About this file
This is a Solicitation Questions and Answers document for RFQ 75H70426Q00050, issued by the Indian Health Service (IHS).
The document addresses nine questions from prospective contractors regarding proposal submission requirements, infrastructure provision, and technical specifications for a software development and analytics project involving VAERS and NPTC Vaccine Sentinel Survey data. Key clarifications include: the cover letter, Tab A (cover page), and Tab B (table of contents and resumes) are excluded from the 10-page technical quote limit; IHS will provide three standard environments (development, test, and production) with contractor access requiring 30-60 days to complete following award; IHS will provide SAS and/or Qlik licenses, SQL Server, and Power BI; data will be hosted on IHS premises using SQL Server with analytics tools hosted either on-premises or in the cloud, to be determined after Task 1 requirements gathering; CDC VAERS data will be delivered via Secure File Transfer Protocol with specific details on format, update frequency, and volume provided post-award; the Service Contract Act does not apply as the acquisition's principal purpose is specialized professional and technical services; and no Government-Furnished Equipment or Property will be provided, requiring contractors to include all development environment, database/data platform, and related technical infrastructure costs in their firm-fixed price proposals.

75H70426Q00050 Solicitation Questions and Answers
1. The RFQ requires a cover letter and a cover page and indicates that the cover page is not numbered and is not part of the 10-page limit. Can IHS confirm that the cover letter is also excluded from the 10-page limit and should therefore not be numbered?
The cover letter is for the entire quote (Volumes I and Volume II), is not part of the technical quote, and is not included in the 10-page limit for the technical quote. Likewise, Tab A (cover page of the technical quote) and Tab B (table of contents and CVs/Resumes) are excluded from the 10-page limit for the technical quote.
2. Will IHS confirm that it will provide the environments necessary for development, testing, staging, and production activities?
IHS has three standard environments – development, test, and production - to support the software development lifecycle. Contractor access to IHS systems and environments is subject to applicable IHS access, security, and onboarding requirements and may require approximately 30-60 days to complete following contract award.
3. Will IHS confirm they will provide all necessary software tools, products, and licenses needed to perform the work?
IHS will provide SAS and/or Qlik licenses, as well as SQL Server and Power BI.
4. Does IHS have a preferred hosting environment, cloud platform, or on-premises infrastructure that contractors should assume when developing their technical and cost proposals?
This requirement will utilize servers located on IHS premises.
5. We anticipate this requirement will have non-exempt Service Contract Act (SCA) covered personnel under this contract. Will the government please confirm if they will include the SCA clauses (52.222-41 and 52.222-62) and appropriate Wage Determinations (WD) with the solicitation?
The principal purpose of this acquisition is to procure specialized professional and technical services. Accordingly, the Government does not anticipate that the principal purpose of the acquisition will be accomplished through the use of service employees, as defined in RFO FAR
22.001. The Government acknowledges that the suggested labor categories listed in the solicitation include a Technical Writer position, representing less than 10% of the total suggested labor hours.
However, the inclusion of this suggested labor category does not change the principal purpose of the acquisition. Accordingly, pursuant to RFO FAR 22.1002-1(b), the Service Contract Labor Standards do not apply to this requirement.
6. Please identify the anticipated IHS development, hosting, and production environment for the solution, including any existing Government-managed cloud, database, data, or application platforms the contractor is expected to use.
Data will be hosted on IHS premises using SQL Server. The analytics tool will be hosted either on premises or in the cloud, to be determined following completion of the requirements gathering and system design activities in Task 1 of the Statement of Work.
7. Does IHS have an existing or preferred backend/data platform for the automated ingestion, storage, integration, and processing of VAERS and NPTC Vaccine Sentinel Survey data that quoters should assume for staffing and pricing purposes?
IHS will utilize SQL Server as the backend/data platform.
8. How will CDC VAERS data be made available to the contractor, including the anticipated delivery method, format, update frequency, and approximate data volume?
CDC VAERS data will be made available to the contractor via Secure File Transfer Protocol (SFTP). Specific details regarding data format, update frequency, and data volume will be provided after award.
9. Will IHS provide the required development environment, database/data platform, Power BI licensing, and related technical infrastructure, or should quoters include those costs in the firm-fixed price?
No Government-Furnished Equipment (GFE)/Government Furnished Property (GFP) will be provided. Contractor personnel will be granted access to the IHS network environment. See also the response to Question 3 above for additional information.
