About this file

This document is a Questions and Answers (Q&A) file for Solicitation 75H70925Q00005, a Locum Provider Services contract for the Blackfeet Service Unit. The solicitation seeks medical providers across multiple specialties, including OB/GYN, Family Practice, Emergency Department physicians/advanced practitioners, and Certified Registered Nurse Anesthetists (CRNAs) for a three-month base period with three optional three-month extensions. Key details include an estimated 18-22k annual ER visits, approximately 75 annual deliveries, and a facility located approximately 100-125 miles from Great Falls or Kalispell International airports. The contract is a 100% Buy Indian Small Business Set-Aside, with current services being performed by World Wide Medical (75H70923D00013), Tribal Providers (75H70923D00014), and Prairie Band (75H70923D00012).

The Q&A document provides extensive operational details about provider requirements, including shift schedules (mostly Monday-Friday, 8am-5pm, with some weekend coverage), patient volumes, and specific clinical expectations. Providers will work with significant independence, with CRNAs operating without physician anesthesiologist supervision and emergency department practitioners working alongside physicians. The solicitation allows selective bidding on individual Contract Line Item Numbers (CLINs), requires providers to submit detailed credentials, and has increased the technical proposal page limit to 20 pages. The proposal deadline has been extended to 06/06/2025, with providers expected to conduct their own due diligence regarding location safety and resources.

Q: The Recruiting and Staffing Plan section also requires us to address credentialing and several other components. Given the scope of information needed, we believe the five‐page limit is insufficient. A: The technical page limit increased to 20 page limit

Q: Subfactors 2, 3, and 4 do not include any stated maximum page limits. Could you please clarify whether there are any restrictions on the number of pages for these subfactors? Specifically, is there a defined maximum number of pages we must stay within?

Q: Under Subfactor 3, we are uncertain about the definition of "key personnel." Are you referring to the clinical providers themselves (e.g., physicians, nurse practitioners, CRNAs), or to individuals responsible for managing the contract (e.g., account manager, contract manager)? Initially, it seemed to refer to the contract management team, but the mention of certifications has caused some confusion. Could you please clarify which type of key personnel is being requested?

A: Revised to specify provider contractors

Q: We see that the contract includes a three‐month base period followed by three option periods of three months each, for a total potential duration of nine months. However, we believe the need for services is long‐term and continuous. Would you consider extending the contract period to five years to better align with the nature of the requirement?

A: This is intentional for long term planning

Regarding solicitation 75H70925Q00005, I’m hoping you’re able to provide answers and additional details on the OBGYN schedule requirements:

Q: Will the OBGYN provider be required to perform deliveries?

A: Yes, Surgical Cesarean Section also

Q: If so, can you provide information on how many deliveries the hospital typically performs on an annual basis?

A: estimated 75 – 80

Q: Will call coverage be required on weeknights and weekends?

A: Yes, in rotation

Q: Does the hospital have midwives available? If so, will they be first priority for deliveries before the locum provider?

A: Yes, Midwives generally do all low‐risk vaginal deliveries

We want to ensure that we provide appropriate pricing for the solicitation. If call coverage is required, will different line items be allowed? Below is an example of what may be a better way to provide pricing in order to ensure providers are compensated appropriately for their coverage:

‐ Regular hours (for outpatient/clinic hours)

‐ Weeknight Call rate

‐ 24‐hour Weekend Call rate

‐ Hourly Callback rate

A: Yes, please provide price structure to clearly define rates

Q: Upon review of the Instructions to Offerors, it appears that you only want resumes for the Key

Personnel that will be managing the contract activities. Please confirm the submission requirements. Do you require candidate presentations (CVs) with the proposal response?

A: Revised to specify provider contractors

Q: If you do need CV profiles for clinical providers intended to fill the contract, please specify what credentials documentation you would like presented with the CVs.

A: Education, Certifications and Licenses, Relevant work experience, experience with Tribal or Federal

Healthcare systems, and specialized skills

Q: If you require candidates to be submitted with the proposal, will you consider extending the due date of the proposal beyond 5/15/25?

A: Deadline is extended to 06/06/2025

Q: The Instructions to Offerors stipulate that the Technical Proposal should not exceed 5 single‐sided pages in total, but then as I read down, you have a 5 page minimum for other areas of the technical proposal as well, such as Recruitment and Retention. Please clarity the total page limit for the RFP

Technical Volume submission? On average, our entire technical proposal, covering all the required areas identified for inclusion in the proposal, would average 25 pages. This would not include past performance or pricing volumes.

A: Technical volume is increased to 20 pages, the LOC and Resumes will be accepted as its own volume.

There is a 3 page limit per candidate
