About this file
This is a Questions and Answers document for solicitation 75H71525R00001 regarding the WiFi network installation at the Monacan Health Center facility. The document clarifies technical requirements and specifications for the project.
Key requirements include: replacing originally specified Cisco C9300-48P-E with a Cisco C9800-L-C-K9 Catalyst 9800-L 802.11ax Wireless LAN Controller or equivalent to meet FIPS PUB 140-3 requirements; implementation of a local (not cloud-based) WLC; ceiling-mounted enclosures for indoor access points; implementation of IEEE 802.1X access control with vendor-provided licensing; installation of CAT6A red UTP cabling and 3' or less red patch cables; full building WiFi coverage with cables terminating at the main server room/MDF; optional outdoor AP for parking lot triage (required only if building signal doesn't extend 100' from front door); VLAN implementation (firewall not required); and compliance with IHS and DHHS security standards. The installation will utilize plenum space with cable trays or hooks provided by the vendor, with no conduit required. No existing management platform integration is needed as this is a new facility installation.

The equipment listed in the top block of the graphic on Page 4 (Part Number: C9300-48P-E / Description: Catalyst 9300 48-port PoE+, Network Essentials) shall be replaced with a Cisco C9800-L-C-K9 Catalyst 9800-L 802.11ax Wireless Lan Controller or equivalent.
2. "Turnkey WiFi Network, which includes a switch, firewall, and access points" o Is there a WLC located at the Nashville Area Office that will be used for the requested
WiFi Network?
Answer: No, the Cisco C9800-L-C-K9 Catalyst 9800-L 802.11ax Wireless Lan Controller will be the controller at the site.
o Do you want a Local or Cloud-Based WLC?
Answer: The WLC shall be local.
3. Clarification:

5. "APs should be contained within enclosures or in physically secure locations to reduce the risk of unauthorized physical access or tampering" o Does the government prefer wall or ceiling-mounted enclosures for any indoor access points?
Answer: Ceiling mount enclosures are preferred for the additional tamper resistance factor of height.
6. "WLANs that are not configured for open/public access must implement IEEE 802.1X access control to prevent access from unauthorized WLAN devices" o Is it the contractor's responsibility to implement an 802.1X solution (new or existing) at this facility?
Answer: Yes, it is the vendor’s responsibility to implement the solution at the facility as it will be new.
o If YES above: Is there an 802.1X solution in place, and does the government have enough licensing for this implementation?
Answer: The facility is new so there is no solution in place at this time. Licensing for this shall be provided by the vendor, to be included in your proposal.
o Is it the contractor’s responsibility to configure 802.1X on the requested WiFi network?

12. The solicitation requires an "AP for parking lot in the event we need to provide triage outdoors" o Is there an existing pathway in place for the cabling to support the outdoor AP?
Answer: No.
o If Core Drilling is required to support, what type of building materials?
(Concrete/Brick/Metal/Wood/…) Answer: If the buildings signal strength extends 100’ from the front door, an exterior point would not be required. If a point is required it can be mounted to wood/metal siding at ceiling height or higher.
