Key clarifications include: the Owner will conduct site monitoring and verification; no SWPPP is required as the project disturbs less than one acre; MOXIE admixture is required for new manholes per specifications; asphalt removal and replacement quantities have been amended in the revised price schedule; the contractor is responsible for locating a suitable waste disposal site; New Mexico Gross Receipts Tax has been added to the price schedule; the Buy American Act applies per FAR Clauses 52.225-9 and 52.225-10; construction water costs will be coordinated with the Facility Engineer and may require a modification after award; SDR-35 PVC pipe is acceptable for 4-inch service lines; and manhole testing is required and incidental to the unit price.

Additional key requirements include: separate trenches are mandated for parallel water and sewer installations with specific separation standards; the sewer lines must remain operational during construction with a bypass plan required; survey is needed for Red Line As-Builts at project conclusion; TERO costs must be confirmed through the Zuni Tero office; marker posts are required for all manholes; the contractor must locate approved borrow areas for earth fill; unforeseen site conditions will be addressed under FAR 52.236-2 Differing Site Conditions; and proposals must be submitted in two volumes utilizing Lowest Price Technically Acceptable (LPTA) source selection procedures per Section L.10. The price schedule (Attachment J03 - Rev.2 dated January 26, 2026) has been corrected for swapped bid item quantities, and Company Specialized Experience Construction Form (Attachment J04 - Rev.1) has been corrected and provided with this amendment.

20. RFP

Is the government open to running sewer in the middle of the road vs the side through the sidewalks. It would be a much cleaner approach than having to go through driveways, fences, curb & gutter, etc.

COR Yes, but a comprehensive traffic plan and safety plans will need to be submitted for consideration

21. RFP Will we need to keep the sewer live during construction? COR Yes, the sewer line is to remain in operation during construction.

22. RFP Is there a Geo-Tech report available for the project? Specifically, is any hard dig anticipated? COR There is no Geo Tech report available.

23. RFP Are we permitted to cast square-shaped manholes in place? COR No, the specifications do not allow for square manholes.

Amendment A00002 dated 01/27/2026

24. RFP

Sheet C-1 Profile 6th Street Sewer line “A” shows note “reconnect service line as required by field verification”. It appears this service line is already connected to existing SAS to remain in place. If so, why reconnect? Please clarify.

COR

The note “RECONNECT EXISTING SERVICE LINE TO NEW MAIN” is currently connected to the existing sewer line; the existing sewer line is to be removed and replaced with New Line A, as indicated in Piping Schedule 1.

25. RFP

Sheet C-1 does not show elevation profile of existing SAS main on line “A” and line “B”. Since most of this work is existing line tie in work, won’t the existing SAS main be at same location and elevation as new SAS main? While SAS line “A” is on a new alignment this does not appear to be the case for Line “B”. Please confirm.

COR

The existing Line SAS is to be removed and replaced with Line A and Line B. The elevations should remain the same as before.

26. RFP

Is sewer service in all existing homes or bldg. tie ins to be completed in this work in current use and operation? If so, will continued operation be required when exist system must be removed and replaced? How long can service be down? Can adjustment to alignment be made with engineer approval to allow continued operation?

COR

Yes, all housing units are connected to the SAS Lines and are to remain in service. Service can be down when transfer of existing SAS line, that will be coordinated with the Facility Engineer and CEO for housing occupants’ notice. Yes, adjustment to alignments may be considered and approved by Facility Engineer and COR.

27. RFP

On Sheet C-1 Gen Note 5:

a. “.. separate trenches will be required in all cases (this shall be effective even though one line has been installed prior to the other)” Please clarify if this will apply and if so, how this is to be

COR

a. Separate trenches are required in all cases for parallel water and sewer installations. Reduced horizontal separation (<10 feet) is only permitted with increased vertical separation (minimum 18 inches) and does not allow a shared trench.

implemented for sewer and water less than 10 feet apart or water less than two feet above?

b. On same note, at water sewer crossings: water line to be three feet above sewer. Will rerouting water, even service lines be expected. Will change order costs be allowed for these unknown conditions. Please clarify.

c. On same note what happens when nine feet of cast iron pipe interferes with other utilities or obstructions, roadway, buildings, etc.?

d. On same note, what will be done at service tie ins where 10’ separation is not possible when service entry into an existing building where stub out service locations cannot be changed?

Where minimum vertical separation cannot be met, additional protective construction is required in accordance with the specifications.

b. b. Per B01 Attachment J01a – Technical provisions Section 06 - Gravity Sanitary Sewers, TP-606 (Water and Sewer Line Separation Requirements), pages 5–6, when water lines cross sewer lines, the water line shall be installed above the sewer line with a minimum vertical separation of 18 inches (measured pipe O.D. to pipe O.D.). These requirements apply to mains, laterals, and service lines.

Where the required vertical separation cannot be achieved, additional protective measures are required, including reconstruction of the sewer with ductile iron pipe or approved concrete encasement in accordance with TP-606.C.

In addition, Technical provisions Section 01 – Trench Excavation & Backfill, TP-107.A.6, page 4, states that any existing water or sewer services that intersect or interfere with new pipelines shall be rerouted by the Contractor as directed by the Owner or Owner’s Representative.

If unforeseen site conditions are encountered, they will be addressed in accordance with FAR 52.236-2 Differing Site Conditions.

c. The required ductile iron pipe length at crossings shall be installed as specified. Conflicts with utilities, structures, roadways, or buildings shall be resolved by the Contractor through approved adjustments or methods.

d. Where 10-foot separation is not feasible at existing buildings with fixed stub-outs, service lines may be installed
