About this file
This is Amendment 0001 to solicitation 75H71526R00003, issued by the Indian Health Service Nashville Area Office on January 21, 2026, for general maintenance services at the Mid-Atlantic Tribal Health Center. The amendment includes the incorporation of FAR 52.223-2 Reporting of Biobased Products Under Service and Construction Contracts and extends the proposal submission deadline by three days, from February 9, 2026, to February 12, 2026, at 5:00 PM ET. The number of required proposal copies has been changed from zero to one.
The solicitation seeks a firm fixed-price Blanket Purchase Agreement for annual maintenance services including electrical work (low voltage only), plumbing (including emergent services), HVAC maintenance, carpentry, pest control, window washing, and general building maintenance. Pricing must be submitted as fixed hourly rates by skill/service (e.g., electrical services, pest control, carpentry) with a two-hour minimum charge per service request. The government will provide filters and light bulbs only; the contractor must supply all other tools, materials, and equipment. Services are requested on an as-needed basis during standard operating hours (Monday-Friday, 8:00 AM to 4:30 PM), with off-hours emergency access available. Specific tasks include electrical outlet work (52 windows on Floor 1, 20 on Floor 2), three roof-level HVAC units requiring spring rinsing, and pest removal with sanitization. Material costs are reimbursable with a flat-rate markup for transportation and handling. Evaluation factors include technical competence and required licensure, design elements (work control procedures, service schedules, pest control plans), proposal quality, and pricing considerations. The contract type is listed in Section Q(8) of the solicitation document.

75H71526R00003 – Q & A
Can the Government please confirm if there are any file size limitations that will affect/restrict its ability to receive and open the proposal submittal documents via email?
o If total attachments are beyond 25MB you may request a secure data transfer service. Request from the Contracting Officer if needed.
Will the Government please clarify if this a new or existing requirement? If existing, please provide the current/incumbent contract number.
o New.
Will the Government please clarify what is required to be submitted by Contractor's for Evaluation Factor "v. Proposal"? How does this Evaluation Factor differ from "iii.
Technical Conformance" and "iv. Design"?
o These can be incorporated into one. Difference would be meeting the proposal instructions vs. qualifications vs. your proposed planning of maintenance tasking.
Can the Government please clarify how they would like Evaluation Factors i - v to be submitted? For example, should they each be submitted in their own separate volumes, or split up via technical and pricing content (i/e, Pricing Volume: i. and Technical Volume: ii., iii., iv., and v)?
o Please split out based on pricing of skill/ service.
Can the Government please clarify what all they would like in the Evaluation Factor
"iv. Design"?
o Design covers the requested items such as work control procedures, providing a scheduled date for service, schedule for trap installation, and pest control plan (draft version).
Can the Government please clarify what all they would like in the Evaluation Factor "iii. Technical Conformance?
o Technical Conformance= Technical Competence and provision of required licensure listed in the solicitation.
Will the Government please clarify if and/or where they would like Contractors to submit completed SF1449 forms? Would within the Pricing Volume suffice?
o Within the pricing volume is fine.
Will the Government please clarify if and/or where they would like Contractors to submit completed IHS IEE forms? Would within the Pricing Volume suffice?
o Within the pricing volume is fine.
Section E notes this contact to be an IDIQ, while Section Q notes it to be a BPA.
Please confirm the type of contract the government intends to award.
o Type of contract is listed in Section Q(8) of the solicitation document.
Please clarify if this CLIN structure is by year, type of service, or other. Also, please provide quantities and unit of measure. Lastly, please clarify what needs to be completed for pricing in the submittal?
o Pricing will be per hour per skill/service. This is also listed in Section P of the solicitation document.
Please clarify if the government requires the contractor to be on-site daily for 8 hours?
o No, as needed Please clarify what should be priced and how pricing should be provided. The services of pest control, electrician, plumber, HVAC Technician, Skill Carpenter, and General Tradesman can vary greatly. Additionally, pricing lines for equipment (e.g., Lift) and materials to complete or repair a project cannot be forecasted at a single hourly rate.
