About this file

This is a Request for Proposal (RFP) from the Indian Health Service (IHS) for a Software as a Service (SaaS) solution to procure, install, and track medical equipment and furnishings for healthcare facilities. The solicitation (RFQ 75H70126Q00006) seeks a web-based, cloud software with specific requirements including offline functionality, room-specific tracking via barcode system, ability to track multiple projects, interactive visual floorplans, API connectivity, and enterprise-level user access. The software aims to replace current spreadsheet-based tracking methods that have led to project delays, incorrect equipment installations, and version control issues.

The procurement is structured as a firm-fixed price purchase order with a base year and one option year, each lasting 365 days. Proposals are due by December 30, 2025, at 3:00 pm EST, to be submitted via email to Jong Kim at jong.kim@ihs.gov. The contract will be awarded on a best-value basis, evaluating both price and compliance with solicitation terms. Key deliverables include an active software license, training sessions, and the development of a master template list for future IHS projects. The software must meet Section 508 accessibility standards and be pre-approved by the IHS Office of Technology.

SECTION C – DESCRIPTION

General Information

1.0 Purpose

1.1 The purpose of this SOO is to a purchase a software license for the logistics required to procure, purchase, install and tracking of Medical Equipment and Furnishings, Fixtures, and Equipment

(FF&E) for the construction of new health care facilities.

2.0 Background

2.1 Currently, medical equipment and FF&E installation is done using spreadsheets. IHS currently puts the burden of completing this task on the IHS Area or the General Contractor awarded the primary construction contract.

2.2 This approach has led to undesirable outcomes. Project delays and cost overruns occur for improperly installed equipment which has caused facilities to have operational issues when opening. Common errors that have occurred include equipment being installed in the wrong location, incorrect electrical information leads to equipment tripping circuit breakers, and having a comprehensive understanding of what equipment was installed from the master planning list.

2.3 Version control is another major issue. Once the General Contractor and IHS engage in an agreement to install medical equipment the platform of choice for tracking is an excel spreadsheet. This has led to many errors and misunderstandings of what equipment was installed.

2.4 Once a project is complete the final spreadsheet of what was installed is hard to verify. At times

IHS has to do a re-assessment of all of the equipment that was installed due to poor change control with the spreadsheet. Then IHS has the burden of entering the medical equipment into a

Computerized Maintenance Management System (CMMS) to keep track of preventative maintenance and service contract. The current method of using spreadsheets been a drain on IHS resources since the data can often needs correction.

2.5 The switch from using spreadsheet to using a software as a service product will improve IHS operations and logistics for determine what software was purchase, staged, installed, and put into use for the new healthcare facility.

3.0 Software Expectations

3.1 For this software to be viable for IHS use, the SaaS product shall have the following features.

3.1.1 The software shall be web based, fully developed commercially available, cloud based software with a proven track record.

3.1.2 The software shall ensure accurate tracking, reporting and management of all equipment throughout the planning, procurement, staging, installation, and commissioning phases of the health care facility.

3.1.3 Have pre-approval for safe use with IHS Office of Technology

3.1.4 Software shall work offline making sure project management can continue without an internet connection.

3.1.5 The software shall have room specific reporting that uses a barcode system (or equivalent) to track what was install on a room by room basis. The software shall have both a paper and paperless option to display information on the room door on what was installed.

3.1.6 Shall have the ability to track multiple project at any given time.

3.1.7 Shall provide interactive visual floorplans that can be categorized by color to determine the different stages of the project’s equipment installation and commissioning progress.

3.1.8 Connect via an API to medical equipment & FF&E planning software that allows for easy tracking in a different software program

3.1.9 Allow enterprise level of users (100+) if needed

3.2 The software shall support the coordination of equipment relocation, staging, redeployment, and decommissioning during the transition phase.

3.3 Projects shall be able to be archived and imported into new projects as needed.

3.4 The software shall have a method for documenting the transfer of responsibility for equipment between different stakeholders

3.5 The software shall have the ability to export the as-built equipment data that will allow IHS to import into its CMMS of choice with no issues.

3.6 A master template list shall be developed and standardized for the beginning of all IHS projects.

This will serve as a baseline for future projects.

4.0 Acceptance Standards

4.1 If the software application meets or exceeds the features described in section 3 it will be acceptable for use for IHS.

HHSAR 352.239-73 Electronic and Information Technology Accessibility Notice (DEC 2015)

(a) Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d), as amended by the Workforce

Investment Act of 1998 and the Architectural and Transportation Barriers Compliance Board Electronic and Information (EIT) Accessibility Standards (36 CFR part 1194), require that when Federal agencies develop, procure, maintain, or use electronic and information technology, Federal employees with disabilities have access to and use of information and data that is comparable to the access and use by

Federal employees who are not individuals with disabilities, unless an undue burden would be imposed on the agency. Section 508 also requires that individuals with disabilities, who are members of the public seeking information or services from a Federal agency, have access to and use of information and data that is comparable to that provided to the public who are not individuals with disabilities, unless an undue burden would be imposed on the agency.
