About this file
This is Amendment 00002 to Solicitation 75H70426Q00050, issued by the Indian Health Service (IHS), Division of Acquisition Policy, with an effective date of September 9, 2026. The amendment is not extended for receipt of offers.
The amendment revises three sections of the Statement of Work. First, it extends all task deliverable due dates: Task 1 Deliverables move from October 12, 2026 to November 20, 2026; Task 2 Deliverables from December 31, 2026 to February 12, 2027; Task 3 and 4 Deliverables from March 31, 2027 to April 30, 2027; and Task 5 and 6 Deliverables from June 30, 2027 to July 16, 2027. Quarterly progress report due dates remain unchanged at October 16, 2026; January 15, 2027; April 16, 2027; and August 20, 2027. Second, the amendment adds language to Section 7 regarding contractor system access, noting that IHS information system access is subject to security and onboarding requirements, with contractor personnel required to complete access documentation promptly, and access potentially requiring 30–60 calendar days. Third, Section 6 is expanded to specify that the Government will provide access to the IHS network and applicable development, test, and production environments, as well as SAS and/or Qlik licenses, SQL Server, and Power BI. The amendment also adds two new clauses to Solicitation Attachment 2: an IHS Local Clause on Prevention of Malicious Code requiring contractors to implement anti-virus procedures and scan all delivered software prior to installation on Government systems, and a Confidentiality and Nondisclosure of Information clause restricting contractor use of HHS-provided information to contract performance only.
