About this file

This document is an amendment to a federal solicitation for the Zuni Roof Replacement and Fall Protection Construction project for the Indian Health Service (IHS). The project involves comprehensive roof replacement and fall protection upgrades at the Zuni Comprehensive Community Health Center, with key details including a proposal due date of December 16, 2025, and an anticipated award within 60 days of the close date. The solicitation covers specific roofing system requirements, including a 60-mil PVC roof membrane, 2" polyiso rigid insulation, ½" underlayment, and ¼" gypsum coverboard, with tapered materials potentially required to achieve specified slopes.

The amendment includes extensive questions and answers addressing technical specifications, site conditions, and project requirements. Notable elements include provisions for working in an occupied hospital setting with immune-compromised patients, requirements for noise and odor limitations, and the need for careful coordination with hospital operations. The project also involves reinstalling lightning protection systems, adding new roof hatches and safety rails, and managing potential air quality and containment concerns. Contractors are advised that the southside dirt parking lot will be available for staging and materials, and that a federal employee must be on-site for all work. The solicitation is a Lowest Price Technically Acceptable (LPTA) procurement with a 20-year warranty requirement.

Questions and Answers 12/08/2025

Project Title: Zuni Roof Replacement and Fall Protection Construction, AQ22ZS004 Solicitation #: 75H70126R00007

Below are the questions received in response to this solicitation and their respective answers:

1. Can we submit an alternate solution to the one requested in the RFP?

Similar question: There are a few other attachment options that we can limit the amount of adhesive needed. It could help save costs on materials and labor. Is there any interest in looking into different or additional attachment options?

Answer: You may propose this alternative system as part of your bid and the Government may then decide to do a deeper assessment if yours is the lowest offer being evaluated; remember that this is a LPTA solicitation. In your offer, I suggest you address the following questions:

- Is this product fully compatible?

- What are the vapor and off-gassing implications of product(s) with regard to infiltration into the facility?

- Are there multiple products such as cleaner, primer, coating, perhaps others for repairs prior to coating?

- 4. What is the warranty available for this particular installation? Make sure the warranty is stated clearly.

2. Past Performance – Teaming/Subcontractors. The solicitation states that teaming proposals must clearly identify each firm’s role and level of participation.

Question:

Will the Government allow relevant past performance from a major subcontractor or teaming partner, specifically for specialty trade work such as roofing, to be submitted and evaluated as part of the Offeror’s proposal?

Answer: Refer to M.2, Factor 2. Notice that this RFP will use a LPTA source selection, so the past performance evaluation will be rated as Acceptable/Unacceptable. Ensure the past performance record reflects how the past performance record of the proposed organization applies to this project.

3. Teaming Documentation Requirement. The solicitation indicates that “teaming proposals shall clearly identify the roles and level of participation of each firm.”

Question:

Does the Government require a signed teaming agreement (or letter of commitment) to be submitted with the proposal, or is identifying the proposed teaming structure and roles within the technical proposal sufficient?

Answer: Refer to L.8,Factor 3, Joint Venture Agreement (2) for signature requirements. and to SBA Mentor – Protégé Agreement for SBA approval requirements.

4. Key Personnel – Superintendent, SSHO, and Quality Control Manager Roles. The solicitation outlines the requirements for the Job Site Superintendent, SSHO, and Quality ControlManager.

Question:

Will the Government allow one individual to serve in more than one key role (e.g., Superintendent also serving as SSHO and/or Quality Control Manager), or does the Government require these positions to be filled by separate personnel?

Answer: Refer to M.2, Factor 1. Ensure your technical approach is appropriate for this project.

5. The plans show a tear-off leaving the Cementous lightweight concrete topping in place and installing the roof system over the top. The spec book calls for a tear-off down to the metal deck.

From what I understand, the metal deck sits below the concrete deck.

Do I figure to tear off down to the metal deck?

Answer: No, lightweight topping to remain per drawings.

6. Are there any requirements to utilize local labor?

Answer: No.

7. Is a bid bond required?

Answer: Refer to L.3. Yes.

8. Should our bid include gross receipts tax?

Answer: Refer to B.2 and L.8. Additionally, perform a search for the term “tax” throughout the RFP for additional tax considerations. Yes, taxes shall be included as part of your price proposal.

9. The bid is due on 12-2-25. When do you expect to award the project?

Similar Question: When does the agency plan to award the project as weather conditions can contribute to the 180 days of POP?

Answer: Refer to block 13.d of the SF-1442. The Government expects to award the project within 60 days of the FRP close date.

10. When is the first mobilization of work to commence?

Answer: Refer to F.2. The notice to proceed (NTP) date will be negotiated after award.

11. Is the building structurally sloped? The plans require a ¼” slope; however, the assembly does not specify any tapered materials.

Similar Question: I’m reaching out to confirm that the Concrete deck itself is sloped? The Drainage plan looks like it could be a full taper but the description specs seem to call just for flat stock and crickets.

Answer: The structure and metal deck are level. Existing roof slope is provided by the lightweight concrete topping. Tapered materials may be required to achieve specified slopes.

12. Can you confirm the following scope/assembly

a. Section 070150, section 3.2.A refers to tear off down to the metal deck. In section 075400-6section 3.2.D the spec book calls to repair holes and deficiencies in the lightweight concrete deck. Please clarify.

