About this file

This document is a Questions and Answers (Q&A) amendment to RFQ 75H70926Q00009 for dental equipment maintenance and repair services at the Northern Cheyenne Service Unit in Lame Deer, Montana.

Key clarifications include: OEM authorization/certification requirements (A-dec, Dentsply, Cavitron) may be satisfied through qualified subcontractor technicians rather than the prime contractor entity, with the prime remaining fully responsible for contract performance. Subcontractor relevant experience may be evaluated as part of the prime's quotation if clearly designated. This full-and-open competitive acquisition is not subject to small-business subcontracting limitations. Vendors must maintain active SAM registration and CAGE codes by the solicitation deadline. The evaluation weight for non-price factors was clarified through solicitation amendments (provided in red edits). Torrey Darkenwald serves as the Contracting Officer Representative (COR), while Marlin Yarlott is the Technical Point of Contact (TPOC). Minor repairs—including routine adjustments, tightening, lubrication, calibration, and replacement of standard wear items—are included in the firm-fixed price, while major components (compressors, vacuum pumps, motors, circuit boards, X-ray tubes) are excluded and acquired separately by the Government. The Government provided equipment inventory in Section 12 of the SOW for quotation development. The Service Contract Act applies under wage determination 2015-5395. Emergency service calls are budgeted at four calls per year under CLIN 002, with all associated travel and labor costs included in the FFP rates. Historical service data appears in Attachment A2.

RFQ: 75H70926Q00009

Amendment 0001

Question 1: May a small-business prime contractor satisfy the OEM authorization/certification requirements for A-dec, Dentsply, and Cavitron through a qualified subcontractor whose technicians will perform the maintenance and repair work, while the prime remains fully responsible for contract performance?

Answer: Dental’s primary requirement is that the technicians actually performing preventive maintenance and repair services on the covered dental equipment possess the appropriate OEM authorization/certification or qualifications necessary to service the equipment in accordance with manufacturer requirements.

Question 2: If a major subcontractor will perform the technical work, may the Government consider that subcontractor’s relevant dental-equipment maintenance past performance and technical experience as part of the prime contractor’s quotation?

Answer: It is appropriate to include the subcontractor’s relevant experience as long as the experience is clearly designated as the prime or sub-contractor.

Question 3: Please confirm the limitation-on-subcontracting requirements applicable to this acquisition and whether a similarly situated small-business subcontractor may perform the technical maintenance/repair work consistent with those requirements.

Answer: This acquisition is being conducted on a full-and-open competitive basis and is not subject to the limitations on subcontracting applicable to small-business set-aside acquisitions. Offerors may propose subcontractors to perform portions of the requirement, subject to the terms and conditions of the solicitation. The prime contractor remains responsible for performance of the contract

Question 4: Please confirm whether an offeror must have an active SAM registration and issued CAGE code at the time the quotation is submitted, or whether active registration/CAGE is required by the time of award.

Answer: The vendor shall have an active registration upon the solicitation deadline to be considered.

Queston 5: The solicitation contains conflicting statements regarding the evaluation weight of non-price factors. Pages 10 and 12 state that non-price factors are 'approximately equal to cost or price,' whereas Page 11 states they are 'more important than cost or price.' Could the Government please clarify the exact relative importance of the non-price factors compared to cost or price?

Answer: The solicitation has been amended to reflect the correct evaluation weight language. See amended solicitation edits in red.

Question 6: The solicitation lists two different individuals as the Contracting Officer's Representative (COR). Page 2 designates Torrey Darkenwald, while Page 7 designates Marlin Yarlott. Could the Government clarify who will serve as the primary COR and point of contact for contract performance?

Answer: Torrey Darkenwald is the Contracting Officer (COR) and Marlin Yarlott is the Technical Point of Contact (TPOC). This solicitation has been updated.

Question 7: The solicitation requires the Firm-Fixed-Price to include all labor and routine parts for 'minor repairs.' To ensure equitable pricing and mitigate risk, could the Government define the threshold for a 'minor repair' (e.g., a specific dollar cap per incident for parts and labor, or a limit on labor hours per call) above which repairs would be considered 'major' and billed separately?

Answer: The Government does not intend to establish a specific dollar threshold or labor-hour limitation for determining whether a repair is considered minor or major. The distinction is based primarily on the nature of the repair and the component requiring replacement.

As identified in Task 3 of the SOW, minor repairs include routine adjustments, tightening, lubrication, calibration, and replacement of standard wear items and minor components that do not require major disassembly or replacement of major equipment assemblies. Labor associated with these repairs and routine minor repair parts and standard wear items are included in the contractor's firm fixed price.

Special-order parts and major replacement components, including items such as compressors, vacuum pumps, motors, circuit boards, X-ray tubes, and other major equipment assemblies, are excluded from the firm-fixed price.

When a major replacement component is identified as necessary, the contractor shall document the deficiency and provide the Government with sufficient information regarding the recommended corrective action. The major replacement component and any subsequent service call, travel, labor, and installation necessary to install that component will be acquired separately by the Government through an authorized acquisition method.

Question 8: To ensure accurate pricing for the preventive maintenance and repair services, could the Government provide a complete inventory list of the covered dental equipment at the Northern Cheyenne Service Unit, including manufacturer, model, serial number, quantity, and current operational status?

Answer: Section 12 of the SOW provides the Government's current inventory of dental equipment covered by this requirement, including equipment description, model number, serial number, and additional notes where available.

The inventory represents the equipment currently identified by the Government as requiring preventive maintenance and repair services under this requirement.

Manufacturer information may be identified by the equipment description/model where available; however, a separate manufacturer field is not currently maintained for every listed item.

The Government does not maintain a separate verified operational-status designation for each individual item for purposes of this solicitation. The purpose of this requirement is to provide recurring preventive maintenance and repair services necessary to maintain the covered equipment in operational condition and address equipment deficiencies as they arise.

Offerors should use the equipment inventory provided in Section 12 of the SOW as the basis for developing their quotations.

Question 9: As this is a service contract for dental equipment maintenance and repair, could the Government confirm if the Service Contract Act (SCA) applies, and if so, provide the applicable Department of Labor Wage Determination for Lame Deer, Montana?

Answer: Yes, the SCA applies and the SCA WD# is 2015-5395. This has been updated to be incorporated into the solicitation.

Question 10: The solicitation requires qualified technicians to be onsite within 48 hours for emergency/unscheduled service calls. Should offerors bundle all emergency travel and labor costs into the FFP preventive maintenance CLINs, or will the Government establish a separate Time-and-Materials or reimbursable CLIN for unscheduled emergency service visits?

Answer: Yes, all the emergency costs will be on CLIN 002 as appropriate to your rates.

Question 11: The solicitation requires the contractor to be authorized or certified to service OEM equipment (such as A-dec, Dentsply, and Cavitron) and provide documentation. Could the Government clarify if this certification requirement can be met by proposed subcontractors or individual technicians performing the work, rather than the prime contractor entity itself?

Answer: It is acceptable. The prime contractor is responsible for performance to include ensuring sub-contracting certifications are valid.

Question 12: To help offerors accurately estimate the cost of minor repairs and routine parts under the Firm-Fixed-Price structure, could the Government provide historical data on the annual number of unscheduled/emergency service calls and the average cost or frequency of minor repairs performed over the past 12 to 24 months?

Answer: See attachment A2 - CLIN 002, 102, 202, 302, and 402. The price schedule designates 4 calls per year for each period.
