August 19, 2019

2/5

Request for Proposal Overview:

The Indian Health Service intends to award a contract for the planning, acquisition, and implementation of an organizational assessment and System Design process, and quality improvement training for the Office of Quality. The Office of Quality seeks to build internal capacity to evaluate, design, redesign and implement systems for optimization of system outputs by applying the principles of a learning organization, the System of Profound Knowledge and quality improvement methods to support the mission of IHS and the Office of Quality. The contractor shall deliver training courses through the Accelerated Model for Improvement (AMI™) and Health Improvement Professional (HIP) workshops for IHS Areas and service units in accordance with the Statement of Objectives. One of the identified needs is to train existing and future staff across IHS to develop their knowledge, skills and abilities to implement Quality Improvement activities at the National and local level. Training must be grounded in evidence-based quality improvement as a framework for learning, planning and execution of quality improvement strategies that support changes and continuous improvements in the way health care is delivered

Statement of Objectives:

1. Introduction and Overview The Indian Health Service (IHS), an agency within the Department of Health and Human Services, is responsible for providing federal health services to American Indians and Alaska Natives. The mission of IHS is to raise the physical, mental, social, and spiritual health of American Indians and Alaska Natives to the highest level and assure that comprehensive, culturally acceptable personal and public health services are available and accessible to members of the 573 federally recognized Tribes across the United States. The Indian Health Service Strategic Plan for Fiscal Year 2019-2023 guides ongoing efforts to provide health care for American Indians and Alaska Natives across the United States. The plan addresses access to quality health care services, strengthening organizational capacity, and improving operations and communications across the system. The Office of Quality was authorized in December 2018 to integrate quality improvement efforts in a collaborative and organized manner across the IHS. The purpose of the Office of Quality is to strengthen the agency’s ongoing efforts to ensure the delivery of quality health care at federally operated facilities serving American Indian and Alaska Native people and is aligned with the Quality Framework and IHS Strategic Plan 2019-2023. It consists of four Divisions including: Enterprise Risk Management, Quality Assurance, Innovation and Improvement, and Patient Safety. The Office of Quality works across IHS Areas and facilities to identify needed quality improvement system changes, and methods and approaches to improve health care practices and processes using quality improvement training. Quality Improvement is a priority of the IHS.

Currently the IHS healthcare system lacks the capability in science and improvement knowledge and skills to provide technical assistance and training for

3/5 hospital and ambulatory (including Youth Regional Treatment Centers) facility care teams. There is a need to improve this capability in order to develop Subject Matter Experts to equip them with the necessary skills, knowledge, and capability to define, develop, test and implement quality improvement efforts for the agency using quality improvement training to address gaps in the delivery of quality healthcare.

Purpose:

The purpose of this contract is to:

1) Assess and evaluate the effectiveness of current activities that support the Office of Quality and Areas/Service Units, and

2.1.1 Assess and evaluate the effectiveness of current activities that support the Office of Quality and Areas/Sites.

2.1.2 Evaluate current organizational systems using a data driven quality improvement method to plan, test, analyze, and implement solutions for system design and redesign to improve efficiency and effectiveness to meet the IHS mission.

2.1.3 Conduct a System Mapping process of the IHS organization to provide understanding of the system drivers, mainstays, and support systems including main, secondary, and tertiary systems.

2.1.4 Provide guidance on the application of data driven system and process evaluation and application of quality improvement methods to optimize efficiency and effectiveness of systems and processes.

2.1.5 Identify tests of change that result in system improvement. As system evaluation identifies system failures or inefficiencies IHS will need to build capacity to develop process and capacity to understand and determine changes that may result in improvement.
