About this file

This document is an Amendment (A00001) to a Request for Proposal (RFP) for an IT SaaS Medical Equipment Installation and Logistics Software for the Indian Health Service (IHS). The solicitation (Solicitation Number 75H701-26-Q-00006) seeks a software solution to track medical equipment and FF&E procurement and installation for new healthcare facility projects. The offer due date has been extended to 3:00 pm EST on 12/22/2025.

The amendment includes 12 questions and answers that provide additional context about the software requirements. Key details include: the solution will track hundreds to thousands of medical equipment items, is not an asset management or RTLS solution, focuses on new healthcare facility projects, and aims to provide technical assistance to 500+ tribes and IHS employees. FedRAMP certification is preferred to expedite the Authority to Operate (ATO) process, which can otherwise take 12-18 months. The software must be pre-approved by IHS Office of Technology, with the pre-approval process being internal to IHS.

IT SaaS Medical Equipment Installation and Logistics Software

Indian Health Service

Amendment A00001

Q1: What is the number of movable medical equipment that will be tracked under this solution?

A1: The number depends on the scope of the project it can be a few hundred to a few thousand.

Q2: What type of moveable medical equipment will be tracked under the solution?

A2: The solution must track all medical equipment and FF&E.

Q3: Will the environments where this solution resides allow for network connectivity and active

RTLS solutions (powering, network, mounting)?

A3: No we are not looking for an RTLS solution with this requirement. This software is not to replace a CMMS system. This is only for new construction and possibly renovations and modernizations that may wish to purchase and install new equipment and FF&E.

Q4: Is the goal of this solution to provide better accuracy for building project lifecycle management, or management of clinical assets within a healthcare facility?

A4: No we are not looking for an asset management solution. This is for tracking the procurement and installation of medical equipment and FF&E. After the project is complete a different CMMS will be used to track assets.

Q5: Is there an expectation that assets will regularly move from building to building or location to location?

A5: No. This is for new healthcare facility projects only.

Q6: How does Indian Health Services (IHS) define a “Project”?

A6: The planning design and construction of a new health care facility. Can vary in size depending on the project.

Q7: Has IHS found any software that allows for offline client-side syncing?

A7: We are not looking for offline client side syncing.

Q8: Is the training requirement in Sections 5.0 and 7.0 expected to be in-person or online?

A8: Ideally online. To save on costs.

Q9: How do we know if we are pre-approved for safe use with IHS Office of Technology?

IT SaaS Medical Equipment Installation and Logistics Software

Indian Health Service

Amendment A00001

A9: The pre-approval process is internal to IHS. During market research IHS identified applications that can meet the requirement and started the approval process with OIT. In the event your software is not pre-approved the award process may take longer as IHS OIT must approve any and all IT software before usage.

Q10: The RFP states: "Have pre-approval for safe use with IHS Office of Technology." Can you advise on how to accomplish this pre-approval?

A10: The pre-approval process is internal to IHS. During market research IHS identified applications that can meet the requirement and started the approval process with OIT. In the event your software is not pre-approved the award process may take longer as IHS OIT must approve any and all IT software before usage.

Q11: For pricing purposes, we would like to understand if there is a portion of the expected 100+ enterprise level users who would require access only to view records or submit forms.

A11: Not at first but in the future yes. We want to provide this as technical assistance to all 500+ tribes and all IHS employees.

Q12: Is FedRamp certification required for your environment?

A12: It is preferred to assist with getting an ATO from IHS OIT. Without it, the review and approval process can take 12 to 18 months.
