RFP No. 75N98023R00023 – Shuttle Services Amendment No. 1 – Questions and Responses

1 | P a g e

1. Who is the incumbent?

Response: R&L Logistics Management, LLC

2. What was the contract number?

Response: 75N98019D00028

3. When is the expected period to start the contract should we win?

Response: Per the RFP, Section L, the anticipated start date is on or about June 1, 2024.

4. Can we offer positions to any personnel working on the current contract?

Response: It is up to the successful awardee if they choose to offer positions on the follow-on contract award to personnel who work on the current contract.

5. Was parking rent charged to the incumbent for shuttle buses on campus? If so, for what percentage of the contract period? (E.2. Parking of Shuttle Buses on the Campus)

Response: No, the incumbent is not charged rent for parking on campus. There is ample space to provide parking for the shuttle buses. This language is in the PWS if parking decreases, and the current shuttle spaces would be required for use by NIH Employees.

6. On average, how many hours do you estimate a run to be, as specified in the pricing schedule?

Response: The current patient shuttle schedules allow for a maximum of two (2) hours per run for the airport shuttles and a maximum of 40 minutes per run for hotel shuttles.

The patient shuttle schedules are posted on the Division of Amenities and Transportation Services (DATS) Web page and can be viewed at https://ors.od.nih.gov/pes/dats/PatientServices/Pages/default.aspx#PSS https://ors.od.nih.gov/pes/dats/PatientServices/Pages/default.aspx#PSS

2 | P a g e

7. Will the introduction of new programs to provide superior customer service to riders be considered in choosing the winning proposal? (A.3. Goals and Performance Objectives)

Response: Please refer to Section M of the RFP regarding the basis of award.

8. Are there specific mileage requirements for the bus to minimize greenhouse gases?

(A.3. Goals and Performance Objectives, Objective D)

Response: There are no specific mileage requirements.

9. Is the current CBA still valid?

Response: The CBA included in the RFP is incorrect. Please see the correct CBA attached.

10. On page 24 of the Collective Bargaining Agreement, Addendum "A" only has wage rates through year 2019. On Page 65 of the solicitation under Section J, it has the CBA listed as 28 pages, but the attached CBA only has 25. Could you please include any missing Addendums for the wage determinations and please confirm if the entire CBA is up to date.

Response: Please see response number 9 above and the correct number of pages is 25.

11. The Performance Work Statement put out in August for the Sources Sought showed a requirement for a minimum of three (3) Electric Shuttle buses. On page 29 of the current solicitation, that paragraph has been removed. Can we confirm that there is no requirement for having any electric buses?

Response: There is no requirement for any electric vehicles.

12. On page 29 of the solicitation, Performance Work Statement, Section G.1, do we need to include all the details of our Alternative Transportation Plan and price or just state that we have one and include the estimated price?

Response: The PWS Section G.1. Alternative Transportation Services Plan is an optional service that could be exercised during the contract. The offerors are expected to provide an Alternative Transportation Services Plan (ATSP) that describes a comprehensive plan of how they would implement and perform this service. Yes, an estimated price for this service must be included.

13. On page 20, Section B.2.10, can we confirm there is no immunization requirement for

COVID-19 for contractor employees who have patient contact?

Response: The current list of required immunizations by the Clinical Center, Hospital Epidemiology Services is included in the PWS; however, this list could be subject to change.

3 | P a g e

14. On page 12, PWS, Section B, paragraph 5 - Does the NIH have any current contracts with Para Transit vehicle providers?

Response: DATS is not aware of any NIH contracts for Para Transit vehicle providers.

The current shuttle contract does require two Para Transit vehicles.

15. Will there be a scheduled site visit?

Response: Offerors can visit the NIH Campus to observe shuttle operations; however, they cannot interfere with the operations, and this would include not having any discussions with the contract staff.

16. Can we obtain a list of seniority from all members of the current bargaining unit?

Response: Information regarding seniority would be obtained at award if the successful awardee would like to offer positions to the personnel on the current contract.

17. Are the Project Manager and Quality Assurance Specialist the only positions in which we need to provide a resume and do any of the on-site positions require a commitment letter?

Response: The three Key Personnel positions that require resumes are listed below.

Per the RFP, Section L, proposed personnel who are not currently members of the offeror's staff, a letter of commitment or other evidence of availability is required. The RFP has been updated.

1. Project Manager

2. Deputy Project Manager/Quality Assurance Specialist for Employee Shuttles

3. Alternate Project Manager for Patient Shuttles

18. RFP Section L / Para. 2.a.2 / Pg. 72 - We respectfully request that the limitation on questions be removed to ensure all bidders can get the information required to properly bid the requirements and mitigate as much risk as possible for the Government and industry.

Response: The limitation on the number of questions will not be removed.

