About this file

This is an Amendment 1 document for Solicitation 75N94025Q00055, addressing a laundry services and lab coat rental contract for the National Institute on Alcohol Abuse and Alcoholism (NIAAA) Animal Facility. The solicitation requires maintaining 200 lab coats on-site, with a suggested total circulation of 400 coats, and seeks competitive proposals for protective apparel rental services. Key specifications include white lab coats made from traditional materials (100% cotton or polyester/cotton blend), with an "OLAS" text label placed on the left chest, and flexible labeling methods including embroidery, screen-printing, or sewn patches.

The solicitation is issued by the Department of Health and Human Services National Institutes of Health, with electronic quotation submissions due by 4/9/2025 at 5:00 PM EST to Jacob Balenson. Pricing should be firm-fixed price, with quotes clearly indicating total costs for the base year and four option years. No specific incumbent exists, and this is a new requirement. Offerors must have active SAM registration, and the government will provide on-site storage shelves for the lab coats. The exact sizes and quantities of lab coats may be adjusted post-award to accommodate personnel needs.

Solicitation - 75N94025Q00055 - Amendment 1 Question and Responses - 4/4/2025

Item #
Offeror Question
Government Response
1
What is the required placement of the text label on the lab coats? (e.g., left chest, sleeve, back)
Left chest.
2
Are there specific font size or style requirements for the labeling?
No specific requirements. However, font size/style must be easy to read.
3
Should the label be embroidered, screen-printed, or is a sewn patch acceptable?
No specific requirements. Those methods would be considered acceptable.
4
Is "OLAS" the exact required text, or is there flexibility in the wording?
“OLAS” is the exact required text.
5
Are there any specific requirements regarding fabric weight, durability, or resistance to contaminants?
There are no specific requirements. Traditional “white lab coat” materials are acceptable (i.e. 100% cotton -or- polyester/cotton blend (80/20 or 65/35) material).
6
Will the government provide designated storage space for the coats on-site, or does the contractor need to supply storage solutions?
The government has designated storage shelves on-site. However clean lab coats must be folded so that they may be stored on government provided shelves.
7
I looked through the documents and did not find a pricing sheet.

Please advise if there is one attached to the solicitation.

See Item # 9.

8
How would you like the pricing submitted?
See Item # 9.
9
Is there a recommended pricing template?
There is no pricing template. Offerors should price quotes as firm-fixed priced. Quotes should clearly indicate the total cost for each year of performance (Base Year and four Option Years). Quotes may reflect itemized costs for each year; however, this is not required.
10
Is there an incumbent?

What is the final pricing?

This is a new requirement. There is no incumbent.

11
Can we ask samples or recommended sizes/specification of the rental item?
The Government does not have samples. Also, see Item # 12.
12
Currant usage is 300 XL and 100 4XL based on the scope of work.

Is the request for this solicitation have the same counts per size?

No, the requirement for this solicitation is to always maintain 200 lab coats on-site.

The government suggested a total quantity of 400 lab coats in circulation to meet this requirement, based on current usage, however offerors are free to propose what they see as the best approach to meet the requirement. Note: Exact sizes/amounts will be confirmed after award and that amounts/sizes may need to be adjusted as necessary to accommodate changes in personnel needs.

13
Is there any incumbent/recompete or this is a brand-new project?

If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

See item # 10.
