About this file
This document is an Amendment (A0002) to Solicitation 75H70125R00039 for the Billings Area Generator Project issued by the Indian Health Service (IHS). The amendment extends the period of performance from 180 to 365 calendar days and includes a Questions and Answers (Q&A) sheet dated May 7, 2025, along with site visit sign-in sheets. The project involves installing emergency generators at three healthcare facilities in Poplar, MT, Pryor, MT, and Arapahoe, WY, to provide backup power for medical equipment, life-saving devices, and critical building systems.
The solicitation is a 100% small business set-aside under NAICS 236220 with a $45 million size standard, seeking a firm fixed-price construction contract. The project's estimated value ranges between $1-5 million, with the emergency generators capable of providing backup power for up to 96 hours. The procurement will be evaluated using a lowest price technically acceptable (LPTA) methodology, with price serving as the primary discriminating factor. Contractors must be registered in the System for Award Management (SAM) and submit proposals electronically by the specified deadline.

For all project locations, the drawings specify: 'CUMMINS MODEL # C150N6 OR APPROVED EQUIVALENT.' The solicitation includes the following language: H.17. APPROVED EQUIVALENTS (OR EQUALS).
Contractor proposed equivalents shall be submitted for review after award as a Request for Information (RFI). Proposed equivalents will not be reviewed during the solicitation period.
Q: Are other manufacturers allowed, such as GENERAC and KOHLER?
What is the determining factor that would be considered 'Approved Equal'?
This may impact procurement durations and costs.
04/30/2025
Determination generator factors such as "approved equals or equivalent" indicates that the vendors are allowed to consider alternative products without being restricted to the specific brand or model specified. Although, this project was surveyed by an A/E company that recommended these specific generator models for the three (3) health care facility's size and needs; such as future renovations and/or expansions in the near future. Assigned COR and PM shall review proposed alternates post award through RFI.

Poplar Location Specific Questions:
Keynote 1 on Sheet E201 and Sheet P111 identify a natural gas genset is specified, yet during the site walk, the IHS team identified that diesel would be required. Please clarify if the natural gas requirement remains. If it is diesel, please provide tank sizes, genset design basis, etc.
05/01/2025
Plans and supporting documents indicates that the generator recommended for the Poplar location is: 125kW Natural Gas - 134kW rated- Model #C150N6 (Cummins) with walk-in enclosure and generator pad.
IHS COR
A0002 4 4/22/2025 Technical
Poplar Location Specific Questions:
An existing genset and enclosure building are present. Does the scope include demolition and removal of this enclosure and all of the contents, including the genset and diesel tank?
05/01/2025
Per Construction Documents page E201/P111 (general notes) mentions that contractor shall remove and replace with new recommended natural gas generator with new prefabricated walk-in generator enclosure. All demolished work shall become property of the Contractor.
IHS COR
A0002 5 4/22/2025 Technical
Poplar Location Specific Questions:
The new walk-in enclosure building, new genset, including the new equipment slab on grade, appear to be installed at the same footprint as the existing enclosure and genset. Is a backup generator required to be provided by the contractor, including fuel, during the downtime for that existing generator? If yes, could you please provide specifications for that temporary generator with tank size and fuel requirements?
05/01/2025
Existing conditions are not completely detailed on the construction documents, but the contractor shall survey the site and make all necessary changes required based on exisiting conditions for proper installation of new work. The contractor shall remove the exisiting generator and it's appurtenances to provide for future renovations of this facility. It is recommended to reroute the existing electrical distribution to provide an emergency branch and to wire the existing life safety egress lighting to this new emergency branch and remove the existing battery power backup. The owner would like to minimize the down time where generator power is not availible to the building. I don’t believe there is a need for a temp/rental generator but I am also unsure how long the work is anticipated to take and potential down time. Another option could be to move the existing gen set to a temp location nearby and reconnect in a temp configuration while the slabe and site work is completed until the new unit can be set and connected.

Poplar Location Specific Questions:
During the walk, it was requested to identify the location for the annunciator as conduit and cabling would be required to be run through the facility for that item. Could you please clarify the exact location within the facility where it will be located?
05/01/2025
The facility annunciator location shall be proposed at the preconstruction meeting between the facility's maintenance supervisor and the contractor's licensed electrician/electrical engineer. All electrical work shall comply with the 2020 National Electric Code, State, and Local Codes (NFPA). Owner is requesting that the remote annunciator panel be installed in room C101 registration/scheduling.

