The office will use the Ami™ Workshops, a training that is focused on capabilities to define, develop, test and implement improvement efforts using the science of improvement over a nine month period through comprehensive Area wide projects. The Office of Quality will also provide the Improvement Professional Workshop (HIP) to train Indian Health Service candidates as Healthcare Improvement Professionals also known as Improvement Advisors (IA). An Organizational Assessment is also needed to evaluate the effectiveness the effectiveness of current activities that support the Office of Quality and Areas/Sites).The "System Map" process has been identified by the Office of Quality to assist with reviewing the processes within the IHS organization and how they link together (interdependently) to depict the levels of the organization that shows the linkage of processes for the whole organization and typically include three types of processes; mainstay (delivery system to the customer), support and driver processes.

Profound Knowledge Partners, Inc.

b. Nature of the acquisition and proposed unique qualifications of the contractor(s).

The Office of Quality was authorized in December 2018 with 4 Divisions including Enterprise Risk Management, Quality Assurance, Innovation and Improvement and Patient Safety. The purpose of the Office of Quality is to strengthen the agency’s ongoing efforts to ensure the delivery of quality health care at federally operated facilities serving American Indian and Alaska Native people and is aligned with the Quality Framework and IHS Strategic Plan 2019-2023. The Office of Quality will work across IHS Areas and facilities to identify needed quality improvement systems changes, and methods and approaches to improve healthcare practices and processes using quality improvement science. Quality Improvement is a priority of the IHS agency. Currently the IHS healthcare system lacks the capability in science and improvement knowledge and skills to provide technical assistance and training for ambulatory facility care teams.

There is a need to improve this capability in order to develop Subject Matter Experts to equip them with the necessary skills, knowledge, and capability to define, develop, test and implement quality improvement efforts for the agency using quality improvement science training to address gaps in the delivery of quality healthcare.

The IHS Office of Quality seeks to design, develop, and implement strategies to support the strengthening and development of a quality improvement program for IHS that aligns with the agency and HHS-wide overarching quality improvement goals. One of the identified needs is to train existing and future staff across IHS to develop their knowledge, skills and abilities to implement Quality Improvement activities at the National and local level. Training must be grounded in evidence-based quality improvement science as a framework for learning, planning and execution of quality improvement strategies that support changes and continuous improvements in the way health care is delivered.

Organizational Assessment and System Mapping The Office of Quality will need to conduct and Organizational Assessment to evaluate current organizational systems using a data driven quality improvement method to plan, test, analyze, and implement solutions for system design and redesign to improve efficiency and effectiveness to meet the IHS mission. As system evaluation identifies system failures or inefficiencies IHS will need to build capacity to determine tests of change that result in system improvement. IHS will need to develop process and capacity to understand and determine changes that may result in improvement. The "System Map" process has been identified by the Office of Quality to assist with reviewing the processes within the IHS organization and how they link together (interdependently) to depict the levels of the organization that shows the linkage of processes for the whole organization and typically include three types of processes;

mainstay (delivery system to the customer), support and driver processes.

Quality Improvement Training Ami™ Improvement Team workshops are designed to transform a core group of subject matter experts and their Sponsor(s) into a cohesive team with an Actionable Improvement Plan using the Ami™ Charter and other standardized documents. The goal is to utilize the Model for Improvement and accelerate learning and results using the Accelerated Model for Improvement methods and documentation to achieve the agreed outcome in 100 days. Depending on the complexity of the charters, 80% of teams have historically achieved this goal. Failure to meet and follow the requirements will extend the time the team must work. The Faculty will support the project until completion. Theory and practical application of personality intelligence, system thinking, understanding variation and building knowledge challenges participants to relearn, learn and unlearn. Teams are required to meet weekly to plan, test and implement statistically validated improvements. The teams and their Sponsors also are required to meet weekly with faculty for coaching, assistance in effective execution of PDSAs and data analysis. The Implementation Checklist will facilitate creating supporting structure to hold the gains. Upon completion of the project, the team will present their journey to Leadership and prepare a Change Package to facilitate the spread of the learning throughout the Agency.

Profound Knowledge Partners Inc. is the only service provider that can provide this particular type of Ami™ training as it is a comprehensive course that was developed and trademarked through PKP Inc., with no other course content like it in the IA training field. This training offers the Improvement Advisor course content on an accelerated level which is different than the IA Training course offered through the Institute for Healthcare Improvement (IHI). PKP, Inc. has the capability to tailor the training to meet the quality improvement training needs for the agency.The PKP Inc. HIP/IA Training will focus on developing those participants with the capability to define, develop, test and implement improvement efforts using the science of improvement.

Each of these training activities are trademarked and not found in other trainings. IHS participants will benefit from the accelerated learning models including eLearning courses, HIP wave portal, Active Ami™ Teams, Analysis and Development of Actionable Charters Using the Accelerated Model for Improvement (Ami™) Methodology, Development of HIP/IA Using Existing, Active & Future Teams, and Planned Experimentation using MidState interactive program, the HIP/IA will learn theory, design experiments, collect data and analyze the results. These activities are designed to use planned experimentation and Enumerative and Analytic Analysis not found in other trainings. The trademarked activities contained in the Ami™ model are designed for the participant to work at an accelerated level and to see progress in leading their Areas to greater increases in quality improvement process.

PKP Inc. will provide the necessary training to develop Improvement Professionals who will lead the IHS organization into systems level changes by executing high level improvement projects through knowledge of the Science of Improvement. Upon completion of the Improvement Professional course the participants are poised to become effective leaders in IHS and share best practices in quality improvement across the 12 IHS Areas.

The research highlights HHS and the Office of Personnel Management (OPM), other federal agencies, potential vendors including Small Business and Women owned Business, technical assistance agencies including Procurement Technical Assistance Centers (PTACS), Native American owned businesses, and an FFRDC, MITRE. GSA Federal Supply Schedules - HCATS Small Business as well as GSA- OASIS Small Business identified small businesses potentially capable. The impact of the market research highlights those entities who have the potential capabilities to develop and implement the plan over a three year period to meet the requirements of the acquisition.

Market Research Data Collection Approach - Market research information and findings were obtained through a variety of means including: Discussions with some of the sources listed, website reviews, GSA Discovery Tool keyword and NACIS code searches; review of select relevant existing IHS or HHS contracts, and discussions/recommendations provided by IHS subject matter experts.
