About this file
This document is Amendment 001 to Solicitation 75H71026Q00225, issued by the Gallup Indian Medical Center Acquisition Department on August 5, 2026. The amendment provides clarifications and supplementary information related to a pharmacist services requirement.
The amendment addresses seven key questions and answers regarding the solicitation. Notable clarifications include: (1) all pharmacists, including backfill/replacement candidates, must complete the HSPD-12 clearance process with fingerprinting and background investigation before performing services, with pharmacists permitted to begin work upon a favorable FBI fingerprint check while the full background investigation is pending; (2) the government (HR Security) retains responsibility for adjudicating the HSPD-12/NACI background investigation, while the contractor coordinates with candidates to submit required paperwork and accounts for standard 14–30 calendar day processing timelines; (3) offerors may express cost breakdowns as a percentage of the total all-inclusive hourly bill rate rather than as a dollar amount per hour, provided percentages clearly reconcile to the proposed total rate; (4) signed Contractor Performance Assessment Reporting System (CPARS) reports may be submitted in lieu of completed Past Performance Questionnaires when references cannot respond before the proposal due date, with CPARS reports submitted as part of the past performance volume; (5) Four Winds Staffing is the incumbent contractor providing pharmacist services at Tohatchi Health Center (THC) under Purchase Order 75H71024P00457, with no incumbent at Gallup Indian Medical Center (GIMC); and (6) the solicitation anticipates a single award. The amendment also requires offerors to mark submissions containing proprietary or confidential information with specific legends and identify such sections.

75H71026Q00225, Question & Answers
1. Is the government approving that back-fill candidates placed on the required coverage roster will proactively go through the entire Federal clearance process (HSPD-12/NACI and fingerprinting)?
Yes. Per PWS Section 5.3.4, all pharmacists — including back-fill/replacement candidates — must complete the HSPD-12 clearance process, including fingerprinting and a background investigation, before performing services. A pharmacist may begin work upon a favorable FBI fingerprint check result while the full background investigation is pending, provided all other pre-placement requirements are met.
2. Historically, the process described in 5.3.4 HSPD-12 Security Clearance has been completed by the government with the awarded contractor providing support by coordinating with candidate to promptly submit paperwork and fingerprint cards to the government. This seems to be in contradiction to the screenshots provided. Is this process changing? Please clarify the responsibilities of the government vs the awardee.
No change to the process is intended. The government (HR Security) retains responsibility for adjudicating the HSPD-12/NACI background investigation.
The Contractor's role under Section 5.3.4 is to initiate the process for each pharmacist and coordinate with the candidate to ensure fingerprint cards and required paperwork are submitted to the government promptly, and to account for processing timelines in its roster planning — consistent with the historical division of responsibility.
3. If this is now a contractor responsibility, please provide clarity on contractor expectations, associated costs, system access, procedures, and any other pertinent information to contractors for successful planning and execution as a new requirement.
This is not a new requirement, and responsibility for the HSPD-12/NACI process is not shifting to the Contractor. As clarified in the response to Question 2, the government (HR Security) retains responsibility for adjudicating the background investigation. The Contractor's obligations under Section 5.3.4 are limited to the coordination functions historically performed under this and similar requirements: initiating the process for each pharmacist, ensuring the candidate promptly submits fingerprint cards and required paperwork to the government, and accounting for standard processing timelines (14–30 calendar days) in coverage roster and ramp-up
75H71026Q00225, Question & Answers planning. No new Contractor system access, procedures, or costs are associated with this requirement beyond what has historically applied.
4. Would the government allow us to provide this breakdown as a percentage of the "total all-inclusive hourly bill rate" instead of amt/hr?
Yes. The government will accept the breakdown expressed as a percentage of the total all-inclusive hourly bill rate, in lieu of a dollar amount per hour, provided the percentages clearly reconcile to the proposed total rate and allow the government to verify each cost component.
5. Will the Government accept Signed CPARS in lieu of the required Past Performance Questionnaire when a client is unable to respond before the proposal due date? If so, do we submit them with the past performance volume or directly to Michelle James?
Yes. The government will accept a signed Contractor Performance Assessment Reporting System (CPARS) report in lieu of a completed Past Performance Questionnaire when a reference is unable to respond before the proposal due date. CPARS reports should be submitted with the past performance volume as part of the offeror's proposal.
6. Is there an incumbent contractor currently providing Pharmacist Services under this requirement? If so, could the Government please provide the incumbent contractor’s name and available contract information?
There is an incumbent contractor providing pharmacist services at Tohatchi Health Center (THC) only. The incumbent contractor is Four Winds Staffing, under Purchase Order 75H71024P00457. There is no incumbent contractor at Gallup Indian Medical Center (GIMC).
7. Could you please confirm whether this solicitation is anticipated to result in a single award or multiple awards?
This solicitation is anticipated to result in a single award.