Sheet E201 note 15 states Fusible switch for ATS OS 250A/250A /3p, sheet E401 shows 600A/600A/3P. Which one?
05/01/2025
AE please provide a response
This question is directed toward the Pryor location electrical drawings. Keynote 15 on Sheet E201 is an error. The one line diagram on Sheet E401 is correct. The fused disconnect for ATS 'OS' shall be rated at 600A/600A/3P.

Pryor Location Specific Questions:
Gas Piping Routing (Sheet P111):
The current design indicates routing gas piping underground through the existing parking lot to the genset. During our site walk, we observed that the basement has an open ceiling space with existing utility services routed along it. Utilizing this space for gas piping could potentially reduce the amount of underground piping required, leading to cost savings. Could this alternative routing be considered for pricing versus the designed routing?
05/01/2025
Alternate route shall be field verify and approved by project manager and/or COR. Verifications shall be discussed during pre-construction with facility maintenance. All pipe routing shall be in accordance with NFPA safety codes within the health facility. Contractor may provide cost estimate once approved. (AE please provide a response)
AE firm is in agreement with the above IHS response. As long as the routing is IAW NFPA standards and discussed/agreed upon with IHS in advance, AE firm does not have any objections to alternate routing for cost savings.

Pryor Location Specific Questions:
Remote Annunciator Location (Keynote 5 on Sheet E201):
The sheet indicates the location of the remote annunciator. Could you please provide the exact location and routing details for this item?
05/01/2025
The facility annunciator location shall be proposed at the preconstruction meeting between the facility's maintenance supervisor and the contractor's licensed electrician/electrical engineer. All electrical work shall comply with the 2020 National Electric Code, State, and Local Codes (NFPA). (AE, please provide recommended location for the annunciator, the facility maintenance supervisor didn't prefer one.)
AE firm is in agreement with the above IHS response. Electrical contractor and facility maintenance supervisor should propose the exact location. The remote annunciator should be installed somewhere with staff visibility to ensure alarms are recognized and can be addresseds in a timely manor by maintenance staff.
Typically this ends up being a reception area, main lobby, or maintenance staff room.

A0002 11 4/28/2025 Technical
Arapahoe Specific Questions:
Sheet E201 Keynote 13: There is not enough space to locate the 'LS' panel in the electrical room and maintain safe clearance in front of that 'LS' panel. This will obstruct clearance in front of other electrical panels within that room. There was an existing office located plan west of the electrical room that shares a wall. Please confirm that the panel could be mounted on the shared wall between that office and the electrical room, on the office side, with a surface-mounted 'LS' panel.
05/01/2025
Local facility maintenance complied with the idea to mount the panel between the office and electrical room. Space inside the elctrical room is limited, as the boiler water system is also lcoated in the same electrical room. All work that is proposed of renovating office/room space shall comply with NFPA codes and 2020 National Electric Code, State, and Local Codes (NFPA). (AE please provide a response)
AE firm is in agreement with the above IHS response but wanted to make note of the following: Panel LS is included in the design for the future emergency egress lighting when IHS wishes to transition away from the current battery-backup emergency egress lighting. Therefore, consideration should be given to how this future renovation will be accomplished. A more central location in the building may facilitate a less intrusive renovation for the wiring and conduit routing updates that will be required.

Arapahoe Specific Questions:
2. Keynote 6 on Sheet E201: Indicates that a remote annunciator shall be located in the building. Please provide an exact location for that panel as a conduit run will need to be installed to that location.

Arapahoe Specific Questions:
3. Sheet P111: At the location where the new gas line exits the roof toward the new generator, it indicates to run gas piping above ground to the generator. What is the minimum height that the gas line may be placed above finished grade? 36" minimum was mentioned at the walk, but please clarify for bidding.
05/01/2025
Equipment using gas and related gas piping shall be in accordance with NFPA 54, or NFPA 58, unless such installations are approved existing installations, which shall be permitted to be continued in service (per NFPA 101, 9.1.1). Where required for compliance with NFPA 70, emergency generators and standby power systems shall comply with 9.1.3.1 and 9.1.3.2 (per NFPA 101, 9.1.3). (AE please provide a response)
AE firm is in agreement with the above IHS response. Per NFPA 54, Piping installed above ground shall be securely supported and located where it will be protected from physical damage. Piping shall be at least 3-1/2 inches above ground unless another minimum height is required by the authority having jurisdiction (AHJ).
I believe IHS serves as its own AHJ and therefore could require a different minimum height if desired. A few reasons to require a higher minimum height could be the following: protection from physical damage, piping is more visible which reduces tripping hazards, avoid standing water and freezing, ease of maintenance (inspections and/or repair). Contractors often install above ground piping between 18" and 36" above finished grade for the reasons mentioned.
