About this file

This document is Amendment 0001 to a federal solicitation (75H71526R00004) issued by the Nashville Area Office of the Department of Veterans Affairs, effective March 4, 2026. The amendment consists of a Questions and Answers attachment addressing clarifications for a membrane roofing replacement project at the Mashpee Service Unit.

The Q&A addresses 31 inquiries from potential offerors regarding project specifications, submission requirements, and performance expectations. Key clarifications include: insulation shall be replaced in-kind to match existing conditions without increasing structural loads; the roofing membrane attachment method is at the contractor's discretion but must comply with manufacturer requirements and existing structure compatibility; the one to four-page proposal limitation applies to written submission only, with attachments for timelines, cost breakdowns, and brochures permitted separately; the project involves two units (not three); roof system shall meet manufacturer warranty requirements and comply with code requirements for repair-level replacement; RTUs will remain in place during work; normal work hours are Monday-Friday 8 a.m. to 5 p.m. unless approved otherwise; the 90-day performance period begins after Notice to Proceed; offerors must include pricing for CLIN 0002 (500 SF deck replacement) for evaluation purposes with payment based on actual verified footage; contractors must coordinate with clinic operations and provide walk pads at roof access points, service paths, and around rooftop units; and disposal documentation must include landfill receipts, facility identification, and regulatory compliance confirmation. Insurance certificates and bonds are required before work commencement but not with proposals.

STANDARD FORM 30 (REV. 11/2016)

Prescribed by GSA FAR (48 CFR) 53.243

Previous edition unusable

Except as provided herein, all terms and conditions of the document referenced in Item 9 A or 10A, as heretofore changed, remains unchanged and in full force and effect .

1. What is the desired new roof R-Value?

a. This is a replacement/repair in kind project. Insulation shall be replaced in kind to match existing. The proposed system shall not increase loads on existing structure without government approval.

2. Is insulation to be mechanically fastened?

a. Attachment method shall follow roofing systems manufacturer requirements and be consistent with existing construction.

3. Is the TPO to be adhered or mechanically fastened (or either acceptable?)

a. This will be at the contractors’ discretion, but must be compatible with existing structure, comply with manufacturer requirements, and qualify for manufacturer warranty.

4. Desired warranty wind speed?

a. Roof system shall meet manufacturer requirements for warranty and comply with code requirements for repair level roof replacement.

5. Can the Government please confirm if there are any file size limitations that will affect/restrict its ability to receive and open documents via email?

a. Yes, anything over 100MB would not pass through the server in which case you would need to request a secure data package be sent to drop the file into.

6. In Section L, the solicitation states that the Proposal shall be between one and four pages. Please clarify whether the 1–4 page limitation applies to the entire submission or only to specific factors/sections and what content (e.g., timelines, past performance information, resumes, pricing tables, attachments) is included in or excluded from the page count.

a. The one to four page limitation is on the proposal submission. All items can be addressed within four pages. Attachments for breakdowns, graphs, spreadsheets, brochures, etc. are permitted.

7. Will the Government confirm that the Cover Page, Cover Letter, Table of Contents, Past Performance, Resumes, and Government-required documents are excluded from the page count?

a. Yes

8. In Section M, the solicitation identifies Technical and Proposal as separate evaluation factors; however, the narrative descriptions of these two factors appear to overlap significantly in terms of required content (e.g., description of how the work will be performed, timelines, etc.). Can the Government clarify whether the Technical and Proposal factors are intended to be addressed as separate sections, or whether they may be combined into a single narrative?

a. Technical factor is for the membrane specifications, how it is to be welded, how the ends will be secured and so on. Proposal factor should show where those technical steps fit in the timeline. The proposal factor also encompasses the overall plan of action to complete all tasks without being bloated by technical specifications, which makes it easier for the evaluation panel to determine fitness.

9. If separate, could the Government clarify the distinct content it expects to see under each evaluation factor (Technical and/or Proposal)?

a. See, prior response.

10. In Section L, the solicitation states that the Proposal shall be between one and four pages. Please clarify whether the 1–4 page limitation applies to the entire submission or only to specific factors/sections and what content (e.g., timelines, past performance information, resumes, pricing tables, attachments) is included in or excluded from the page count.

a. The one to four page limitation applies to the written portion of the proposal. Submissions may include attachments such as brochures, timelines, and cost breakdown sheets.

11. Section B notes the replacement of roofs on two designated units. However, Section F mentions three units. Please confirm the number of units, along with the unit's name/number, or other identifying reference.

a. There are two units.

12. This section states that a separate HVAC project will also be conducted. Please address the following:

1. Has this project been awarded, solicited, and/or made available to bidding roofing contractors?

2. Identify when this HVAC service is to take place, before, after, or during the roofing repairs?

3. Will coordination between the roofing contractor and HVAC contractor be required?

a. An HVAC project is in the planning phase and there are currently no specific details to be provided. Vendors do not account for coordination in your proposal.

