agilent/ Seahorse hardware and software, parts, training, technical support, and at-your-site service and support procedures. Only Agilent service representatives are certified through current and ongoing factory training and hold factory authorization to perform service on Agilent equipment. Agilent does not certify, authorize, or warrant any individuals, third parties, or other equipment manufacturers outside Agilent’s authorized service provider network to provide service or support for any Agilent product. This notice is not a request for competitive quotes. However, any available small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement.
