COMPETITIVE COMBINED SYNOPSIS/SOLICITATION
INTRODUCTION
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued.
The solicitation number is 75N98026Q00462. This solicitation is issued as a competitive combined synopsis/solicitation for commercial products or commercial services. The Government intends to award a contract or purchase order resulting from this solicitation using full and open competition.
This acquisition is conducted under the authority of FAR 12.603, Streamlined Solicitation for Commercial Products or Commercial Services, and is not expected to exceed the simplified acquisition threshold.
NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE
The intended procurement is classified under NAICS code 334516 with a Size Standard of 1000.
REGULATORY AUTHORITY
The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2026-01 effective March 13, 2026.

DESCRIPTION OF REQUIREMENT
The National Institute of Mental Health (NIMH), Systems Neurodevelopment Laboratory (SNL), requires one (1) Tunable Laser Multi-Photon Microscope for shared use and collaborations on multiple protocols and projects. Current microscopes are no longer sufficient to support and supplement the labs current two-photon microscope system. Allowing monitoring and manipulation large neonural populations at a single-cell resolution, giving the lab greater versatility in experiments, greater penetration of tissue, use of multiple fluorescent indicators, and stimulation of different wavelength-sensitive options.
SALIENT CHARACTERISTICS
The Tunable Laser Microscope must meet the following minimum characteristics:
• Wide Tuning Range o Gap-free light source 680 nm to 1300 nm tuning range (nearly double the accessible wavelengths compared to traditional lasers). Optimized performance is in the 900–1100 nm range to support the common green and red fluorescent proteins including GFP, RFP, GCaMP, jRGECO, and mCherry. It is important that increased output power, experiments using red flurophores in the 1200–1300 nm range can be performed.
• Dual Output o Both lasers can be equipped with a fixed 1045 nm dual beam option to support the diverse needs of multimodal imaging. The tunable and fixed outputs are synchronized which enables several applications including advanced imaging techniques such as CARS and SRS.Supports simultaneous, multi-wavelength excitation of fluorophores and/or genetically encoded calcium indicators, and second and third harmonic generation microscopies.

▪ 1.1 +/- 0.3 mm bean diameters
• Integrated dispersion compensation ensures pulse broadening effects are minimized. As a result, fluorescence signal and penetration depth are maximized.
The integrated attenuators provide real-time adjustment of the output energy delivered to the sample. Their fast response time acts as a software-controlled switch that can be used to minimize exposure for delicate samples and to minimize backlash effects.
• Integrated attenuator o Attenuated or real-time optimization of the experimental pulse energy.
Delivers high average power, short pulses and dispersion compensation to support the most demanding experiments in neuroscience, immunology and biology. Their fast response time acts as a software-controlled switch that can be used to minimize exposure for delicate samples and to minimize backlash effects. Achieves shortest pulses to the sample to enable deep tissue imaging with lower risk of optical damage.

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation represents the best value to the Government, price and other factors considered.
