About this file
This is a Justification to Restrict Competition document for a below-simplified acquisition threshold (SAT) procurement by the U.S. Department of Health and Human Services, Indian Health Service, Navajo Area, Kayenta Service Unit.
The Kayenta Health Center General Services Department is procuring three Hillyard Tritan floor scrubbers with additional components and polishing pads at a total cost of $34,607.72, with a 30-day delivery requirement from date of award. The contracting officer has justified restricting competition to Hillyard as the sole source based on the brand's hospital-grade cleaning products and equipment, quality commitment, and customer service reputation preferred among healthcare facilities. The justification emphasizes that Kayenta Health Center already utilizes other Hillyard cleaning products and solutions compatible with Hillyard equipment, and restriction is necessary to maintain uninterrupted hospital infection-control protocols. Market research was conducted through a Sources Sought Notice posted on SAM.gov from January 16, 2026 to January 21, 2026, which generated eight responses including three ISBEE vendors, though set-aside determination remains pending. The document was prepared by Charity Yellowhair-Gilbert, CS on January 23, 2026, and approved by Contracting Officer Jerlyn Begay, SCS on January 26, 2026.
