About this file

This amendment modifies a request for proposals for Centers for Research on Structural Biology of Infectious Diseases. The National Institute of Allergy and Infectious Diseases is seeking proposals to determine three-dimensional protein structures of targets from priority pathogens through high-throughput methods including X-ray crystallography, NMR, and cryo-EM. The amendment responds to questions by clarifying the competitive nature of the award and that performance will involve collaboration between contractors working on different pathogens. Proposals are due by September 16, 2021 with awards intended to provide the best overall value. The government responses maintain unchanged terms and conditions while furnishing necessary equipment and some government property for use.

The purpose of Amendment Four is to:

1. Respond to questions received regarding this solicitation.

Offerors MUST acknowledge receipt of the amendment by Amendment number(s) and date of the amendment. Failure to receive your acknowledgment of this amendment may result in the rejection of your proposal.

Except as provided herein, all terms and conditions of the solicitation remain unchanged and in full force and effect.

The Government’s responses to questions received regarding this solicitation are as follows:

1. Question: What is the competitiveness of the competition given the two operational centers, the limited funding, and the unusual listing of government-furnished equipment (key elements of which are now unsupported by vendors)?

Response: RFP-75N93021R00009 is solicited under the full and open competitive procedures. In accordance with Section M - Evaluation Factors for Award, selection of an offeror for contract award mailto:teosl@niaid.nih.gov

RFP-75N93021R00009 Page 2 of 2 Amendment Four (4) will be based on an evaluation of proposals against three factors. The factors in order of importance are: technical, cost, and past performance. Although technical factors are of paramount consideration in the award of the contract, past performance and cost/price are also important to the overall contract award decision. All evaluation factors other than cost or price, when combined, are significantly more important than cost. The Government intends to make an award(s) to that offeror whose proposal provides the best overall value to the Government.

Additionally, in accordance with Section 3 – Uniform Cost Assumptions of Attachment 7 – Additional

Business Proposal Instructions and Uniform Cost Assumptions, it is HHS policy that the Contractor shall furnish all the necessary equipment to perform the work required, however, some

Government Furnished Property will be made available to the successful offeror for use in performance of the resultant contract. See Attachment 4: Government Furnished Property.

2. Question: How could we fit into the production pathway in a complementary manner with the two existing centers, or would a new center be expected to complement the targets of the other and pick up selection criteria from any previous center holder?

Response: : Each contract award will be a new center. Performance of this requirement is complementary in nature and will involve collaboration between Contractors/centers working on different pathogens, which may include selection criteria from the incumbent center.

PLEASE NOTE: In the questions/responses above, specific organizational names have been removed or replaced where possible as well as other minor adjustments.
