About this file

This is a Pre-Proposal Inquiries document and Amendment A00004 to Solicitation 75H701-26-R-00014 for the Zuni Cooling Tower Repair by Replacement project. The Indian Health Service (IHS) Division of Engineering Service is soliciting contractor services for cooling tower replacement at its Zuni, New Mexico facility (Project No. AQ22ZS005). The document presents nine frequently asked questions from potential bidders with official IHS responses addressing scope clarifications and technical requirements.

Key scope clarifications include: full replacement of the existing heat exchanger is required; the Preventative Maintenance service provider (not the contractor) will handle water treatment services; condenser water piping replacement is only as needed; groove lock piping is acceptable instead of welded piping; epoxy paint per manufacturer recommendations is required for all cooling tower piping (interior and exterior); and the existing cooling tower basin must be repaired or totally replaced, not abandoned. Contractors must provide temporary cooling tower equipment during project execution, unless work occurs during winter months when cooling may not be necessary. Regarding bonding, a bid bond is required at proposal submission with Payment and Performance bonds required 10 calendar days after award. Chilled water pump VFDs may be replaced, but associated pump replacement is not included in scope. The document owner is Shaukat Syed at the IHS/DES, reachable at 516-361-4989.
