About this file
This document summarizes a solicitation for a federal contract opportunity to support Centers for Research on Structural Biology of Infectious Diseases (CRSTAL-ID). The solicitation seeks proposals for projects that will utilize experimental approaches such as x-ray crystallography, nuclear magnetic resonance, and cryo-electron microscopy to determine three-dimensional protein structures and characterize molecular functions and biochemical properties of selected targets from bacterial, viral, and eukaryotic pathogens. Projects should also perform structure-guided vaccine and drug design, discovery, and evaluation. The successful offerors will maintain a structure determination pipeline, respond rapidly to emerging infectious disease threats, and disseminate all generated resources including three-dimensional protein structure information and reagents freely to researchers. Proposals are due by September 16, 2021. The National Institute of Allergy and Infectious Diseases is the contracting agency. The incumbents for the previous Centers for Structural Genomics of Infectious Diseases contracts are identified.

RFP-75N93021R00009 Page 2 of 2 Amendment One (1)
1. Question: Will we be given a list of proteins from infectious agents to focus or do we propose our list and justify it?
Response: A list of proteins from infectious pathogens will not be provided. According to Section 3A under Technical Requirements of Attachment 3: Statement of Work (SOW) – Establish a Structure Determination Pipeline: The Contractor shall submit the proposed plans for targets for 3D structure determination in accordance with Article C.2. Reporting Requirements (see page 8 of the RFP). Also, the Contractor shall select targets of relevance to human pathogens that are expected to have an important biological role. The knowledge of the 3D structures of these targets with their interacting molecules/compounds, is expected to have an impact on biomedical research. Additionally, the Contractor shall provide a structure determination pipeline as a service to the scientific community and make freely available all contract generated resources including 3-D structure information and reagents to the broad scientific community.
2. Question: If we are working on a set of particular proteins from microbial pathogens supported by other NIH grants, should we not include them in the list?
Response: No, they should not be included (unless the 3D structure determination will be conducted as part of the contract and not supported by the existing NIH grant).
3. Question: Can we budget for equipment or is it expected that we already should have that kind of infrastructure?
4. Response: It is HHS policy that contractors are expected to furnish all property and equipment necessary to perform the activities outlined in the Statement of Work. See Section 3 – Uniform Cost Assumptions of Attachment 7 of the Request for Proposal (RFP). Nonetheless, some Government furnished property will be made available to the successful offeror for use in performance of the resultant contract. See Attachment 4 – Government Furnished Property of the RFP.
5. Question: Would researchers from South Africa be eligible to apply to the call “NIAID Contract Opportunity for Structural Biology of Infectious Diseases? If yes, what procedures or applications would need to be completed?
Response: All offerors including foreign entities, not otherwise prohibited by law, are eligible to respond to the RFP solicitation.
An offeror must carefully review the content of the solicitation for information regarding the Statement of Work of this RFP, instructions regarding proposal submission, and a description of the evaluation and award process, and exercise its professional judgement in compiling its proposal.
PLEASE NOTE: In the questions/responses above, specific organizational names have been removed or replaced where possible as well as other minor adjustments.
