PURPOSE: To amend RFP 75N94022R00003, entitled, “International and Domestic Pediatric and Maternal HIV and Other High Priority Infectious Diseases Data Coordinating Center.” This amendment also answers a question received regarding the RFP.

A. As a result of this amendment, RFP No. 75N94022R00003, is revised as follows:
1. To assist offerors with preparation of their data sharing plan as required by
ARTICLE H.42 – Sharing Research Data, the following information is provided:
For the IMPAACT protocols, (Task Order 2 – IMPAACT 2040) and (Task Order 3 – IMPAACT 2024), data will go from sites to the IMPAACT data management center at Frontier Science Technology Research Foundation, (FSTRF) then to the IMPAACT statistical and data analysis center (SDAC) at Harvard. IMPAACT data are available for reuse (data sharing) through the Data Request (DR), Data Analysis Concept Sheet (DACS), and New Works Concept Sheet (NWCS) mechanisms provided through the IMPAACT network at https://www.impaactnetwork.org/studies/submit-research-proposal. For future task orders that involve non-IMPAACT studies funded primarily by NICHD, data sharing may be accomplished through use of the NICHD Data and Specimen Hub (DASH) at https://dash.nichd.nih.gov/. Therefore, IMPAACT study data are shared through IMPAACT and non-IMPAACT study data (such as a future study not by the IMPAACT Network), are shared through DASH.
2. Section 11.f – Subcontractors, page 143, states that if subcontractors are proposed, the subcontractor must submit a cost proposal in the same format as the offeror’s (prime contractor’s) cost proposal. Section 11.f is replaced and revised to read as follows:
11.f. – A complete cost proposal shall be submitted in the same format as the offeror’s cost proposal except where the subcontractor does not have an approved accounting system or cognizant audit agency or when these are vendor quotes, and the Subcontractor may be proposing a fixed price subcontract. Subcontractors may provide fully loaded Time and Material labor rates to comply with Section 11.f. Vendor quotes are also acceptable for fixed price subcontractors, if the subcontractor is proposing on a fixed price basis. In addition, the clinical site subcontractors for the IMPAACT Protocols 2024 and 2040, do not require a complete cost proposal as offerors should use the uniform assumptions for the total clinical site subcontracting amounts for Task Orders 2 and 3.
B. This Amendment provides answers to questions received regarding this
RFP. Please note that individual questions may have been combined or reworded. The responses are provided for information only as guidance to potential offerors and do not supersede any terms of the RFP, and do not revise or become part of this RFP.
Question: Page 142 Section 11 of the proposal requires subcontractors submit pricing in the same format as the Prime contractor. Many smaller companies do not have an approved accounting system, cognizant audit agency nor NICRA rates. Is it permissible for subcontractors to provide fully loaded, T&M labor rates to comply with Section 11.f?
Answer: Yes, it is permissible for subcontractors to provide fully loaded, Time and Material labor rates to comply with Section 11.f. See revised Section A above.