19. RFP, Section L / Para. 2.a.2 / Pg. 72 - We have three concerns with the current proposal due date: 1) Due to the holidays, many clients will be unavailable to respond to our request for past performance questionnaires; 2) We will not have adequate time to address/course correct our proposals once we receive responses to questions from the Government; 3) Many vendors, equipment providers, systems manufactures, and leasing companies may not be able to provide the quotes needed to properly price the ODC. We respectfully request the Government provide a 30-day extension to the proposal response period, from the date that the last questions are answered.

Response: The proposal due date will not be extended.

4 | P a g e

20. RFP, Section C - Upon contract award, will the Government consider a transition period of 90 days between contractors to allow for time to meet the fleet requirements?

Response: DATS has no concerns with a period of transition that does not disrupt the current shuttle operations and does not negatively affect the contract.

21. RFP, Section M / Para. 5, 2nd paragraph / Page 85 - This section requires 2 of the 5 references provided to be from private sector companies. Additionally, 2 of the 5 are required from the subcontractor if in a teaming arrangement. We request the Government allow Offerors to provide 5 references from Government and/or private sector companies and remove the requirement for the subcontractor to provide 2 of the 5 references.

Response: The requirement remains as stated in the RFP.

22. RFP, Section L - As an Alaska Native Corporation (ANC) holding company, our subsidiaries are structured with multiple divisions or multiple legal entities that individually perform Prime Contracts but fall under a broader corporate umbrella.

Recognizing that the use of affiliated companies' past performance is commonplace among government contracting and is allowed IAW FAR and multiple GAO decisions if the Offeror’s proposal demonstrates that the resources of the affiliate (e.g., workforce, management, facilities, or other resources) will be meaningfully contributed to contract performance, will the Government please confirm the Offeror may include prime contract past performance and experience of an affiliate company as one of its prime credited submitted past performance references so long as the Offeror demonstrates how the resources of the affiliate will meaningfully contribute to the performance of the opportunity?

Response: Offerors are to submit past performance information in accordance with the requirements specified in the RFP.

23. RFP, PWS, Section C / Page 23; and RFP Section G / Page 35; and Section L / Para. 1.

b / Page 76 - Section C and Section H conflict on the number and positions for Key Personnel. Additionally, within Section C, para. C, the number and positions conflict, and the paragraph only requires resumes for the Project Manager and Quality Assurance Specialist. Please clarify the Key Personnel positions.

Response: The key personnel positions are as follows. All require submission of a resume. RFP, PWS, Section C., and Article G.2. Key Personnel has been revised.

1. Project Manager

2. Deputy Project Manager/Quality Assurance Specialist for Employee Shuttles

3. Alternate Project Manager for Patient Shuttles

24. Would the government consider removing the requirement for Key Personnel resumes and letters of commitment, and instead request representative resumes for Key Personnel? If the resumes of proposed candidates are required for Key Personnel, but the work isn't awarded for several months, proposed Key Personnel may not be available at contract award. To avoid protests due to lack of proposed Key Personnel availability at contract award, we request the government to consider the requirement be updated to representative resumes for all Key Personnel."

5 | P a g e

Response: The requirement for Key Personnel resumes and letters of commitment remains.

25. Section L / Para. 2.a.2 / Page 72 - The page limitations for Volume I Technical and

Volume II Business Proposal state the page limitations exclude appendices. There is not clear direction as to what items may be included as an appendix. Please confirm that 1) the organization chart and QA Checklists can be provided as an Appendix in the Technical proposal; and 2) all items requested in the Business proposal can be provided as an appendix as determined by the Offeror.

Response: The Government cannot instruct Offerors on what documents to include as appendices.

26. RFP, Performance Work Statement, Section G.1 / Paragraph 3. - This section states, "For the ATSP to be effective, it will be essential to incorporate technologies that can track vehicles via GPS. Additionally, the service must allow customers to book rides, furnish an estimated pickup timeframe, adjust timings to accommodate supplementary rider requests, analyze incoming data, and formulate logical routes that consider new ride solicitations while factoring in the path and direction of the rideshare vehicle." Which requirements are specific to the rider, which requirements are specific to the contractor, and which requirements would apply to both?"

Response: The Offeror should utilize a program that can track all aspects of the program. The booking of rides, with the capability to track estimated arrival times, should be completable by both the customer and the contractor. Additionally, the contractor should have the ability to analyze the use and route for review with the program. All routes will be pre-determined by the program before implementation.

27. RFP Section C / Para B.2.12 / page 23 - The interactive touchscreen shuttle kiosks on the NIH campus have been removed or are not operational. Does the Government still have a requirement for kiosks and, if so, what is the Government's plan to install/update the kiosks? If they are Contractor-provided, how many and what are the specifications/requirements the Contractor needs to meet?

Response: The shuttle kiosk program was discontinued. DATS is evaluating shuttle technology and types that can provide effective communications with NIH customers for future use.
