About this file
This document is Standard Form 30 (Amendment of Solicitation/Modification of Contract) for a subsurface drip drainfield construction project administered by Indian Health Services (IHS), Division of Engineering Services (DES) in Dallas, Texas.
Project Overview and Key Details:
The amendment (A00001) was issued on October 22, 2026, for Solicitation No. 75H701-26-Q-00036, Project No. PO-22-D02L. The amendment provides government responses to five contractor questions regarding the septic system installation work. The proposal deadline remains October 30, 2026, at 2:00 PM CDT, and all other terms and conditions remain unchanged. Contractors must acknowledge receipt of this amendment by number and date on their cover letter or by submitting a signed copy of the SF30.
Government Responses to Contractor Questions:
The government clarified that no as-built drawings exist for the existing septic tank; the tank appears to be concrete construction from approximately the 1940s, but capacity, dimensions, and steel reinforcement presence are unconfirmed. Bidders must base estimates on the plan set provided (page 6 of the design). The approximately 200 linear feet of 2-inch PVC supply and return piping represents the approximate trench route length, not total pipe footage. The contractor is responsible for obtaining all required permits and paying all associated fees, which must be included in applicable bid line items. Designer inspection and record drawing fees are covered by the government's contract with the designer; however, the contractor must pay any final inspection fees to the County and coordinate all inspections with the designer and/or County. Bidding contractors must complete their questions no later than 2:00 PM CST on October 23, 2026.

Contractor Questions and Government Responses (bolded below), Dated 21 October 2026, Jennifer Brown
(COW):
1. Existing Septic Tank Information
Can you confirm the construction material of the existing septic tank (concrete, fiberglass, plastic, or other)? If available, could you also provide its approximate capacity, dimensions, and whether it contains steel reinforcement?
ANSWER: No as-built drawings are available for the existing septic system; therefore, the septic tank’s capacity and dimensions are unknown. The tank appears to be constructed of concrete, but the presence of steel reinforcement has not been confirmed. The homeowner believes the system was installed in the 1940s;
however, the installation date cannot be verified.
2. Drainfield Capping Fill
The Measurement and Payment document specifies 6 inches of sandy loam or silt loam capping fill extending 10 feet beyond the dripline corners. Can you confirm the total square footage requiring capping fill, or provide an estimated quantity?
ANSWER: Bid should be based upon information in the plan set. Please refer to the plan view and drip-field cross section on page 6 of the design.
3. Supply and Return Piping
The documents reference approximately 200 linear feet of 2-inch PVC supply and return piping. Is this the combined length of both pipes, or does it represent the approximate trench route length with separate supply and return lines?
ANSWER: Section 6. SUBSURFACE DRIP DRAINFIELD (INCLUDES HEADWORKS AND
TRANSPORT LINES) & CLEARING of the Measurement and Payment Document: “Installation of supply and return lines: all pipe and fittings for 2” PVC Sch 40 supply and return lines (approximately 200’, as shown in the Design, installer to confirm lengths before construction)…” refers to the approximate length of trench for the supply and return lines, not the LF of pipe required. Please see the plan view on page 6 of the design.
4. Septic Permit Responsibility
The Technical Specifications indicate that the Government will secure applicable sewage disposal permits, while the
Statement of Work assigns permit responsibilities and fees to the contractor. Can you clarify whether the septic construction permit has already been obtained and paid for, and which remaining permit fees are the contractor's responsibility?
ANSWER: The Government has NOT obtained the septic construction permit. The Contractor shall obtain all required permits and pay all associated fees. These costs shall be included in the applicable bid line item, as specified in the Measurement and Payment and Statement of Work documents.
5. Inspections and Record Drawings
Are the required septic installation inspections, designer inspections, and final record drawings included in the existing project arrangements, or is the contractor responsible for independently arranging and paying for these services?
Jennifer Brown (COW) Solicitation No.: 75H70126Q00036 A00001
ANSWER: Fees for the Designer’s final inspection and record drawings are included in the Government’s contract with the Designer. The Contractor shall be responsible for any final inspection fees payable to the
County. The Contractor shall coordinate all required inspections with the Designer and/or the County, as applicable.
*As stated within the solicitation, inquiries (questions) must be received no later than 2:00pm CST on 23 October
2026 to allow time for response(s). After which, no further questions are guaranteed to be answered*
NOTICE TO OFFERORS: Offerors must acknowledge receipt of all amendments by number and date on their cover letter in their offer or by submitting a signed copy of the SF30. All other terms and conditions remain unchanged.
