This is not a competitive procurement; however, small businesses including 8(a) firms, service-disabled veteran-owned small businesses, HUBZone small businesses, small disadvantaged businesses, veteran-owned small businesses, and women-owned small businesses may submit written capability statements demonstrating their ability to perform the requirement by the deadline of 11:00 p.m. EDT on July 2, 2026. Responses should be emailed to david.shen@nih.gov. The Government reserves sole discretion to compete the award based on received responses. An award is anticipated approximately ten days after the notice date unless the Government determines another vendor can meet the requirement.

Notice of Intent: Digital Just for Mouse Stereotaxic Instruments

In accordance with FAR Part 6.302-1, the National Institutes of Health intends to award a Firm- Fixed-Price Purchase Order to Stoelting Co.

The procurement of the Stoelting Stereotaxic mouse surgical equipment is necessary to continue on-going laboratory studies investigating the Immunobiology of brain tumors using orthotopic glioblastoma models. Principle Investigator needs equipment as studies have increased and existing equipment is currently aging and unreliable, and approaching end of service support.

These existing instruments support numerous long-term cancer research studies and shared services for intramural investigators. The requested stereotaxic stage is essential to ongoing studies and is the same platform currently used in our laboratory. Continued use of this equipment is necessary to maintain consistency in experimental procedures and avoid introducing variability that could affect study outcomes, data comparability, and the integrity of longitudinal research projects. Transitioning to a different stereotaxic system would require revalidation of established protocols, retraining of personnel, and assessment of potential differences in positioning accuracy and workflow, resulting in additional costs, delays, and risks to ongoing studies.

This notice is not a request for competitive quotes. However, any available small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government.

It is anticipated that an award will be issued approximately ten (10) days after the date of this notice unless the Government determines that another vendor has the capability to meet this requirement.
