About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a lighting project at a hospital, specifically the Eagle Butte lighting project (Solicitation Number 75H70125R00060). The amendment addresses several key technical considerations, including the need to abandon the existing auto-dimming lighting system, replace indirect hallway lighting with LED flat panels, and potentially modify track and tiles to accommodate new lighting fixtures. The document confirms that two specific Federal Acquisition Regulation (FAR) clauses remain unchanged in the solicitation.

The amendment extends the proposal due date to 19 September 2025 and provides responses to contractor questions about lighting implementation challenges. One notable instruction directs potential bidders to contact the TERO (Tribal Employment Rights Office) Director, Phil Knife, at 605-964-8376 to obtain current TERO fees. The solicitation is being issued by the Division of Engineering Services in Seattle, Washington, with a project number of 131154, and involves modifications to the hospital's existing lighting infrastructure.

SUMMARY OF CHANGES

75H70125R00060

A. Amendment 01 incorrectly stated that the following FAR clauses and provisions were updated or deleted via the Revolutionary FAR Overhaul (RFO). These clauses are not authorized for RFO Deviation at this time. This amendment is to correct these clauses and remove the Deviation from them. The following remain unchanged in the solicitation:

i. 52.225‐10 Notice of Buy American Requirement‐Construction Materials [in Section L]

ii. 52.225‐13 Restrictions On Certain Foreign Purchases

B. Answers to the following questions are as follows:

1. We found that all the lighting in the hospital is fed from dimming control boxes and the lighting is dimmed according to the light outside, (Sunny or Cloudy) With that said, there has to be dimming wires and dimming florescent ballasts throughout the facility.

Most dimming switches for florescent are not compatible with LED. They cause a flicker.

On top of that even if we can use the control boxes for the hospital, the rooms they want to install the dimmers on will not work correctly tied in with the system.

The only way we see this working is to eliminate the auto dimming for the whole hospital and then dim the areas that they are asking for.

Response: The auto dimming system would have to be abandoned.

2. The indirect lighting in the hallways are something that we need to look into getting rid of and install LED flat panels.

With that said there will be a lot of track and tiles for these edges.

There are references in the specs about this type of change when the fixtures are not suitable.

Response: Yes, with the removal of the indirect lighting, the track and tiles will need to be changed to match the LED flat panels.

3. What are the TERO fees for the eagle butte lighting project?

Response: Please contact the TERO Director, Phil Knife, 605‐964‐8376, for the most current TERO fees.

C. Extend the due date for proposals to 19 September 2025.
