About this file

This is a Brand Name Justification document for a federal acquisition under $250,000 submitted by the Department of Health and Human Services, Indian Health Service (IHS).

The requisition (IHS1521883) is for a Yakama Service Unit Closed Circuit Television (CCTV) and Card Access System (CAS) upgrade with an estimated procurement value of $250,000. The acquisition is being pursued as an Indian Small Business Economic Enterprises set-aside competition under FAR 12. The recommended sources are DELL manufacture equipment, CISCO, and Lenel Onguard Software. The justification for brand name specification is based on the essential nature of these brands to the Government's needs rather than sole source or proprietary concerns.

The justification narrative establishes that the Yakama Service Unit's existing network infrastructure is predominantly DELL and CISCO manufactured, and all new equipment must integrate seamlessly with this established environment to avoid compatibility issues and the significant costs and operational delays associated with testing and troubleshooting alternative equipment. Additionally, all IHS Federal Pharmacy Departments must comply with Indian Health Manual Part 3, Chapter 7 pharmacy security requirements, specifically regulations governing closed-circuit television cameras for controlled substance access monitoring. The current CCTV system is non-operational due to obsolete equipment. The Lenel Onguard system is already installed in the Portland Area IHS network, which will host the service license for Yakama Service Unit. The contracting officer (Sheila Sells) and project officer (Adriel Perry) have certified the accuracy and completeness of the justification. The period of performance is listed as TBD.

BRAND NAME JUSTIFICATION

FOR ACQUISITIONS UNDER $250K

Activity: The Department of Health and Human Services, Indian Health Service (IHS) proposes to enter into a purchase order on a basis of Indian Small Business Economic Enterprises set aside competition for the following acquisition as implemented by FAR 12.

1. Requisition#: IHS1521883

2. Description of Supplies or Services: Yakama Service Unit Closed Circuit Television (CCTV) & Card Access System (CAS) Upgrade

3. Period of Performance: TBD

4. Estimated Value of Procurement: $250,000

5. Recommended Sources: DELL manufacture equipment, CISCO & Lenel Onguard Software

6. Reason for Sole Source/Limited Sources/Expedited Processing:

[ ] Only one source (unique capabilities) [ ] Proprietary drawings, specifications, and/or engineering data, patents, copyrights.

[X] Brand Name essential to the Government’s needs.

[ ] Standardization Program supported by Agency Head Determination and Findings (D&F).

[ ] Unusual and Compelling Urgency [ ] Authorized or required by statute

a. Justification Narrative:

Yakama Service Unit is requesting new equipment and devices that must integrate with overall IHS network which is predominantly DELL manufacture and CISCO manufacture. All IHS Federal Pharmacy Departments must meet compliance regulations of Indian Health Manual: Part 3, Chapter 7-- Pharmacy, Sections 3-7.7 Pharmacy Security, E. Access to Controlled Substances, (5) Closed Circuit Television Cameras--a-f. Yakama Service Unit has existing DELL and CISCO equipment, any new devices introduced to the network shall also be DELL and CISCO manufactured to avoid problems associated with mixing network hardware and software from different manufacturers. Significant testing would be required to test & approve the Network Access Control solution with other manufactured equipment. The testing could delay Facilities daily operations to complete software installation and troubleshooting. Other manufacturers of equipment, software, firmware, hardware, and updates may require additional license for system to interface with IHS network and additional cost to the Government to complete installation.

The IHS/Portland Area Indian Health Service has existing Lenel Onguard system installed into main network and supports other Service Units to be in compliance with Pharmacy Closed Circuit Television Camera regulations. The current CCTV system at Yakama Service Unit is non-operational due to obsolete equipment, hardware, and software does not meet compliance regulations of Indian Health Manual. Yakama Service Units Card Access Controls and Security Camera system must integrate into Portland Area Office IHS system as the service license will be hosted by Portland Area Office.

b. Impact to the Government if not awarded in accordance with the above:

The current system is inoperable and the Clinic is not in Compliance with Agency requirements and standards. Without a working CCTV system and CAS system, there will be medication errors that will not able to be fully investigated and any risk of pilfering of medications may occur. System is required for monitoring of narcotics housed in the Pharmacy Department.

Non-Cisco, Non Dell equipment and Non-Lenel Onguard systems will not integrate with existing Portland Area systems. Without the specified manufacturer, the service unit will not be able to utilize services hosted by the Portland Area IHS. The introduction of non-Cisco equipment will disrupt the operations and stability of the Portland Area network and the IHS network and may affect the security of the networks. Non-Cisco equipment may also introduce IT security vulnerabilities to the IHS Network because the devices have not been tested.