13. Should a porch awning be included for each building?

a. No

14. Are we expected to terminate the roofing membrane up over the curb with flashing?

a. Roofing membrane shall be properly terminated and flashed at all curbs, penetrations, and vertical transitions in accordance with manufacturer requirements and standard roofing practices.

15. Will the Roof Top Unit (RTU) be removed prior to our work or will they be in place?

a. RTUs will remain in place although being replaced at a later date.

16. What year were the units constructed?

a. Approximately 2011-2010.

17. Is there any Asbestos or Asbestos product in the contstruction?

a. The government is not aware of asbestos-containing materials in the roofing system. Contractor shall comply with OSHA and environmental regulations if such materials are encountered.

18. There is current gutter damage. Should this be included in our proposal?

a. Gutters are being replaced as a separate action

19. Please clarify the hours of operation – Monday thru Friday 8-5 or should we include off hours or weekends?

a. Normal work hours are Monday-Friday 8-5 unless otherwise approved by TPOC or site staff (Megan Rivera). Weekend work may be permitted pending clinic leadership and CO approval.

20. Please confirm the 90 day installlation date will start after the review and approval (Approx. 56 days) as per Section C.c.iv

a. Yes, 90 day performance period starts after the Notice to Proceed.

21. Is there a recommended manufacturer?

a. No specific manufacturer is required. The roofing system shall meet the technical requirements specified in the PWS and qualify for the required 20-year manufacturer NDL warranty.

22. Per CLIN 0002 – should we include 500.0 SF of expected deck replacement cost in our base proposal (evaluated price)? It appears a total line for CLIN 0002 is missing (500 x $x.xx=$X.xx)

a. Yes. Offerors shall include pricing for CLIN 0002 based on the estimated quantity of 500 SF for evaluation purposes. Payment will be based on actual verified square footage replaced. The Government anticipates localized deck repairs only. Offerors should base proposals on the estimated quantity provided in CLIN 0002.

23. Per Section I – Closeout Requirement – what is expected for disposal documentation?

a. Disposal documentation shall include:

i. Landfill disposal receipts or weight tickets.

ii. Documentation identifying disposal facility (or facilities if more than one are utilized).

iii. Confirmation that construction debris was disposed of in accordance with applicable regulations.

24. Our work involves elevated noise conditions – what is the expectation for noise control?

a. The contractor shall coordinate noisy activities with the TPOC to minimize disruption to clinic operations where practicable. No special noise mitigation measures beyond standard construction practices are required unless directed by the Government.

25. There is potential for sod and landscaping damage. Will the government provide a cost allowance for this?

a. The Contractor shall take reasonable precautions to protect landscaping and surrounding areas. Any damage caused by contractor operations shall be repaired or restored by the Contractor at no additional cost to the Government.

26. Please identify what, if any, Insurance certificates are required with the proposal?

a. Insurance certificates are not required with the proposal but are required before start of work as well as the bonds.

27. This SOW section refers to Contractor obtaining any necessary licenses, permits, and letters of certification, and to comply with any applicable federal, tribal, state, county, and municipal laws, codes, and regulations in connection with the performance of the work specified under this contract. Can the government please provide the detail of the necessary licenses, permits, and letter of certification required, to include the respective federal, tribal, state, county, and municipal laws, codes, and regulations to offerors?

a. Offerors are responsible for complying with all applicable federal, tribal, state, local laws, and regulations as well as permitting requirements associated with roof replacement construction in Mashpee, Massachusetts. The Government does not maintain a comprehensive list of all applicable requirements.

28. This SOW section states buildings are active healthcare facilities, and that Clinic operations take precedence over construction activities. Can the government please confirm that any delays associated with Contractor's performance activities being hindered by Clinic operations taking precedence will be defined as an excusable delay?

a. Contractor scheduling shall account for coordination with clinic operations as described in the PWS. Delays directly caused by Government-directed restrictions or suspension of work may be considered for time extensions.

29. Is the existing roof system mechanically secured (screwed down) or fully adhered (glued down)?

a. Possibly glued although unknown without discovery.

30. The solicitation mentions insulation replacement 'as needed.' We will not know the extent of the damage to the insulation until we tear the whole roof off. Can we either; a) have a separate CLIN for insulation replacement like the deck sheathing, or b) modify the scope to replace all insulation?

a. They should expect localized replacement and make an assumption as this is repair level roof replacement. If we find during replacement that majority of insulation requires replacement the contractor will need to notify the CO if outside of contract pricing.

31. CLIN 001 has walkway pads included in the performance. The current roof has no walk pads. If walk pads will be required, could you please indicate where on the roof the government would like them placed?

a. Walk pads should be provided at roof access points, service paths to rooftop units, and around rooftop units.
