About this file
This is Amendment 0002 to a federal solicitation for Flood Mitigation & Landscape Maintenance Services at Sacred Oaks Healing Center in Davis, California. The amendment provides responses to 14 vendor Requests for Information, issues a revised Pricing Schedule, and includes a Bark Placement Diagram for clarification. The contract is federally funded and subject to the Service Contract Act (SCA), not Davis-Bacon wages. Key clarifications include: bark refresh encompasses approximately 36,684 square feet total (32,183 sq ft small bark at 2" depth and 4,501 sq ft medium bark at 2" depth) with pricing built into the base bid; approximately 15 drains and 3 underground storage tank cleanouts require cleaning/vacuuming twice per year; pressure washing covers sidewalks only; contractors may leave dumpsters on-site with Facility Manager coordination; and replacement of stormwater infrastructure is quoted separately under unscheduled repairs. Herbicides are restricted only to Federal EPA labeling requirements, and contractors must provide Safety Data Sheets for all pesticides/herbicides used.
The revised Pricing Schedule supersedes all previous pricing documents and requires vendors to provide pricing for five contract line items (CLINs): Base Year (CLIN 0001) and Option Years 1-4 (CLINs 0002-0005). Each year includes three service categories: Flood Mitigation Maintenance Service (twice per year, 2 units), Bi-Weekly Landscape Maintenance Service (26 units), and Power Wash (twice per year, 2 units). Vendors must price all CLINs or risk rejection. Service hours are Monday–Friday, 0700–1630, with the facility closed on Federal Holidays. The quotation due date is February 19, 2026 at 3:30 PM Pacific Time. All other terms and conditions of the original solicitation remain unchanged.

The Revised Pricing Schedule issued with this amendment supersedes and replaces the previously posted Pricing Schedule in its entirety.
Q2. What is the depth, type, and square footage of the bark area to be refreshed?
Response:
Approximately 36,684 square feet (+/- 500 sq ft) total.
• Approximately 32,183 sq ft small bark
• Approximately 4,501 sq ft medium bark
• Depth=2”
See attached Bark Placement Diagram for clarification of areas.
Q3. Approximately how many drains/outlets are to be cleaned/vacuumed twice per year?
Approximately 15 drains and 3 underground storage tank cleanouts.
Q4. Does pressure washing include the parking lot or just sidewalks?
Pressure washing includes sidewalks only.
Q5. 5. What is the square footage of the rip rap areas? Can you provide a detail that represents all the components that will be required as part of this cost. Ex. Filter fabric, depth etc.
Response:
Contractor shall develop and implement a preventative maintenance plan to ensure flood mitigation system is operational at all times. This includes but not limited to: entire stormwater system, perimeter berm, drainage swales all around this campus, culverts, storm drains/manholes, underground stormwater chambers and lift station pumps.
· In April and October each year, clean storm drains by vacuuming out any sediment, re-grading around storm drains and placing rip-rap or other methods to reduce erosion; If sediment depth exceeds 20-inches then remove immediately
· Grade berms and drainage swales to optimize stormwater flow; place engineered fill, rip-rap, fix culverts and other stormwater system appurtenances as needed.
Q6. Is this project state or federally funded? Is it subject to Davis-Bacon wages?
This project is federally funded. Davis-Bacon Act wages do not apply because this is a commercial maintenance services contract and not a construction contract. The Service
Contract Act (SCA) applies as indicated in the solicitation.
Q7. Is there a specific time or day that service must be completed?
Response:
No specific time/day is required. Accessible service hours are Monday–Friday, 0700–1630.
The facility is closed on Federal Holidays.
Q8. Is replacement of stormwater infrastructure included or quoted separately under unscheduled repairs?
Any replacement of stormwater infrastructure will be quoted under unscheduled repairs.

Yes. Leaving a dumpster or contractor owned equipment on site is authorized but must be coordinated with the on-site Facility Manager for proper location.
Q10. Any mulch/bark refresh will be a change order?
Mulch/bark refresh for existing areas must be built into the bid.
Any mulch/bark refresh for areas added later by the facilities team will be handled via change order. See attached satellite view screenshot with existing bark locations.
Q11. What kind of background clearance is needed for the workers?
Response (Contracting/COR):
Standard federal contractor requirements apply. No special background clearance is required for this type of work. Contractors must comply with normal access procedures established by the facility.
Q12. For native plant species – Is total eradication expected? What tolerance level is acceptable?
Response:
Total eradication of native plants is not expected. However, as close as possible to total eradication must be the goal to minimize future maintenance needs and expenses.
Contractor shall meet this requirement per scope of work:
Contractor shall develop and implement a Landscaping Maintenance Plan to ensure the most effective maintenance of the site is implemented. The plan must address routine maintenance as well as actions to remediate any foreseen seasonal issues (pruning, reseeding grass…etc.). the I.H.S./CAO expects the Landscaping Maintenance contractor to serve as the local expert regarding which services are required and how to prevent their presence of invasive plants and/or actions to remove them. Landscaping Maintenance services are generally accomplished through a proactive service performed as regular inspections for invasive species and reactive service performed as a result to service requests. Work with staff to plan and develop implementation procedures.
Q13. Are herbicides restricted further beyond EPA labeling? Is hand-pulling required in all patient-accessible areas?
Response:
Herbicides are NOT restricted further beyond Federal EPA labeling, we only require a copy of the SDS for all pesticides/ herbicides used.
Q14. Any work outside bi-weekly maintenance, twice-yearly flood mitigation, and twice-yearly power washing will be performed under written change order approval?
Response:
Any work not included in scope of work will be handled via this line item below:
Unscheduled Service Calls and Repairs: contractor shall provide a quote for corrective actions needed to bring flood mitigation system, landscaped areas, water irrigation system and associated components back into standard operations. If quote is approved by government Contracting Officer (CO), then contractor shall complete all needed work to bring landscaped areas, water irrigation system and its components back to operations and minimize impact to patient care services. A modification to the contract will be required prior to the work to start, however, in an emergency a verbal approval from the CO will authorize work to be completed prior to the modification.
