About this file
This document is a Solicitation Amendment for Solicitation No. 75N94024Q00091, which is for the procurement of Graver high flow filter cartridges to support the Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) Shared Zebrafish facility.
The amendment provides clarification on various requirements related to temperature-controlled storage and delivery, including that there are 60-85 degree F temperature limits, no temperature recording requirement on the filter packaging, and no need for a temperature-controlled vehicle for delivery. It also addresses potential microbiological contamination concerns, confirming that a clean, vermin-free vehicle is required. The amendment further discusses the delivery schedule, which is approximately every two weeks, as well as the process for making adjustments to the filter products if needed. The Government plans to proceed with the brand-name procurement of the Graver filters, and the solicitation response time has been extended to 6/11/2024.

Solicitation Amendment #2: 75N94024Q00091 6/11/2024
Amendments to the Description of Requirement
Temperature-controlled storage space and Delivery
1. Are there upper and lower temperature limits to be maintained? 60-85 degrees F.
2. Is there any storage temperature recording required on the filter cartridge packaging? No.
3. Is there a requirement for historical temperature data from within the storage facility demonstrating the minimum or maximum temperature limits were not exceeded?
Environmental parameter documentation should be available upon request as needed.
4. Is it required that the shipment from the factory and/or our local storage facility to NIH occur using a “temperature-controlled” vehicle? No.
5. Is NIH concerned about the potential microbiological pathogen contamination of the filter packaging that could occur if a common carrier’s truck is used to transport the filters to NIH? Not if filters are packaged properly and load is shrink wrapped.
6. Is a controlled vehicle that is sanitized for each shipment required to provide confidence that no microbiological pathogens are being introduced into the NIH facility at the delivery point? A clean/vermin free vehicle is required.
7. Can NIH provide a definition of the twice monthly delivery frequency? Yes.
8. Are deliveries tied to specific dates each month? No.
9. Are deliveries tied to specific intervals? Approximately every two weeks.
10. Are deliveries tied to so many days after receiving a phone call from you? No.
Fine tuning adjustments
1. How much advance notice would be given to the contractor to implement the requested adjustments? Depending on the complexity of the adjustments needed as well as the quantity of filters on hand, 2-4 weeks.
2. Are the adjustments you might require made in the factory or would they be made in the field via cartridge replacement? Historically, needed adjustments have had to be made in the factory.
3. Do you envision any on-site contractor support required to implement an adjustment? If it helps to ensure understanding and improve the turn around time of the needed adjustments.
4. Do you have any examples of adjustments (and related change orders if applicable) based upon the current or previous contracts for this product? Changes in production to ensure 100% seal between end cap and filter material to prevent any sort of penetration in the filter as a whole. Changes to amount of filter
Solicitation Amendment #2: 75N94024Q00091 6/11/2024 material fabric within the entire filter to improve flow while still maintaining prescribed filtration level.
5. Is it envisioned that the filter products being procured are or will eventually be modified perform to some alternate or improved specification other than identified for the standard referenced product and P/N? i.e., it is intended that this contract be subject to R&D support and technical assistance efforts? No.
6. Would the scope of the referenced adjustments include process changes in the end-users filtration system as opposed to changes to the filter cartridge product/production? No.
7. Were any of the required adjustments implemented in response to a quality-related issue with a specific delivery or batch of the HF20-40S cartridges? In other words, did they reflect a one-time disposition of non-conforming cartridges where a factory re-work was deemed the best corrective approach? Yes, filters are produced in batches and assigned a lot # which allowed us to identify flaws within their groupings during the change out process (post use). Issues with adequate thermal bonding of materials was noted via small penetrations and their joints on several occasions (different lots) and it was deemed necessary to improve that area of manufacturing and a more robust QC of the product before shipping.
8. Were any of the required adjustments incorporated into the P/N HF20-40S catalog product? To the best of our knowledge, yes.
9. If so, are the changes reflected as a permanent improvement to the product baseline catalogue product going forward? Yes.
The Government plans to proceed with its brand-name procurement of the Graver filters.
The solicitation response time has been extended to 6/11/2024, 6:00PM EST to accommodate any revisions to offers.