Answer: Lightweight topping on metal deck is to remain. Existing topping to be repaired if damaged during tear-off.

b. Section 075400 section 1.1.A-2 refers to an adhered ½” underlayment (the plans call for a temp roof underlayment, the spec book calls for a ½” underlayment, which I interpret as a1/2” rigid coverboard. Can you confirm which is being called for )

Answer: I am unsure of plan reference for “temp roof underlayment.” See 075400.2.4.C. – First layer is ½” underlayment (Densdeck or equal) over existing sloping lightweight concrete topping.

c. Adhere flat 2” Polyiso rigid insulation

Answer: Second layer. Is this a question?

d. Adhere ¼” gypsum coverboard Answer: Third layer. Question?

e. Adhere 60mil PVC roof membrane

Answer: Fourth layer. Question?

f. Install 22ga cleat + 24ga coping on walls Answer: Detail 1/A4.5 shows indicates the new coping system of 20ga cleats and 24ga prefinished coping. Also see spec 077100. Is there a question on this?

g. Provide 24x36 roof hatch (with safety railing)

Answer: Is this a question? There are two new roof hatches/openings/safety railing/ladders per Keynote 14, Sheet A4.1.

h. Is there any other fall protection required?

Answer: Yes. This includes but may not be limited to Fall protection guardrails per Keynote 1, Sheet A4.1, horizontal lifeline system per Keynote 26, Sheet A4.1, Ladder approach protection per Keynote 27, Sheet A4.1 and A4.10. Also see specifications section 055000 and 118129.

i. Are ISO crickets required?

Answer: Tapered materials may be required to achieve specified slopes. See generals notes A and F, Sheets A4.1 and A4.2.

13. The intent of the lightning protection aspect of the project is to relocate temporarily to facilitate re-roofing/ re-install and re-certify. Will the Fall Protection system, railings, posts, cabling require integrating into the existing lightning protection system?

Answer: Most likely, and that would need to be confirmed by the lightning protection subcontractor and certifying agency for the system.

14. Drawing A4.5, Detail 4 – Can extending the plumbing vent be done above the roof using no hubb ands and pvc sch 40 piping?

Answer: Yes. New PVC piping will need to be painted white to avoid degradation of the pipe.

15. Specification 070150 Part 3 Execution 3.2 Roof Tear Off, A. States that the roof tear off is down to the metal deck. In several other locations in the drawings, the lightweight concrete is to remain. Please advise.

Answer: Lightweight concrete topping is to remain.

16. The condition of the lightweight concrete insulation was not observable during the pre-bid walkthrough. Specification 075400 Polyvinyl Chloride (PVC) Roofing, Part 3 Execution 3.2.

D.1describes unforeseen repairs to existing fastener holes, incidental surface damage, divots, gouges, bird baths, existing rough cold joints. Can the Contracting Officer assign a square footage or an allowance for repairs to existing so that the proposals will be equitable amongst the bidders?

Answer: Not needed but it may be easier to negotiate a contract modification if you provide the assumptions for your offer.

Realistically, the adhered underlayment will suffice for all small anchor holes and divots. Only more extensive areas of damage will need repair and that is impossible to guess at.

17. How many and how often will pull tests be required for this project? Specification 075400Polyvinyl Chloride (PVC) Roofing, Part 3 Execution 3.2. D Answer: Perform pull test at four (4) random dispersed locations agreeable to COR and roofing manufacturer’s representative. 18. This project will likely experience delays for weather. How many days has the COR set aside for weather delays? Who will make the determination of what constitutes a legitimate weather delay? Closeout Procedures 017700 E.6 asks for the contractor to submit a final liquidated damages settlement statement, (as applicable). Are Liquidated Damages applicable to this project? If so, what amounts?

Answer: No, liquidated damages are not included as part of this RFP.

19. Scope of Work IV Coordination with Owner – B. The contractor is allowed to utilize a limited portion of the existing parking lots for storing and staging. Reviewing the site, it appears that the only parking lot that will not impede on the operation of the hospital is the East parking lot. 1.6 PROJECT CONDITIONS

A. Buildings will be occupied during the work. Conduct reroofing so Owner's operations are disrupted as little as possible. Provide COR with not less than 72 hours' notice of activities that may affect service unit’s operations.

1. Coordinate work activities daily with COR so COR can place protective dust or water leakage covers over sensitive equipment or furnishings, shut down/restart HVAC and fire alarm or -detection equipment if needed, and evacuate occupants from below the work area in an emergency.

2. If structurally impaired areas of deck are discovered, notify COR to evacuate occupants from below the affected area. Verify that occupants below the work area have been evacuated before proceeding with work over the impaired deck area.

3.1 PREPARATION

A. Coordinate with Owner to shut down air-intake equipment in the vicinity of the Work. Cover airintake louvers before proceeding with reroofing work that could affect indoor air quality or activate smoke detectors in the ductwork. It appears that the COR will be responsible for providing protection for dust that may occur during the demolition and installation below the roof, and the contractor is responsible for coordinating this scope (HVAC shutdowns and covering air intake louvers). We are assuming that the scope of work for the new davit crane will be above a space that can be easily contained, a Type B Low Risk, Class III.

- The question is, is the space below the roof including the interstitial space between the hard lid ceiling and roof deck, as well as the areas below the hard lid ceiling considered Class III, requiring negative pressure and floor to ceiling containment?

Answer: Yes and No, the interstitial space between the lid/ceiling and the roof deck is considered both dependent on the area of the hospital. The inpatient area behind the 2-hr firewall are ducted. The business occupancy areas are plenum.
