About this file

This is an amendment to a request for proposals for Centers for Research on Structural Biology of Infectious Diseases. The National Institute of Allergy and Infectious Diseases is seeking to continue supporting experimental determination of three-dimensional protein structures and other molecules involved in human pathogens and host-pathogen interactions. The scope includes generation of structures for targets from bacterial, viral, eukaryotic and other pathogens using techniques like x-ray crystallography, NMR, and cryo-EM. Additional requirements are characterization of molecular functions and properties of selected targets, structure-guided design and evaluation of drug and vaccine candidates, and provision of resources and services to the external scientific community. The Centers will also support projects related to antimicrobial resistance and emerging infectious disease threats. The proposal due date is September 16, 2021. The amendment provides responses to questions received, clarifying that option quantities are for labor hours only, and that offerors have discretion in allocating labor hours for proposed subcontractors.

The Government’s responses to questions received regarding this solicitation are as follows:

1. Question: Are we allowed to budget for supplies and other non-labor costs in the Option Quantity budgets?

Response: No. As stated in the Options Section of Attachment 3: Statement of Work, Option Quantities 1-12 are to increase the level of effort, that is, labor hours only.

2. Question: Are we allowed to propose/perform work in the Option Quantities that is distinct from work being done on the Base (but still within the Scope of Work)?

Response: Each Option Quantity, if exercised, is to increase the level of effort that may result from unanticipated increases in demand, and the services required will be the same as provided in the base level of effort requirement. See Options Section of Attachment 3: Statement of Work.

3. Question: Are we allowed to have subcontractors who will only work on the Option Quantities, not the Base?

Response: If an offeror proposes a subcontractor, the offeror has the discretion to allocate the labor hours in the Base and/or Option Quantities, if exercised, for the subcontractor.

4. Question: On page 17 of the RFP, Article G.7 refers to government property rules for acquisition or use of Government Property authorized in the preaward negotiation process. Are we able to engage in preaward negotiation regarding equipment acquisition?

Response: No. It is HHS policy that contractors are expected to furnish all property and equipment necessary to perform the activities as outlined in the Statement of Work. See Section 3 – Uniform Cost Assumptions of Attachment 7 – Additional Business Proposal Instructions and Uniform Cost Assumptions. Nonetheless, some Government furnished property will be made available to the successful offeror for use in performance of the resultant contract. See Attachment 4 – Government Furnished Property of the RFP.

PLEASE NOTE: In the questions/responses above, specific organizational names have been removed or replaced where possible as well as other minor adjustments.
