About this file

This document is an Amendment (A00002) to Solicitation 75H701-25-R-00027 for the Little Shell Service Unit Roof Replacement project. The amendment provides a site visit sign-in sheet from March 6, 2025, and addresses nine pre-proposal inquiries. Key details include clarification that the project involves replacing the existing roof at the Little Shell Clinic in Great Falls, Montana, with a 5/8" plywood deck. The proposal remains due on March 26, 2025, at 2:00 PM CST, and is set aside for small businesses under NAICS Code 238160 with a $19 million size standard.

The pre-proposal inquiries cover important project details such as roofing specifications location, tax exemption status, vehicle parking restrictions, key personnel requirements, and project-specific conditions. Notable responses include confirming no asbestos pre-alteration testing is required, allowing one person to serve as project manager, superintendent, and safety officer, and clarifying that there are no Tribal Employment Rights Ordinance (TERO) requirements or liquidated damages for this project. The project is estimated to cost between $250,000 and $500,000, with a 90-calendar-day performance period from the notice to proceed.

PRE-PROPOSAL INQUIRIES

Solicitation 75H701-25-R-00027

Little Shell Service Unit Roof Replacement

Item No. COMMENTS IHS Approved Response

1. Can you provide me with a copy of the roofing/waterproofing specifications or direct me to where I can find them? I could not find them on ihs.gov. I need to put together a quote for subcontractors. As you know, the sooner the better based on today’s product availability and scheduling requirements.

The scope is included in Section C of the solicitation, additional scope included in an attachment “B01 RFP Attachment J01 SOW…”, the plans in “B01 RFP Attachment J01a…” and the specifications included in “B01 Attachment J01b…”.

These are all listed in Section J of the solicitation itself and provided as separate PDF attachments.

2. Is this project tax exempt? No. See solicitation clause FAR 52.229-3 Federal, State, And Local Taxes As a reminder all bidders are responsible for allowing for all applicable state, local taxes and fees within their bids and to perform their own due diligence in ascertaining them. Failure to do so will not constitute a request for an equitable adjustment to the contract price.

3. Motor Vehicle Restrictions

a. Parking is limited. The IHS will notify the Contractor where they can park, and how many vehicles can be on-site at any one time.

i. How many spaces/vehicles is the contractor allowed?

Contractor parking and access to the roof will be prioritized during the roof replacement project so that the project can be completed quickly.

4. Is a pre-alteration (for asbestos) test required? No, testing for asbestos is required.

5. The following positions are identified as Key Personnel: (1) Project

Manager, (2) Superintendent and the (3) Safety Officer.

a. Can one individual represent all positions?

Yes, this is a smaller, short-term project and one person serving the role as the project manager, superintendent and safety officer is reasonable.

6. Liquidated Damages are not listed on SF1442.

a. Please confirm if LD’s are present with this project?

Confirmed, LDs are not included in this contract.

7. Are there TERO requirements for this? There are no TERO requirements for this project.

8. Is this a concrete deck? No, the deck is 5/8” plywood.

9. Will there be any core sampling done? No, please prepare proposals per the solicitation (plans and specs).
