483 B Great Neck Road, Mashpee, MA 02649

ii. Background

1. Indian Health Service (IHS) Nashville Area operates health centers providing critical healthcare services to Tribal communities across the Eastern United States. Reliable, well-maintained facilities are essential to patient safety, infection control, and continuity of care. The Mashpee Wampanoag Service Unit buildings require life-cycle based roof membrane replacements in order to ensure facility condition standards are maintained. In addition to this roof replacement project a separate project will be conducted to replace HVAC units servicing the buildings.

b. Scope of Work

This project is intended as a repair-level roof replacement (re-roof) of two modular/manufactured clinic buildings. The work includes removal of the existing roofing membrane, wet or deteriorated insulation, and localized deteriorated sheathing as required, followed by installation of a new thermoplastic polyolefin (TPO) roofing system. This project is not intended to be a structural reconstruction or building upgrade.

c. EXISTING CONDITIONS

i. The buildings are modular/mobile units on non-permanent foundations with factory-installed membrane roof systems. Soft spots have been observed; however, no structural assessment has been performed.

ii. The Contractor shall verify field conditions prior to full demolition. Contact the Technical Point of Contact (TPOC) to arrange a site visit. Site visit is mandatory. Pictures listed within this document are for informational purposes only, contractor shall verify site conditions during site visit. The TPOC for the project is Director of Engineering and Facility services Charles Waters 615-509- 7202 or Charles.waters@ihs.gov.

iii. Work shall be performed Monday through Friday 7:00 AM to 3:30 PM unless otherwise approved by the TPOC. No work shall be done on weekends or Government holidays.

iv. A Pre-Construction Conference shall be completed with fourteen (14) days of Notice to proceed.

All pre-construction submittals shall be submitted within twenty-one (21) days of Notice to Proceed. The Government reserves up to twenty-one (21) days for review and acceptance on each submittal from the date of receipt. If revisions are necessary to the submittals, the Contractor shall make such revisions and shall be resubmitted to the Government in an acceptable form within fourteen (14) days of the Government's response, unless additional time is granted by the Government in writing.

d. PRE-DEMOLITION VERIFICATION REQUIREMENTS

i. Prior to full roof removal, the Contractor shall perform limited exploratory openings (minimum of two per building) to verify deck condition, insulation condition, and structural integrity.

ii. Findings shall be documented with photographs and submitted to the Technical Point of Contact

(TPOC) for review before proceeding with full demolition. All materials will be disposed of by the Contractor offsite according to state and local regulations. Full demolition shall not proceed until exploratory findings have been reviewed by the Government.

e. CODE COMPLIANCE AND PERMITTING

i. The Contractor shall obtain all required permits and perform the work in compliance with all applicable federal, state, and local codes and regulations. Permit applications shall reflect a repair-level roof replacement unless otherwise directed by the Government.

ii. If the Contractor determines that applicable code requires structural upgrades beyond the repair-level scope, the Contractor shall immediately notify the TPOC in writing, including written documentation from the Authority Having Jurisdiction (AHJ). Work shall continue in unaffected areas pending Government direction.

iii. The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses, permits, and letters of certification. The Contractor shall comply with any applicable federal, tribal, state, county, and municipal laws, codes, and regulations in connection with the performance of the work specified under this contract. ii. Insulation: Replace wet or damaged insulation. Insulation thickness shall match existing conditions unless minor adjustment is required to maintain positive drainage. The Contractor shall not increase roof dead load without Government approval.

iii. Deck Repairs: Replace deteriorated sheathing as necessary. Deck repairs shall be limited to localized areas unless otherwise authorized. Existing deck type is believed to be wood sheathing.

Contractor shall verify during exploratory openings.

(e) If, after award, there is a change in the composition of the item(s) or a revision to Federal Standard No.313, which renders incomplete or inaccurate the data submitted under paragraph (d) of this clause, the Contractor shall promptly notify the Contracting Officer and resubmit the data.

Federal Acquisition Regulation (FAR) 2.101);

(ii) Sold in substantial quantities in the commercial marketplace; and

"Construction material" means an article, material, or supply brought to the construction site by the Contractor or a subcontractor for incorporation into the building or work. The term also includes an item brought to the site preassembled from articles, materials, or supplies. However, emergency life safety systems, such as emergency lighting, fire alarm, and audio evacuation systems, that are discrete systems incorporated into a public building or work and that are produced as https://www.acquisition.gov/far/2.101#FAR_2_101 complete systems, are evaluated as a single and distinct construction material regardless of when or how the individual parts or components of those systems are delivered to the construction site. Materials purchased directly by the Government are supplies, not construction material.

Cost of components means—

(1) For components purchased by the Contractor, the acquisition cost, including transportation costs to the place of incorporation into the construction material (whether or not such costs are paid to a domestic firm), and any applicable duty (whether or not a duty-free entry certificate is issued); or

Cost of components does not include any costs associated with the manufacture of the construction material.

Components of foreign origin of the same class or kind for which nonavailability determinations have been made are treated as domestic. Components of unknown origin are treated as foreign; or

(B) The construction material is a COTS item; or

(2) For construction material that consists wholly or predominantly of iron or steel or a combination of both, a construction material manufactured in the United States if the cost of foreign iron and steel constitutes less than 5 percent of the cost of all components used in such construction material. The cost of foreign iron and steel includes but is not limited to the cost of foreign iron or steel mill products (such as bar, billet, slab, wire, plate, or sheet), castings, or forgings utilized in the manufacture of the construction material and a good faith estimate of the cost of all foreign iron or steel components excluding COTS fasteners. Iron or steel components of unknown origin are treated as foreign. If the construction material contains multiple components, the cost of all the materials used in such construction material is calculated in accordance with the definition of "cost of components".
