RFP Responses to Questions for 75H70419R00039/ Quality Improvement Training
Question #1: This SOL states that it is a sole source to an EDWOSB. Is the government soliciting offers or will there be a forthcoming Justification and Approval document for the sole source company? In other words, has the government already found the company they are awarding this to or are offers being accepted?
Government response to #1: Thank you for pointing out that I missed the JOFOC on the combined synopsis/solicitation. We have found a company that provides the services requested. If no company provides a reasonable alternative, then we will press on with a direct award to the EDWOSB selected. I posted the JOFOC as an amendment.
Question #2: Can you tell me what would be in the technical, past performance and price volumes?
Government response to #2: The technical, past performance, and price volumes would need to provide information on specific responses to the SOO. Ideally, a training structure that meets the requirements. Past performance with other Government entities or commercial healthcare systems. Pricing for all proposed and/or available courses and training.
IHS is seeking specific commercially available training as described in the solicitation and SOO.
The program is patented and copyrighted, so there would be no opportunity for another company to offer any of the courses or content. However, IHS is always seeking alternative approaches that may not be known to our program office customers.
Question #3: Do you have a price breakdown? CLIN 0001, CLIN 0002 and so forth?
Government response to #3: The CLIN structure in the solicitation represents the training that IHS has determined that is best to meet their immediate needs.

This new portal will allow small businesses to upload their capability statements directly into the system for all HHS agencies to see. This will be more effective than sending individual emails to multiple contracting officers.
