PURPOSE: To amend RFP 75N94022R00003, entitled, “International and Domestic Pediatric and Maternal HIV and Other High Priority Infectious Diseases Data Coordinating Center.” This amendment also answers questions received regarding the

RFP.

A. As a result of this amendment, RFP No. 75N94022R00003, is revised as follows:

1. Section L, 2.C.11, page 142 – Subcontractors – Item f., is deleted in its entirety for the clinical site subcontractors in Task Orders 2 and 3. Item f. states, “The offeror should provide for subcontractors a complete cost proposal in the same format as the offeror’s cost proposal.” This is because Amendment 2 to the RFP provided uniform cost assumptions for the total of subcontracting for the clinical sites for Task Orders 2 and 3.

B. This Amendment provides answers to questions received regarding this RFP. Please note that individual questions may have been combined or reworded. The responses are provided for information only as guidance to potential offerors and do not supersede any terms of the RFP, and do not revise or become part of this RFP.

1. Task Order 1 is anticipated to be a term-form task order, but the labor categories and mix and each offeror’s categories of personnel may vary and are up to the prospective offeror to propose.

Please explain what is meant by a term-form task order. ANSWER: FAR 16.306(d)(2) defines a term-form contract as set forth below.

ANSWER: The term form describes the scope of work in general terms and obligates the contractor to devote a specified level of effort for a stated time period. Under this form, if the performance is considered satisfactory by the Government, the fixed fee is payable at the expiration of the agreed-upon period, upon contractor statement that the level of effort specified in the contract has been expended in performing the contract work. Renewal for further periods of performance is a new acquisition that involves new cost and fee arrangements.

Att 1.II.4 2. Font size must be 10 to 12 points. Will the Government permit utilizing smaller fonts, (such as 9pt) in tables/graphics/charts?

ANSWER: NO, please follow the font size requirements in the RFP.

3. Can NICHD provide costs for site staffing, laboratory tests, and other site costs to all bidders to build the Task Order budgets?

ANSWER: Yes, this information was provided in the Revised Attachment 9 in Amendment 2 to this RFP. For Task Order 2, Protocol 2040, the uniform assumption for Subcontracting is estimated at $900,000. For Task Order 3, Protocol 2024, the uniform assumption for the subcontract clinical site total of subcontracting is estimated at $2,000,000. These costs include the laboratory costs and other site costs. See Revised Attachment 9 in Amendment 2.

Section J, pages 82 and 83, Solicitation and Technical Proposal Attachments

4. The RFP indicates that Attachments 10, 12, 13, 14, 15, 16, 17, 18, 19, and 20 are part of proposal submittal, but it is not clear what bidders should include in Attachments 7 and 11. Please confirm that Attachments 7 and 11 are provided for reference only; or if bidders are to include them.

ANSWER: Attachment 7 – Government Furnished Property, requires no submission by the Offeror. This is a list of Government Property that will be furnished to the successful offeror. Attachment 11 – Contractor Disclosure Agreement, is due 30 days after contract award to the successful offeror and is not submitted with the proposal.

Attachment L.2.C.11, Page 142 5. Given the proprietary nature of subcontractor pricing, can subcontractors submit their pricing directly to the customer as is common industry practice?

ANSWER: Because of Amendment 2 to the RFP and the uniform assumptions for the clinical subcontract sites in Revised Attachment 9, this would not be necessary for the clinical site subcontracts. If there are any other proprietary subcontracts proposed and the subcontractor elects to submit their pricing directly to the customer, this is allowable.

Section L.2.C.11, page 143 6. Confirm that subcontractors are only required to submit the Excel spreadsheet and a commitment letter.

ANSWER: Clinical site subcontractors are only required to submit a commitment letter

Solicitation Section Reference Question and not a complete cost proposal in the same format as the offeror’s proposal. Therefore, the RFP has been amended above in SECTION A to delete this requirement for the clinical site subcontracts as specified in the RFP in Item 11.f. – Subcontractors.

Att. 1.1.B.2, Excel Spreadsheet 7. Please confirm that bidders are to duplicate the provided price sheet and submit a separate price sheet for each of the three task orders.

ANSWER: The offerors are to submit a separate cost proposal within the business proposal on the Excel Spreadsheet provided for each of the three task orders. Yes, they should duplicate it for each task order. A separate cost proposal is required for each of the three task orders. The IDIQ Base does not have a cost proposal.

c.10.e, page 142 8.List grants supported by the Government that involved similar or related work to that called for in this RFP. Include the grant number, involved agency, names of the grant specialist and the Science Administrator, identification of the work, and when performed. Please confirm the timeframe for which grants should be provided (within the past 3 years, 5 years, etc.).

ANSWER: Offerors should use their own judgment in selecting the timeframe and listing the Pertinent Grants in their proposal.