Can the government provide a pricing template for all bidders to complete to ensure equal and fair evaluation of each bidder's pricing?
o Please split out based on per hour pricing for skill in a spreadsheet When is the contractor required to perform services? How will this be communicated/requested?
o We will contact on an as needed basis. We will email the prime contractor.
The initial list of items will be requested in the initial 30 days of the contract award
Will the government have an inventory of supplies, ie. Light bulbs, filters, etc.? If not, will the Government have CLINS for the contractor to charge these items?
o We will supply bulbs and filters only. We will not provide hand tools, power tools, screws, washers, or other materials to perform the work requested.
How many windows or sq/ft of glass are required for window washing? Please break out per level.
How many HVAC units need spring rinse off? Where are they located (ground or roof level) o Fl. 1- 52 windows Fl. 2- 20 windows 3 Roof HVAC units
Please confirm if this is a firm-fixed price contract?
o Yes, firm price per hour per skill; $xxx.xx per hour for electrical services, $xxx.xx per hour for pest control, $xxx.xx per hour for carpentry, etc.
Section E: Type of Contract Contemplated: 1) states "A fixed hourly price must be provided for the services performed." Also, same section details "All services rendered must be approved based on the fixed hourly rate and the number of hours to complete it and a minimum guarantee of two hours for any order on this agreement." However, section Q: Contracting - General 3) Type of Contract: states "The government is awarding a firm fixed-price Blanket Purchase Agreement for annual maintenance services." As the SOW refers to hourly rates and services vary from electrical, carpentry, emergent plumbing, pest control and general building maintenance can the government please clarify if certain services will be on a reimbursable basis and therefore hourly rates are required to be submitted as pricing as a lump sum is not feasible due to the unknowns of which type of skilled work may be required?
o All services are for a firm fixed hourly rate or skill/ service rendered. There will be a two-hour minimum charge for any service provided and completed.
H. Hours or Operation: 1) states "The service unit is open Monday-Friday from 8:00am to 4:30pm", and K. Specific Requirements/Tasks 1)iii. states "Emergent plumbing as needed." Can the government please clarify if emergent plumbing services may be required after the hours of operation and/or on weekends and if so will the contractor have the ability to invoice and be paid for such emergent plumbing services? Additionally, as the clinic is "closed on weekends and Federal Holidays" will the government be providing access or inspection of the work for any emergent plumbing work?
o The government can provide off hours access if required. Emergent- leaks, malfunctioning equipment, clogs, etc. Section P of the solicitation indicated that there should be different fixed-rates for non-routine hours.
I. Contractor Quality Assurance: 1) refers to contractor being responsible for all materials and equipment and that contractor shall be accountable for any loss, damage, or misuse of equipment and/or property. Will the contractor be providing all materials and equipment to support this contract or will the government be providing any incidental materials and/or equipment for contractors use?
Additionally, does the government have a list of materials and equipment that contractor should have in inventory and also will the government be providing a secured area for contractors material and equipment to be stored?
o The service unit can provide filters and bulbs. The service unit will not be providing hand tools, power tools or the accessories for the tools. We cannot provide storage for contractor tools. Materials are stated in HHSAR 352.232- 71 in the solicitation document as well as Section P(2). To be clear the contractor would submit material costs for the materials consumed and receive a flat rate markup for transporting and handling over cost.
J. Line Items: 1) states delivery and installation of system within 45 days from notice to proceed. Can the government clarify the requirement of "delivery and installation of system"?
o This is a general term for start of work.
K. Specific Requirements/Tasks 1)i. refers to electrical work tasks including but not limited to a listing. Can the government please confirm that the electrical work will be limited to low voltage work?
o Adding, changing, or repairing outlets. We are not expecting any need for high voltage work.
