About this file
This is a Questions and Answers document for RFQ 75H70926Q00002, Amendment 0001, addressing vendor inquiries regarding pharmacy supplies for what appears to be a Montana-based federal health service facility.
The procurement involves three primary product categories: prescription labels, pharmacy bags, and prescription pads. Prescription labels must be compatible with ScriptPro SP 200 equipment and quoted on a per-kit basis at quantities of 36 units; the vendor is responsible for artwork and template design using a white and yellow color scheme. Pharmacy bags require per-case pricing with a single-color logo (preferably white bags with blue logo, though color variations are acceptable); minor size variations of ¼ to ½ inch are acceptable. Prescription pads must include Montana-mandated security features to prevent unauthorized copying, erasure/modification, and counterfeiting, along with Service Unit information matching the current pad sample; pricing should be quoted per pad. The incumbent contractor is Red Lodge Labels, with a previous contract value of approximately $10,500.00. Orders will be placed on an item-by-item basis initially, then on an as-needed basis thereafter, with the pharmacy maintaining inventory sufficient for approximately one quarter. The expected delivery timeframe is approximately two weeks per order. The National Provider Identifier (NPI) number will be released at time of award. Delivery is to 420 North Cheyenne Avenue, Lame Deer, Montana 59043.

RFQ: 75H70926Q00002
Amendment 0001
Question 1: Do you or can you provide a picture of the logo for your bags?
Answer: Yes, a sample image of the logo has been provided for reference. Attachment 1.
Question 2: Will the same logo be used for your labels?
Answer: Yes, the same logo is currently incorporated into our prescription labels. A sample image of the label has been provided for reference. Attachment 2.
Question 3: In the price sheet you are requesting quantities of 36 for labels. Are you requesting rolls or cases?
Answer: Under the unit section, Item D is designated as “kit,” indicating that quantities should be quoted on a per-kit basis rather than by rolls or cases.
Question 4: Who is the current (incumbent) contractor performing this work, and what is their contract number?
Answer: The current incumbent contractor is Red Lodge Labels. Publicly available contract information may be found on SAM.gov or USAspending.gov. We are not distributing non-public contractor contact information.
Question 5: What was the total contract value (or annual spend) for the current/previous contract for these pharmacy supplies?
Answer: The total contract value for the current/previous contract for these pharmacy supplies was approximately $10,500.00.
Question 6: What is the approximate size of the initial order expected at the start of the base year (e.g., full annual quantity, partial release, or item-by-item)?
Answer: The initial order at the start of the base year is expected to be placed on an item-by-item basis.
Question 7: What is the anticipated average order size and frequency for subsequent releases (monthly, quarterly, on-demand, etc.)?
Answer: Subsequent orders are anticipated to be placed on an as-needed (on-demand) basis.
Question 8: Is there any historical ordering data from the prior contract, if available, that could be shared to inform bulk planning?
Answer: Under the prior contract, processing and mailing of orders required approximately two weeks. Orders were typically placed once annually due to government credit card purchasing requirements. However, due to limited storage capacity, the pharmacy can no longer accommodate annual bulk orders. Moving forward, the pharmacy prefers to place orders on an as-needed basis, while maintaining sufficient inventory to cover approximately one quarter.
Question 9: What specific ScriptPro model(s) are in use? (This affects label stock compatibility, core size, and thermal vs. direct-thermal printing requirements.) Note: The ScriptPro MP model would require different labels. Most other ScriptPro models share a common label specification.
Answer: The ScriptPro SP 200 model is currently in use.
Question 10: Are there specific color, font, or formatting requirements for the label design?
Would two colors suffice (white and yellow), or are additional colors preferred?
Answer: Two colors are sufficient for the label design, and the current labels utilize a white and yellow color scheme. A sample image of the existing label has been provided for reference. Attachment 2.
Question 11: Who provides the label artwork/template — is it provided by the agency, or is the vendor expected to design it?
Answer: The vendor will be responsible for providing the label artwork and template design.
Question 12: Is a sample image or current label available that we can reference to ensure proper sourcing and supplier compliance?
Answer: Yes, a sample image of the current label has been provided for reference to support proper sourcing and supplier compliance. Attachment 2.
Question 13: Is a sample image of the logo available? How many colors does the logo contain, and are there any specific color requirements for the bags or the logo?
Answer: Yes, a sample image of the current bag logo has been provided. The logo is presently a single color, and there are no strict color requirements for either the bag or the logo. While the current bags are white with a blue logo, this color scheme is preferred but not mandatory. Attachment 1.
Question 14: Is it acceptable for bag sizes to vary by ¼ to ½ inch?
Answer: Yes, minor variations in bag size of approximately ¼ to ½ inch are acceptable.
Question 15: Which state's regulations apply (Montana)? Are there any specific security features required beyond standard tamper-resistance? Montana.
Answer: Montana state regulations apply. For prescription pads, the following security features are required:
1. One or more industry-recognized features designed to prevent unauthorized copying of completed or blank prescription forms.
2. One or more industry-recognized features are designed to prevent the erasure or modification of information written by the prescriber.
3. One or more industry-recognized features designed to prevent the use of counterfeit prescription forms.
Question 16: What Service Unit information needs to be printed on the pads (address, phone, DEA number, etc.)?
Answer: A sample of the current prescription pad has been provided, which includes all required Service Unit information. This same information should be included on the new pads. Attachment 3.
Question 17: Will the National Provider Identifier (NPI) number be released at the time of award?
