The Indian Health Service (IHS) is soliciting offers for an Indefinite Delivery/Indefinite Quantity (ID/IQ) firm fixed-price blanket purchase agreement with a base year and four optional one-year maintenance periods. The solicitation is set aside for Indian Small Business Economic Enterprise (ISBEE) under NAICS 236220 (Commercial and Institutional Building Construction). Offerors must submit proposals by February 9, 2026 at 5:00 PM ET. A site visit is scheduled for February 2, 2026 from 11:00 AM to 2:00 PM ET and is highly recommended prior to bidding.

The contractor must maintain a Class B minimum license, current insurance ($500,000 minimum per person/occurrence), pest control certification, and respond to service requests within 24 hours with 95 percent compliance. Invoices will be submitted monthly through the Department of Treasury's Invoice Processing Platform (IPP) and approved upon 100 percent completion of required services. Pricing must include hourly rates, premium rates for after-hours work, fixed material/supply markup rates, estimated hours for routine tasks, and minimum order amounts.
